GENERAL HORSE SHOW
RULES AND REGULATIONS
OFFICE
All horses will be under the care and supervision of their owners. The Fair
Management will not be responsible for injury to horses or attendants.
There will be ample parking space on the fairgrounds for trailers and
vehicles. Use Gate 3 after 10:00 p.m. to exit the Kentucky Exposition
Center, all other gates will be closed.
You may pick up your back numbers in the Horse Show Office beginning
on Sunday, August 5th, after 6:00 p.m.

ENTRY BLANKS
PLEASE PRINT ON THE ENTRY BLANK!
Exhibitors should carefully read the conditions stated on each entry blank
as these will be strictly enforced.
The word “ENTRY” will not be accepted. Each entry blank must contain
the name and full description of each horse and the class in which it is
entered clearly enumerated.
a. Entries in all horsemanship classes must be made in the name of the
individual who will ride. Do not make these entries in stable names or
the names of parents.
b. Every exhibitor or agent and trainer must sign the entry blank which
must be accompanied by check covering all fees and charges. Both
lines must be signed.
c. The Payee listed on the bottom of the 2012 Payment & Pay Winnings
To Information Form will be the one all correspondence will be sent
to and also the name on the premium check.
d. Please make sure to fill out all spaces, name, trainer, owners address,
phone numbers and complete address where specified.
REFUNDS
NO REFUNDS AFTER CLOSING DATE FOR ANY REASON.
Any exhibitor, rider, or driver who refuses to obey the request of the Judge,
Ringmaster or Manager automatically becomes debarred from further
competition and forfeits all previous winnings, together with entry fees and
other charges. At the discretion of the Manager, the offending individual
and his entire exhibit may be removed from the grounds.
EXHIBITORS
The right is reserved to combine classes, or to cancel any class in which a
sufficient number of entries is not received. The right is also reserved to
rearrange classes in the schedule. However, the exhibitor making entries in
such classes will be notified at least 12 hours in advance of the scheduled
time of the class.
Horses must be ready ten minutes before the class in which they are entered
is called. Warning as to the progress of the preceding class will be given

over the loud speakers in the Stable Area. The Horse Show will not be
responsible for an Exhibitor’s failure to hear the call.
ATTIRE
All Quarter Horse Show exhibitors must be suitably clothed with western
hat and attire. (T-shirts are not acceptable.) AQHA rules to apply.
ENTRY FEES
Entry fee in each class is listed in the prize list. The Kentucky State Fair
reserves the right of declining to accept any entry or entries and to return
any and all entrance fees. Also to prohibit any person from attending or
showing a horse in the ring and to remove any owner or stable employee or
horse from the ring or from the grounds without liability of any kind.
If you post enter you must pay at that time. A $25.00 fee will be charged
for all returned checks. We reserve the right to return checks and request
cash for fees.
DOGS
Dogs are permitted at the Show only if they are confined to the stable and
tack room area and they must be kept tied or on a leash. No dogs allowed
in the Coliseum, Broadbent Arena or Horse Show Office.
JUDGING
During the time of the judging no person will be allowed in the Ring,
except the Ring Attendants, Judge of the Class, and when necessary, the
Handler in charge of the horses being judged.
If for any reason one of the judges has to be withdrawn from judging
a class due to circumstances unforeseen in advance by the Horse Show
Management, another judge will be substituted.
No attendant or groom will be allowed in the horse show arena unless he
is wearing suitable attire.
Decisions of the Judge or Judges will be final.
VETERINARIAN
The Kentucky State Fair has named Dr. John Moran and Associates
of Flemingsburg, KY to be the official veterinarians who will be in
attendance and will inspect such horses as may be designated by the
judge or judges or the Horse Show Manager and their decision will
be FINAL. The number for Dr. Moran while the show is not in
progress will be (606) 748-8381 or contact the Horse Show Office at
(502) 367-5300.
This show will follow all regulations of the Horse Protection Act of
1970, Public Law 91-540 As Amended.
STALLS
Stalls in the horse barns will be limited exclusively to horses entered and
to be shown in the 2012 Kentucky State Fair Horse Shows. This rule is
necessary owing to limited number of available stalls.
$40.00 Stall Fee - All horses are required to have a stall, and this must
be included on the entry blank. No first bedding, Permanent stalls with
doors.

EXHIBITORS - Upon arrival, report to the Stall Trailer (watch for
signs), for stall placements. Quarter Horses will not be stabled until after
6:00 p.m., Sunday, August 5th and must be out by 9:00 a.m., Sunday,
August 12th.
ALL HORSES ENTERED MUST PAY THE $40.00 STALL FEE.
PREMIUM CHECKS
Checks will be mailed out by the middle of October.

b. Open the file and scroll down to the bottom where there
are tabs. Please choose the red colored tab named “Entry
Sheet”. The other tab is general instructions for each
section.
c. Fill in the green shaded areas in the sections that apply to
you, making certain to save the sheet occasionally to
prevent losing information.
2. When you have completed the form:
a. Go to “File” and select “Save” to save all entry
information.

