protection. The installation of hydrants and storage will be based on the requirements of<br />

the appropriate authority.<br />

Once a water utility's plan is approved, the utility should be consulted by the land use<br />

planning agency with jurisdiction regarding any proposed land use changes or fire flow<br />

requirement modifications which impact the required level of water service. The water<br />

service related cost of said impacts, as determined by the utility, should be fully<br />

considered by the planning agency in acting on the proposed land use change.<br />

4.3.3 Variance<br />

The appropriate utility, upon petition by an applicant for water service, may approve a<br />

variance of non-health related standards included herein if deemed justified after<br />

considering appropriate aspects of public interest. Upon approval, the applicant will be<br />

referred by the utility to the appropriate local authority, and other local and state<br />

jurisdictions for further approval, as may be required.<br />

4.4 Standards Incorporated by Reference<br />

The standards listed below, or as they may be modified in the future by the appropriate<br />

authorities, are hereby incorporated by reference. Priority for application of these standards, in<br />

general, is in the order listed, but the most stringent applies. Except as otherwise superseded by<br />

the county standards described in subsection 4.5, these standards will apply to water system<br />

design, installation, modification, and operation.<br />

• Rules and Regulations of the State Board of Health Regarding Group A and Group B Public<br />

<strong>Water</strong> <strong>System</strong>s (WAC 246-290, WAC 246-291 and WAC 246-293).<br />

• Minimum Standards for Construction and Maintenance of <strong>Water</strong> Wells (WAC 173-160).<br />

• <strong>Water</strong> <strong>System</strong> Design Manual, Washington State Department of Health, August 2001, or<br />

latest version.<br />

• Applicable county and city rules, regulations, ordinances, and standards.<br />

• Standard Specifications for Road, Bridge, and Municipal Construction, as published by the<br />

Washington State Department of Transportation/ in conjunction with the Washington<br />

Chapter of the American Public Works Association (DOT/APWA, latest edition).<br />

• Standards of the American <strong>Water</strong> Works Association.<br />

4.5 General Provisions<br />

4.5.1 Source Development<br />

New sources must be designed to meet the Department of Ecology (Ecology) and<br />

Department of Health (DOH) regulations and design guidelines including Chapter 173-<br />
