GENERAL HORSE SHOW<br />

RULES AND REGULATIONS<br />

OFFICE<br />

All <strong>horse</strong>s will be under the care <strong>and</strong> supervision of their owners. The <strong>Fair</strong><br />

Management will not be responsible for injury to <strong>horse</strong>s or attendants.<br />

There will be ample parking space on the fairgrounds for trailers <strong>and</strong><br />

vehicles. Use Gate 3 after 10:00 p.m. to exit the <strong>Kentucky</strong> Exposition<br />

Center, all other gates will be closed.<br />

You may pick up your back numbers in the Horse Show Office beginning<br />

on Sunday, August 5th, after 6:00 p.m.<br />

ENTRY BLANKS<br />

PLEASE PRINT ON THE ENTRY BLANK!<br />

Exhibitors should carefully read the conditions stated on each entry blank<br />

as these will be strictly enforced.<br />

The word “ENTRY” will not be accepted. Each entry blank must contain<br />

the name <strong>and</strong> full description of each <strong>horse</strong> <strong>and</strong> the class in which it is<br />

entered clearly enumerated.<br />

a. Entries in all <strong>horse</strong>manship classes must be made in the name of the<br />

individual who will ride. Do not make these entries in stable names or<br />

the names of parents.<br />

b. Every exhibitor or agent <strong>and</strong> trainer must sign the entry blank which<br />

must be accompanied by check covering all fees <strong>and</strong> charges. Both<br />

lines must be signed.<br />

c. The Payee listed on the bottom of the 2012 Payment & Pay Winnings<br />

To Information Form will be the one all correspondence will be sent<br />

to <strong>and</strong> also the name on the premium check.<br />

d. Please make sure to fill out all spaces, name, trainer, owners address,<br />

phone numbers <strong>and</strong> complete address where specified.<br />

REFUNDS<br />

NO REFUNDS AFTER CLOSING DATE FOR ANY REASON.<br />

Any exhibitor, rider, or driver who refuses to obey the request of the Judge,<br />

Ringmaster or Manager automatically becomes debarred from further<br />

competition <strong>and</strong> forfeits all previous winnings, together with entry fees <strong>and</strong><br />

other charges. At the discretion of the Manager, the offending individual<br />

<strong>and</strong> his entire exhibit may be removed from the grounds.<br />

EXHIBITORS<br />

The right is reserved to combine classes, or to cancel any class in which a<br />

sufficient number of entries is not received. The right is also reserved to<br />

rearrange classes in the schedule. However, the exhibitor making entries in<br />

such classes will be notified at least 12 hours in advance of the scheduled<br />

time of the class.<br />

Horses must be ready ten minutes before the class in which they are entered<br />

is called. Warning as to the progress of the preceding class will be given<br />

<strong>72</strong>


over the loud speakers in the Stable Area. The Horse Show will not be<br />

responsible for an Exhibitor’s failure to hear the call.<br />

ATTIRE<br />

All Quarter Horse Show exhibitors must be suitably clothed with western<br />

hat <strong>and</strong> attire. (T-shirts are not acceptable.) AQHA <strong>rules</strong> to apply.<br />

ENTRY FEES<br />

Entry fee in each class is listed in the prize list. The <strong>Kentucky</strong> <strong>State</strong> <strong>Fair</strong><br />

reserves the right of declining to accept any entry or entries <strong>and</strong> to return<br />

any <strong>and</strong> all entrance fees. Also to prohibit any person from attending or<br />

<strong>show</strong>ing a <strong>horse</strong> in the ring <strong>and</strong> to remove any owner or stable employee or<br />

<strong>horse</strong> from the ring or from the grounds without liability of any kind.<br />

If you post enter you must pay at that time. A $25.00 fee will be charged<br />

for all returned checks. We reserve the right to return checks <strong>and</strong> request<br />

cash for fees.<br />

DOGS<br />

Dogs are permitted at the Show only if they are confined to the stable <strong>and</strong><br />

tack room area <strong>and</strong> they must be kept tied or on a leash. No dogs allowed<br />

in the Coliseum, Broadbent Arena or Horse Show Office.<br />

JUDGING<br />

During the time of the judging no person will be allowed in the Ring,<br />

except the Ring Attendants, Judge of the Class, <strong>and</strong> when necessary, the<br />

H<strong>and</strong>ler in charge of the <strong>horse</strong>s being judged.<br />

