agency is responsible for certain data. The evolving, distributed GIS system supported<br />

by the county, cities, and special purpose districts will be a primary repository of the<br />

data. A common base/parcel map is a key component for an inter-agency management<br />

program.<br />

10.5.3 Recommended Actions<br />

Based on the existing management programs in <strong>Kitsap</strong> <strong>County</strong>, and the data management<br />

program outlined above, a list of recommended actions has been developed. These<br />

recommendations are categorized by water resource management program goals, and are<br />

shown in Exhibit 10-4.<br />

10.6 State and <strong>County</strong> Administrative Action<br />

Implementation of this <strong>Plan</strong> will require administrative action at both the State and <strong>County</strong> level.<br />

New legislation enacted by the State Legislature must be phased into CWSP plan<br />

implementation. Program areas where new or amended laws, regulations, and/or ordinances may<br />

be necessary are as follows:<br />

10.6.1 State Authority<br />

The passage of The Municipal <strong>Water</strong> Law (2E2SHB 1338 in the 2003 Legislature<br />

significantly broadened the definition of municipal water suppliers and the utilization of<br />

water rights. The Departments of Health and Ecology will influence implementation of<br />

this landmark bill. Their decisions regarding the process for water right applications,<br />

place of use service areas, conservation requirements, reporting requirements, and future<br />

planning criteria will be major considerations for all water purveyors.<br />

10.7 <strong>Coordinated</strong> <strong>Water</strong> <strong>System</strong> <strong>Plan</strong> Update<br />

The CWSP no longer requires an update every five years. Rather, periodic updates may be<br />

initiated by the WUCC or as required at the direction of the <strong>County</strong><br />

Commissioners or DOH. In accordance with Chapter 70.116.060(8)<br />

RCW, if DOH initiates an update or revision of the CWSP, the State<br />

shall pay for the cost of updating or revising the <strong>Plan</strong>.<br />

10.8 Periodic Committee Review<br />

The WUCC should continue as a standing committee and meet at<br />

least annually to review issues of regional significance and to review<br />

implementation issues regarding the CWSP. A subcommittee should<br />
