In anticipation of a formal sanctions committee meeting to discuss recent developments
in Arcadia (especially the importance of reinforcing the Newport Agreement), an
informal group of experts will convene Saturday morning to explore new measures in
response to the changed situation. The goal of this informal meeting is to develop
guidance to inform the drafting of the necessary follow-up resolution on the situation in
Arcadia. The issues to be explored include the following:
• How should the existing sanctions be adapted to reflect the changed situation on the
ground?
• What sanctions should remain?
• What are the criteria for lifting or suspending any remaining sanctions, and when and
how should this be done?
• How should the humanitarian and economic effects of any remaining sanctions, as
well as their affect on refugee repatriation, be monitored and addressed? (Is there a
role for UNMIA here?)
• If the criteria for lifting all sanctions were met, is there an ongoing role for the
Council in ensuring the return to peace and stability in Arcadia?
• What other measures (including positive inducements) can be employed to help
solidify the political developments?