This show will be conducted in accordance with the rules and regulations
of the American Quarter Horse Association, the National Cutting Horse
Association, the National Reining Horse Association and the Kentucky
Association of Fairs and Horse Shows.
1. Read General Horse Show Rules and Regulations on pages 72-74
for additional Quarter Horse Rules.
2. Entry Closing Date - All entries must be postmarked on or before
Tuesday, July 9, 2012. Postage meter date not accepted.
3. Post Entries will be accepted by payment of $25.00 late fee per horse,
plus regular class fees. Late entries must be made NO LATER than
6:00 p.m. prior to the day of the class to enter.
4. Post Entries - Team Penning - Entries will be accepted with double
entry fee until 6:00 p.m. the day before the class is to be held.
5. Post Entries - Ranch Sorting - Entries will be accepted with double
entry fee until 6:00 p.m. the day before the class is to be held.
6. Cutting Entries - Entries will be accepted (with entry fee and
$100.00 late fee) until the day before the class is to be held. Entry
closing date Monday, July 23, 2012.
7. Roping Post Entries will be double only on the office charges.
8. Youth Package $75.00 - Youth entries received by Tuesday, July 9,
2012 may pay a fee of $75.00 which includes stall fee and entry into
as many events in the AQHA Youth Shows as each horse may wish to
enter. Individual classes may be entered at regular entry. This $75.00
package applies only to advance entries. Post entries are the regular
entry fees and $25.00 late fee charge. The $10.00 Drug Fee is NOT
included in the $75.00 Youth Package. Must put class numbers on entry
form.
9. Entry Forms - The entry forms must contain all information
requested, including complete mailing address, social security number
and signature. Your entry form must be neat and correct. Entries
should be mailed to Kentucky State Fair, Quarter Horse Show, PO
Box 37130, Louisville, KY 40233. Additional entry blanks may be
obtained by writing to the above address or by calling (502) 367-5300,
FAX (502) 367-5305. Catalogs and entry forms will also be on our
web site www.kyfairexpo.org.
a. No entries will be accepted by telephone, but completed
entry form may be faxed using credit card payment
(Visa, MasterCard, Discover and American Express). DO
NOT duplicate entry by faxing and mailing.
b. Full payment of entry fees, stall fees and drug fees required or
entries will not be accepted.
c. Copies of registration papers and your membership card must be
sent in with your entry blank. Exhibitors in AQHA classes must
be members of AQHA or AQHYA. Amateur entries must hold
valid AQHA Amateur Card. Novice Exhibitors must provide
copies of both sides of membership card. Memberships may
be purchased at the show office. (Bring originals to the show.)
Fill out entry blank completely. NCHA, NRHA, NSBA and
NRCHA membership may be purchased at the show office.
10. Registration papers must be seen for all horses, except those shown
in Open Performance classes, as well as current membership cards.

All horses competing in NRHA competition will be required to have
a competition license. ROM papers must be shown if showing in
Performance Halter classes.
11. Drug Test - All horses entered in AQHA classes must pay $10.00
drug testing fee and submit to testing if chosen.
12. Substitutions - In the event an entry must cancel due to lameness or
injury the entry may be substituted by the same owner, provided the show
secretary is furnished with a veterinarian’s written statement prior to the
time the class is called.
13. No Refunds - on entry, stall fee and drug fees will be made where a horse
is withdrawn for any reason by an exhibitor.
14. Double Judged/Double Points - This show is approved for double
judged/double points. Each of the two judge’s placing will produce
separate results; therefore, two full sets of AQHA points will be
awarded.
a. Only one total entry fee is charged - one entry fee enters the
exhibitors in both shows.
15. Money Paid on Composite Placings - In all classes the money, awards
will be determined based on composite placings of both judges. Ribbons
and caps awarded on both judges. Exception: In timed events, money
will be awarded on time. In roping classes, money will be awarded on
time; awards will be on composite judge’s placings. Money will be paid
on time but points awarded by judges in roping and dally team heading
and heeling. In case of ties, money will divided with one judge predesignated
as tiebreaker for awards.
16. Girls Barrels and Open Barrel Race - Western attire, hats are optional.
AQHA rules to be applied.
17. Flag Race - Ten second penalty with no pick, five second with no stick.
Anything knocked over is no time. Flag must be stuck through the top
of the bucket. No hitting horse with flag.
18. Rescue - Jumper must make contact behind cone. This means no
stepping out in front of cone. If cone is knocked over, it is a no time.
No sleeveless shirts. No ball caps. Helmets or cowboy hats are optional.
Jumper may wear T-shirts and tennis shoes. Jumper must be astride the
horse when crossing the finish line.

20. A limited amount of RV parking will be available at a charge of $10.00
per day cash or credit card (Visa, MasterCard, Discover and American
Express) payment only; however, no hookups or dumping facilities.
Space will be assigned on a first come first serve basis and no space can be
guaranteed. Contact Linda Stone’s office located at the administration
offices in front of Freedom Hall or call (502) 367-5384. Any RV’s driven
on the fairgrounds will be subject to RV charges.
21. Parking of trucks and trailers in fire lanes is prohibited except for time
necessary to load and unload.
