2.4.6 Secretary/Financial Controller<br />
The Secretary/Financial Controller <strong>of</strong> the <strong>Institute</strong> oversees two sections,<br />
namely, the Finance Department and Human Resources. Each <strong>of</strong> these is<br />
documented below.<br />
Finance<br />
Functions<br />
The Finance Department is responsible for the financial and budgetary<br />
functions <strong>of</strong> the <strong>Institute</strong> and for all <strong>of</strong> its enterprises. To this end, it must<br />
ensure that appropriate systems are in place. The department is required to<br />
prepare "Operational Programmes and Annual Accounts" in accordance<br />
with the Regional Technical Colleges Act (1992). It plans and implements<br />
appropriate budgetary control, and it is responsible for ensuring that the<br />
<strong>Institute</strong> operates within the budget allocated by the Department <strong>of</strong><br />
Education and Science. It prepares regular management information<br />
reports to assist this process. The department must also ensure that the<br />
<strong>Institute</strong> complies with all appropriate financial legislation. In sum, the<br />
control <strong>of</strong> all income and expenditure is the primary function <strong>of</strong> the<br />
department, and its other main functions are as follows:<br />
• To plan and implement proper budgetary control systems,<br />
purchasing systems and accounting systems in accordance with<br />
relevant government regulations<br />
• To prepare statutory accounts and other financial and budgetary<br />
information<br />
• To provide a range <strong>of</strong> ancillary financial services to the <strong>Institute</strong>,<br />
including:<br />
- Payment <strong>of</strong> creditors<br />
- Payment <strong>of</strong> salaries and staff travel and subsistence<br />
- Payment <strong>of</strong> student maintenance grants<br />
- Payment <strong>of</strong> appropriate taxes to the Collector General<br />
- Issue <strong>of</strong> purchase orders<br />
- Bank reconciliation<br />
- Maintenance <strong>of</strong> creditors, debtors and general ledger<br />
- Recording and lodgement <strong>of</strong> receipts<br />
- Preparation <strong>of</strong> returns to the Department <strong>of</strong> Education and<br />
Science<br />
- Preparation <strong>of</strong> management reports<br />
- Preparation <strong>of</strong> annual accounts<br />
- Preparation <strong>of</strong> annual programmes and budget reports<br />
- Liaison with the <strong>of</strong>fice <strong>of</strong> Comptroller and Auditor General, the<br />
Department <strong>of</strong> Education and Science, and the <strong>Institute</strong>’s bankers<br />
