• Economic uncertainty continues to impact on<br />
the housing market. Affordability remains an<br />
issue for first time buyers who continue to<br />
experience difficulties in securing mortgages.<br />
House prices are still adjusting;<br />
During 2012/13, 5,327 people<br />
presented as homeless, of<br />
whom 2,615 (49%) were<br />
awarded Full Duty Status.<br />
• The private rented sector remains popular, with high demand for good quality<br />
rentals. Private housing benefit claims continue to increase though the full<br />
effects of changes to housing benefit entitlement remain to be seen;<br />
• The gap between social housing need and supply within <strong>Belfast</strong> is widening and<br />
the impact of welfare reforms on waiting lists is difficult to predict. We continue<br />
to monitor the requirement for one bed properties.<br />
Section 3 <strong>Belfast</strong> local housing strategy<br />
During 2012/13 we spent £54.8 million in <strong>Belfast</strong>, excluding investment in new build.<br />
For this year’s plan and in line with the Minister’s Assembly statement on the<br />
Fundamental Review of the NIHE, we have presented performance and future<br />
programmes by our four corporate objectives and by regional and landlord<br />
services.<br />
Regional housing services<br />
Corporate Objective 1: Delivering better homes<br />
• We completed 31 new build schemes for<br />
409 social housing units during 2012/13 and<br />
21 schemes commenced to deliver 286<br />
social housing units. We plan to start 50<br />
new build schemes for 933 social housing<br />
units in 2013/14;<br />
• In 2012/13 37 renovation grants, 454 repair<br />
grants and 27 home repair assistance<br />
grants were completed within <strong>Belfast</strong>. The<br />
anticipated grants budget for 2013/14 is<br />
£1.79 million;<br />
• The Warm Homes scheme facilitated the insulation of 839 homes, 44 heating<br />
installations and both heating and insulation in a further 40 dwellings. In addition,<br />
65 properties of solid wall construction received internal dry lining insulation;<br />
• We are managing and delivering a new Boiler Replacement Scheme;<br />
• We will work with DSD to deliver a pilot initiative that aims to bring long term<br />
empty homes back into use for social housing.<br />
Corporate Objective 2: Supporting independent living<br />
• We funded 222 supported housing schemes for a range of client groups and 19<br />
floating support services;<br />
• We Completed 123 disabled facilities grants in the private sector;<br />
