The Impact of <strong>Gender</strong> Inequality on <strong>Governance</strong><br />

adjustments in the states of the global south by international<br />

financial institutions.<br />

In many of these scenarios, as states contend with internal and<br />

external pressures, it is women who are facing the primary risks<br />

and debilitations of shifts and failures in state commitments.<br />

Women are still largely dependent on the state for resources and<br />

services that make it possible for them, at least minimally, to cope<br />

with the discriminatory sexual division of labour, an inequality<br />

that in itself compromises any bid at material autonomy and<br />

accompanying freedoms. Withdrawal of the state from its welfare<br />

functions will burden women still further. While the root causes of<br />

the under-development or uneven development of a state may be<br />

complex, it is pressingly clear that attempts to devise solutions at<br />

any level of policy making within a state, or on issues concerning<br />

its borders, cannot hope to be effective unless the lives and concerns<br />

of women are given serious consideration, and they are drawn in<br />

as public decision makers and political actors to articulate their<br />

anxieties and aspirations, as well as voice the concerns of the<br />

communities with which they are linked.<br />
