Helped save 57,000 <strong>jobs</strong><br />

in Southern California<br />

<strong>The</strong> Cham<strong>be</strong>r was a major supporter<br />

of the passage of SB 827. Authored by<br />

Sen. Roderick Wright, the bill <strong>will</strong> end the<br />

mora<strong>to</strong>rium on South Coast Air Quality<br />

Management District permits <strong>and</strong><br />

unfreeze more than 3,000 local<br />

development <strong>and</strong> upgrade projects. An<br />

estimated 1,000 halted projects – <strong>and</strong> the<br />

<strong>jobs</strong> associated with them – <strong>will</strong> resume<br />

immediately across Southern California.<br />

Bot<strong>to</strong>m line: SB 827 saves <strong>and</strong><br />

immediately creates <strong>jobs</strong> <strong>and</strong> moves<br />

critical safety <strong>and</strong> environmental<br />

projects forward. This legislation was<br />

a major focus of the <strong>Cham<strong>be</strong>r's</strong> Access<br />

Sacramen<strong>to</strong> trip in the spring of 2009.<br />

Helped advance ‘Race<br />

education during the 8th Annual Cash for College:<br />

College & Career Convention.<br />

Championed City of<br />

Los Angeles tax reform<br />

recommendations<br />

<strong>The</strong> Cham<strong>be</strong>r outlined plans <strong>to</strong> improve<br />

the tax code <strong>and</strong> make it easier for<br />

businesses <strong>to</strong> interact with City Hall. On<br />

the Cham<strong>be</strong>r’s recommendation, the L.A.<br />

City Council established a new Business<br />

Tax Advisory Committee (BTAC) <strong>to</strong><br />

recommend improvements <strong>to</strong> the city's<br />

gross receipts tax <strong>to</strong> attract <strong>and</strong> retain<br />

business. <strong>The</strong> Cham<strong>be</strong>r <strong>will</strong> work with the<br />

BTAC <strong>to</strong> ensure a strong “cus<strong>to</strong>mer-first”<br />

program at City Hall; make it easier for<br />

businesses <strong>to</strong> learn about city services,<br />

apply for necessary licenses <strong>and</strong> pay fees<br />

<strong>and</strong> taxes; enact clear guidelines for how a<br />

business is classified under the tax code;<br />

<strong>and</strong> develop <strong>be</strong>tter criteria for determining<br />

which businesses are audited by the city.<br />

Bot<strong>to</strong>m line: <strong>The</strong> Cham<strong>be</strong>r <strong>will</strong> work<br />

closely with councilmem<strong>be</strong>rs on this new<br />

round of reforms aimed at lowering taxes<br />

Initiated Economic Impact<br />

Analysis on City legislation<br />

<strong>The</strong> Cham<strong>be</strong>r worked with Los Angeles<br />

City Council President Eric Garcetti<br />

<strong>and</strong> Councilmem<strong>be</strong>r Greig Smith <strong>to</strong><br />

recommend a m<strong>and</strong>a<strong>to</strong>ry <strong>economic</strong><br />

impact analysis for city initiatives that<br />

could affect private sec<strong>to</strong>r <strong>jobs</strong>, the<br />

business climate <strong>and</strong> the overall economy.<br />

For the past six months, the Cham<strong>be</strong>r has<br />

<strong>be</strong>en meeting with city officials, along<br />

with fellow business groups BizFed,<br />

the Los Angeles County Economic<br />

Development Corporation (LAEDC) <strong>and</strong><br />

Valley Industry <strong>and</strong> Commerce Association<br />

(VICA) <strong>to</strong> push this legislation.<br />

2004 business tax reduction effort, the<br />

Cham<strong>be</strong>r once again champions making<br />

Launched Green Business<br />

Certification program<br />

Growing green industry is a regional<br />

priority, <strong>and</strong> the Cham<strong>be</strong>r has partnered<br />

with City Councilmem<strong>be</strong>r Richard<br />

Alarcon, the Los Angeles Community<br />

College District, Green Seal, Green Glo<strong>be</strong><br />

<strong>and</strong> DineL.A./L.A. Inc., <strong>The</strong> Los Angeles<br />

Convention <strong>and</strong> Visi<strong>to</strong>rs Bureau <strong>to</strong><br />

launch the Los Angeles Green Business<br />

Certification program. <strong>The</strong> Cham<strong>be</strong>r is<br />

proud <strong>to</strong> support small- <strong>and</strong> medium-sized<br />

businesses in Los Angeles in their effort<br />

<strong>to</strong> ‘go green.’<br />

Bot<strong>to</strong>m line: <strong>The</strong> Green Business<br />

Certification program provides a new<br />

Lobbied in support of San<br />

Pedro Waterfront Project<br />

<strong>The</strong> L.A. Harbor Commission voted in<br />

favor of the Cham<strong>be</strong>r-supported San<br />

Pedro Waterfront Project. <strong>The</strong> Cham<strong>be</strong>r<br />

spoke in favor of the project, which <strong>will</strong><br />

attract significant commercial investment<br />

<strong>to</strong> produce more than 21,000 <strong>jobs</strong> <strong>and</strong> <strong>will</strong><br />

provide direct community <strong>be</strong>nefits <strong>be</strong>yond<br />

investment dollars. <strong>The</strong> <strong>economic</strong> impact<br />

of the project is as significant as the plan<br />

itself. Investing $1.2-billion over the next<br />

10 years, the San Pedro Waterfront<br />

Redevelopment <strong>will</strong> create 4,900 permanent<br />

<strong>and</strong> 17,000 one-year equivalent <strong>jobs</strong>.<br />

balances the residential <strong>and</strong> recreational<br />

needs of our port communities with<br />

<strong>economic</strong> opportunity <strong>and</strong> new <strong>jobs</strong>.<br />

Supported projects <strong>to</strong> keep<br />

L.A. the entertainment<br />

capital of the world<br />

<strong>The</strong> Cham<strong>be</strong>r supported two projects<br />

<strong>to</strong> keep filming in Los Angeles. NBC<br />

Universal's Evolution Plan <strong>will</strong> maintain<br />

Los Angeles as the company's global<br />

headquarters for film <strong>and</strong> television<br />

production. <strong>The</strong> project <strong>will</strong> create 31,000<br />

immediate construction <strong>jobs</strong> <strong>and</strong> 12,000<br />

new permanent <strong>jobs</strong>. It is also estimated<br />

<strong>to</strong> deliver $26 million in tax revenues each<br />

year. <strong>The</strong> Walt Disney Company<br />

announced the Disney <strong>and</strong> ABC Studios at<br />

<strong>The</strong> Ranch, a state-of-the-art production<br />

facility for motion picture, television <strong>and</strong><br />

commercial productions. This project <strong>will</strong><br />

stimulate local <strong>and</strong> regional economies<br />

with 3,152 new construction <strong>jobs</strong> <strong>and</strong><br />

$533 million in direct <strong>economic</strong> activity<br />

throughout L.A. County.<br />

as the entertainment capital of the world<br />

should <strong>be</strong> a priority when it comes <strong>to</strong><br />

accelerating our <strong>economic</strong> recovery.<br />
