promised during the last rate increase. In<br />

addition, the Cham<strong>be</strong>r <strong>will</strong> advocate for a<br />

robust feed-in tariff program <strong>to</strong> incentivize<br />

solar roof<strong><strong>to</strong>p</strong> power production.<br />

Public Employee Pension<br />

System<br />

<strong>The</strong> City of Los Angeles faces a multibillion<br />

dollar unfunded employee pension<br />

liability. Structural reforms <strong>to</strong> the system<br />

are necessary <strong>to</strong> prevent drastic reductions<br />

in city services or a municipal bankruptcy.<br />

STATE – CALIFORNIA<br />

State Budget & Economic<br />

Reforms<br />

<strong>The</strong> only way for California <strong>to</strong> end the<br />

boom-bust budgeting cycle is <strong>to</strong> update<br />

our fiscal system <strong>and</strong> promote stronger<br />

<strong>economic</strong> policies. <strong>The</strong> Cham<strong>be</strong>r<br />

supports bipartisan solutions that include<br />

implementing a 2-year budget cycle,<br />

reforming the state’s uncompetitive tax<br />

code <strong>and</strong> returning more fiscal control <strong>to</strong><br />

local governments.<br />

Business Growth Policies<br />

To create more <strong>jobs</strong>, the Cham<strong>be</strong>r urges<br />

lawmakers <strong>to</strong> make it easier for employees<br />

<strong>to</strong> opt in<strong>to</strong> flexible workweeks; streamline<br />

CEQA regulations <strong>to</strong> avoid lengthy delays<br />

in the creation of good <strong>jobs</strong>; modernize<br />

meal <strong>and</strong> break period rules <strong>to</strong> prevent<br />

costly litigation; <strong>and</strong> oppose policies<br />

that would increase the cost of workers’<br />

compensation insurance.<br />

State Term Limits<br />

California’s term limits law is a major<br />

contribu<strong>to</strong>r <strong>to</strong> legislative dysfunction.<br />

Lawmakers are unable <strong>to</strong> gain the expertise<br />

necessary <strong>to</strong> tackle complex public policy<br />

issues <strong>and</strong> are heavily dependent on career<br />

Capi<strong>to</strong>l staff, lobbyists <strong>and</strong> party officials.<br />

<strong>The</strong> Cham<strong>be</strong>r supports reducing the <strong>to</strong>tal<br />

num<strong>be</strong>r of years a lawmaker can serve from<br />

14 <strong>to</strong> 12 while allowing them the option <strong>to</strong><br />

serve all 12 years in one house.<br />

FEDERAL – WASHINGTON, D.C.<br />

Transportation & Goods<br />

Movement<br />

As the most congested region in the<br />

nation <strong>and</strong> the entry point for 44 percent<br />

of the nation’s containerized imports, the<br />

Cham<strong>be</strong>r advocates for greater federal<br />

investment in local infrastructure.<br />

Ensuring adequate funding for our<br />

ports <strong>and</strong> transportation network in the<br />

upcoming Federal Surface Transportation<br />

Authorization funding bill is a <strong><strong>to</strong>p</strong> priority.<br />

Comprehensive Immigration<br />

Reform<br />

Congress <strong>and</strong> President Barack Obama<br />

must work <strong>to</strong>wards a reasonable,<br />

bipartisan compromise on immigration<br />

reform. <strong>The</strong> Cham<strong>be</strong>r supports creating a<br />

clear path <strong>to</strong> citizenship; exp<strong>and</strong>ing visa<br />

availability for highly-skilled workers;<br />

<strong>and</strong> improving the e-Verify employee<br />

verification <strong>to</strong>ol.<br />

Free Trade Agreements<br />

<strong>The</strong> Cham<strong>be</strong>r advocates for swift approval<br />

of pending Free Trade Agreements with<br />

Panama, Colombia <strong>and</strong> South Korea <strong>to</strong><br />

spur U.S. exports, increase foreign<br />

investment in the United States <strong>and</strong><br />

maximize the region’s position in the<br />

global economy.<br />
