2.5.3 Dry Lake Solar<br />

Energy Zone Mitigation<br />

Goals and Objectives<br />

The following Dry Lake SEZspecific<br />

regional mitigation goals<br />

and objectives were developed<br />

using the “Procedural Guidance<br />

for Developing Solar Regional<br />

Mitigation Strategies” (BLM<br />

forthcoming). They are highlevel<br />

goals and objectives to be<br />

considered in selecting mitigation<br />

locations and actions and to serve<br />

as a frame<strong>wo</strong>rk for identifying<br />

site-specific mitigation goals and<br />

objectives (see Section 2.7).<br />

Desert Tortoise<br />

• Goal: Mitigate unavoidable<br />

impacts to further sustain the<br />

populations of federally listed<br />

species so they no longer<br />

need protection under the<br />

Endangered Species Act.<br />

• Objective: Comply with the<br />

permit (Endangered Species Act,<br />

Section 7) issued to the BLM by<br />

the U.S. Fish and Wildlife Service<br />

for disturbance of tortoise<br />

habitat in the Southern Nevada<br />

District Office RMP area. Collect<br />

the Section 7 mitigation fee<br />

(currently $824 per acre) for use<br />

in supporting the recovery of the<br />

species.<br />

Special Status Species Animals<br />

• Goal: Manage habitats for<br />

nonlisted special status species<br />

to support viable populations so<br />

future listing is not necessary.<br />

• Objective: Mitigate the loss<br />

of habitat by restoring and/<br />

and habitat for the rosy t<strong>wo</strong>toned<br />

penstemon to support<br />

viable populations in which the<br />

SEZ is located so future listing of<br />

the plant is not necessary.<br />

• Objective 1: Protect genetic<br />

diversity by seed collection<br />

before disturbance.<br />

• Objective 2: Secure basic<br />

scientific information pertaining<br />

to the rosy t<strong>wo</strong>-toned<br />

penstemon.<br />

Ecosystem Services<br />

• Goal: Restore and/or preserve<br />

the creosote-bursage vegetation<br />

community disrupted by<br />

development (taking into<br />

account the existing landscape<br />

condition in the SEZ).<br />

• Objective: Restore and/or<br />

preserve the creosote-bursage<br />

vegetation community and<br />

ecosystem proportionate to<br />

the condition of this same<br />

ecosystem in the Dry Lake SEZ<br />

and, where possible, in concert<br />

with protection/restoration of<br />

special status species (animal<br />

and plant) habitat.<br />

Visual Resources<br />

• Goal: Restore and/or protect the<br />

visual resource values altered<br />

by development of the SEZ<br />

(taking into account the existing<br />

condition of visual resource<br />

values in the Dry Lake SEZ).<br />

• Objective: Restore and/or<br />

protect visual resource values<br />

proportionate to expected<br />

impacts in concert with<br />

ecosystem restoration.<br />