If for any reason one of the judges has to be withdrawn from judging<br />

a class due to circumstances unforeseen in advance by the Horse Show<br />

Management, another judge will be substituted.<br />

No attendant or groom will be allowed in the <strong>horse</strong> <strong>show</strong> arena unless he<br />

is wearing suitable attire.<br />

Decisions of the Judge or Judges will be final.<br />

VETERINARIAN<br />

The <strong>Kentucky</strong> <strong>State</strong> <strong>Fair</strong> has named Dr. John Moran <strong>and</strong> Associates<br />

of Flemingsburg, KY to be the official veterinarians who will be in<br />

attendance <strong>and</strong> will inspect such <strong>horse</strong>s as may be designated by the<br />

judge or judges or the Horse Show Manager <strong>and</strong> their decision will<br />

be FINAL. The number for Dr. Moran while the <strong>show</strong> is not in<br />

progress will be (606) 748-8381 or contact the Horse Show Office at<br />

(502) 367-5300.<br />

This <strong>show</strong> will follow all <strong>regulations</strong> of the Horse Protection Act of<br />

1970, Public Law 91-540 As Amended.<br />

STALLS<br />

Stalls in the <strong>horse</strong> barns will be limited exclusively to <strong>horse</strong>s entered <strong>and</strong><br />

to be <strong>show</strong>n in the 2012 <strong>Kentucky</strong> <strong>State</strong> <strong>Fair</strong> Horse Shows. This rule is<br />

necessary owing to limited number of available stalls.<br />

$40.00 Stall Fee - All <strong>horse</strong>s are required to have a stall, <strong>and</strong> this must<br />

be included on the entry blank. No first bedding, Permanent stalls with<br />

doors.<br />

EXHIBITORS - Upon arrival, report to the Stall Trailer (watch for<br />

signs), for stall placements. Quarter Horses will not be stabled until after<br />

6:00 p.m., Sunday, August 5th <strong>and</strong> must be out by 9:00 a.m., Sunday,<br />

August 12th.<br />

ALL HORSES ENTERED MUST PAY THE $40.00 STALL FEE.<br />

PREMIUM CHECKS<br />

Checks will be mailed out by the middle of October.<br />

are tabs. Please choose the red colored tab named “Entry<br />

Sheet”. The other tab is <strong>general</strong> instructions for each<br />

section.<br />

c. Fill in the green shaded areas in the sections that apply to<br />

you, making certain to save the sheet occasionally to<br />

prevent losing information.<br />

2. When you have completed the form:<br />

a. Go to “File” <strong>and</strong> select “Save” to save all entry<br />

This <strong>show</strong> will be conducted in accordance with the <strong>rules</strong> <strong>and</strong> <strong>regulations</strong><br />

of the American Quarter Horse Association, the National Cutting Horse<br />

Association, the National Reining Horse Association <strong>and</strong> the <strong>Kentucky</strong><br />

Association of <strong>Fair</strong>s <strong>and</strong> Horse Shows.<br />

1. Read General Horse Show Rules <strong>and</strong> Regulations on pages <strong>72</strong>-74<br />

for additional Quarter Horse Rules.<br />

2. Entry Closing Date - All entries must be postmarked on or before<br />

Tuesday, July 9, 2012. Postage meter date not accepted.<br />

3. Post Entries will be accepted by payment of $25.00 late fee per <strong>horse</strong>,<br />

plus regular class fees. Late entries must be made NO LATER than<br />

6:00 p.m. prior to the day of the class to enter.<br />

4. Post Entries - Team Penning - Entries will be accepted with double<br />

entry fee until 6:00 p.m. the day before the class is to be held.<br />

5. Post Entries - Ranch Sorting - Entries will be accepted with double<br />

entry fee until 6:00 p.m. the day before the class is to be held.<br />

6. Cutting Entries - Entries will be accepted (with entry fee <strong>and</strong><br />

$100.00 late fee) until the day before the class is to be held. Entry<br />

closing date Monday, July 23, 2012.<br />

7. Roping Post Entries will be double only on the office charges.<br />

8. Youth Package $75.00 - Youth entries received by Tuesday, July 9,<br />

2012 may pay a fee of $75.00 which includes stall fee <strong>and</strong> entry into<br />

as many events in the AQHA Youth Shows as each <strong>horse</strong> may wish to<br />

enter. Individual classes may be entered at regular entry. This $75.00<br />

package applies only to advance entries. Post entries are the regular<br />

entry fees <strong>and</strong> $25.00 late fee charge. The $10.00 Drug Fee is NOT<br />

included in the $75.00 Youth Package. Must put class numbers on entry<br />

form.<br />

9. Entry Forms - The entry forms must contain all information<br />

requested, including complete mailing address, social security number<br />

<strong>and</strong> signature. Your entry form must be neat <strong>and</strong> correct. Entries<br />

should be mailed to <strong>Kentucky</strong> <strong>State</strong> <strong>Fair</strong>, Quarter Horse Show, PO<br />

