<strong>FS</strong> <strong>63</strong>-401.14 - Households Using<br />

Commercial Mail Receiving Agent<br />

(CMRA)/ Mail Drop Addresses<br />

What is the policy on household’s who are using a<br />

Commercial Mail Receiving Agent (CMRA)/Mail Drop<br />

Address?<br />

Food Stamp households may not use a CMRA or mail drop<br />

address as their residence address. LEADER will not<br />

accept a CMRA or mail drop address in the residence field.<br />

If the EW receives an exception the address must be<br />

clarified before benefits can be issued by doing the<br />

following:<br />

• Contact the participant by telephone and request<br />

he/she clarify his/her residence situation. If no<br />

phone, send the participant a termination/denial<br />

notice <strong>of</strong> action for whereabouts unknown and<br />

terminate/deny benefits. (A 10-day advanced notice<br />

must be issued on approved cases.)<br />

• If the participant responds to a termination notice<br />

before the termination effective date and clarifies<br />

his/her residence address to the EW’s satisfaction,<br />

release the benefits and input the correct residence<br />

address to LEADER. Participants responding to a<br />

denial notice must make a new application.<br />

NOTE: Food Stamp participants do not need to be living at<br />

a post <strong>of</strong>fice recognized address. They can be<br />

homeless indefinitely, in which case the<br />

district <strong>of</strong>fice may be used as the residence<br />

address.<br />

• If the participant states he/she wants to receive mail<br />

at the CMRA or mail drop, the EW must also input<br />

the CMRA or mail drop address as the mailing<br />

address.<br />

• If the participant fails to respond or does not<br />

satisfactorily clarify the residence issue, benefits are<br />

to be terminated/denied for Whereabouts Unknown.<br />

• If Food Stamp benefits have been issued on the<br />

case, it is to be referred to Welfare Fraud Prevention<br />

and Investigation (WFP&I) for investigation.<br />

• When completing the PA 140, Request for<br />

Investigation, write “CMRA” or “mail drop” in<br />

the “Special Project Alert” box in the upper<br />

right corner <strong>of</strong> the form.<br />

• The EW should indicate in the “Remarks”
