ORDINANCE NO. 134<br />

AN ORDINANCE ADOPTING MINIMUM DESIGN STANDARDS<br />

FOR PUBLIC WATER SYSTEMS AND<br />

ESTABLISHING PROCEDURES FOR IMPLEMENTATION<br />

WHEREAS, <strong>Kitsap</strong> <strong>County</strong> has been designated a Critical <strong>Water</strong> Supply Service Area (CWSSA)<br />

pursuant to Chapter 70.116 RCW the Public <strong>Water</strong> <strong>System</strong> Coordination Act of 1977; and<br />

WHEREAS, pursuant to said Act, a <strong>Water</strong> Utility Coordinating Committee (WUCC) has been<br />

established to develop a <strong>Coordinated</strong> <strong>Water</strong> <strong>System</strong> <strong>Plan</strong> (CWSP) for the designated area; and<br />

WHEREAS, the WUCC has prepared and adopted Minimum Design Standards to ensure that<br />

water systems developed in the designated area consistent with regional needs; and<br />

WHEREAS, it is necessary to establish procedures for immediate implementation of these<br />

standards;<br />

NOW, THEREFORE, BE IT ORDAINED BY THE KITSAP COUNTY BOARD OF COUNTY<br />

COMMISSIONERS:<br />

Section 1 - Purpose. The purpose of the Minimum Design Standards is to set a base-level of<br />

utility planning, design, and construction for public water utilities. Uniformity and consistency<br />

in the Standards will enhance reliable service and hydraulic efficiency to consumers as system<br />

interties and/or consolidation of utilities takes place.<br />

Section 2 - Definitions. The following words or terms are defined as follows:<br />

A. <strong>Coordinated</strong> <strong>Water</strong> <strong>System</strong> <strong>Plan</strong> (CWSP) - A plan for public water systems within a<br />

Critical <strong>Water</strong> Supply Service Area (CWSSA) which identifies the present and future<br />

needs of the systems and sets forth means for meeting those needs in the most efficient<br />

manner possible.<br />

B. Critical <strong>Water</strong> Supply Service Area (CWSSA) - A geographical area which<br />

is characterized by a proliferation of small inadequate water systems or by<br />

water supply problems which threaten the present or future water quality or<br />

reliability of service in such a manner that efficient and orderly development<br />

may best be achieved through coordinated planning by the water utilities in<br />

the area.<br />

Existing <strong>Water</strong> <strong>System</strong> - Any system or water supply intended or used for<br />

human consumption or other domestic uses including, but not limited to,<br />

source, treatment, storage, transmission and distribution facilities where water<br />

is furnished to any community, number of individuals, or is made available to<br />