Box 37130, Louisville, KY 40233. Additional entry blanks may be<br />

obtained by writing to the above address or by calling (502) 367-5300,<br />

FAX (502) 367-5305. Catalogs <strong>and</strong> entry forms will also be on our<br />

web site www.kyfairexpo.org.<br />

a. No entries will be accepted by telephone, but completed<br />

entry form may be faxed using credit card payment<br />

(Visa, MasterCard, Discover <strong>and</strong> American Express). DO<br />

NOT duplicate entry by faxing <strong>and</strong> mailing.<br />

b. Full payment of entry fees, stall fees <strong>and</strong> drug fees required or<br />

entries will not be accepted.<br />

c. Copies of registration papers <strong>and</strong> your membership card must be<br />

sent in with your entry blank. Exhibitors in AQHA classes must<br />

be members of AQHA or AQHYA. Amateur entries must hold<br />

valid AQHA Amateur Card. Novice Exhibitors must provide<br />

copies of both sides of membership card. Memberships may<br />

be purchased at the <strong>show</strong> office. (Bring originals to the <strong>show</strong>.)<br />

Fill out entry blank completely. NCHA, NRHA, NSBA <strong>and</strong><br />

NRCHA membership may be purchased at the <strong>show</strong> office.<br />

10. Registration papers must be seen for all <strong>horse</strong>s, except those <strong>show</strong>n<br />

in Open Performance classes, as well as current membership cards.<br />

All <strong>horse</strong>s competing in NRHA competition will be required to have<br />

a competition license. ROM papers must be <strong>show</strong>n if <strong>show</strong>ing in<br />

Performance Halter classes.<br />

11. Drug Test - All <strong>horse</strong>s entered in AQHA classes must pay $10.00<br />

drug testing fee <strong>and</strong> submit to testing if chosen.<br />

12. Substitutions - In the event an entry must cancel due to lameness or<br />

injury the entry may be substituted by the same owner, provided the <strong>show</strong><br />

secretary is furnished with a veterinarian’s written statement prior to the<br />

time the class is called.<br />

13. No Refunds - on entry, stall fee <strong>and</strong> drug fees will be made where a <strong>horse</strong><br />

is withdrawn for any reason by an exhibitor.<br />

14. Double Judged/Double Points - This <strong>show</strong> is approved for double<br />

judged/double points. Each of the two judge’s placing will produce<br />

separate results; therefore, two full sets of AQHA points will be<br />

awarded.<br />

a. Only one total entry fee is charged - one entry fee enters the<br />

exhibitors in both <strong>show</strong>s.<br />

15. Money Paid on Composite Placings - In all classes the money, awards<br />

will be determined based on composite placings of both judges. Ribbons<br />

<strong>and</strong> caps awarded on both judges. Exception: In timed events, money<br />

will be awarded on time. In roping classes, money will be awarded on<br />

time; awards will be on composite judge’s placings. Money will be paid<br />

on time but points awarded by judges in roping <strong>and</strong> dally team heading<br />

<strong>and</strong> heeling. In case of ties, money will divided with one judge predesignated<br />

as tiebreaker for awards.<br />

16. Girls Barrels <strong>and</strong> Open Barrel Race - Western attire, hats are optional.<br />

AQHA <strong>rules</strong> to be applied.<br />

17. Flag Race - Ten second penalty with no pick, five second with no stick.<br />

Anything knocked over is no time. Flag must be stuck through the top<br />

of the bucket. No hitting <strong>horse</strong> with flag.<br />

18. Rescue - Jumper must make contact behind cone. This means no<br />

stepping out in front of cone. If cone is knocked over, it is a no time.<br />

No sleeveless shirts. No ball caps. Helmets or cowboy hats are optional.<br />

Jumper may wear T-shirts <strong>and</strong> tennis shoes. Jumper must be astride the<br />

<strong>horse</strong> when crossing the finish line.<br />

20. A limited amount of RV parking will be available at a charge of $10.00<br />

per day cash or credit card (Visa, MasterCard, Discover <strong>and</strong> American<br />

Express) payment only; however, no hookups or dumping facilities.<br />

Space will be assigned on a first come first serve basis <strong>and</strong> no space can be<br />

guaranteed. Contact Linda Stone’s office located at the administration<br />

offices in front of Freedom Hall or call (502) 367-5384. Any RV’s driven<br />

on the fairgrounds will be subject to RV charges.<br />

21. Parking of trucks <strong>and</strong> trailers in fire lanes is prohibited except for time<br />

necessary to load <strong>and</strong> unload.<br />
