MONOLINGUAL SPANISH PROGRAMS<br />

For this preliminary assessment .of treatment .needs, 239· (23%) .Hispanic Gffenders<br />

were tested. In addition to the offenders tested, there were 46 monolingual Spanish<br />

offenders who were not .tested as well as eight-Asian offenders. The second phase of<br />

the treatment needs assessment will examine the particular needs of the<br />

monolingual offenders.<br />

The Youth Authority has established a 64-bed program at the Nelles School for<br />

offenders who speak only Spanish or who have a limited ability in English. (Some<br />

English-speaking offenders are assigned to this program to aid the non-Englishspeaking<br />

offenders in develoging their English-speaking abilities.) There are-47<br />

Hispanic wards in this program along with 17 English-speaking offenders. This is<br />

one of seven programs that offer English as a Second Language. Most of the staff is<br />

bilingual. The Sex Offender Program at Nelles also has a treatment group for<br />

Spanish-speaking offenders.<br />

DYSSOCIALj AGGRESSIVE<br />

Testing indicated that 12% of the males and 17% of the females met the criteria for<br />

Dyssocialj Aggressive. These are the offenders who may create management<br />

problems because of their aggressiveness and unwillingness to participate in<br />

programs. They are often assigned to Regular Programs, but may occasionally need<br />

temporary detention facilities, or Dyssocialj Aggressive Programs. The current<br />

Dyssocialj Aggressive Program length is six months. The bed capacity is 284 beds<br />

for males and 25 for females. The anticipated need in FY 1995-96 will be 328 -beds<br />

for males and 21 beds for females. Forty-four more beds will be needed for males<br />

and four fewer for females.<br />

Testing indicated that 60% of the males and 55% of the females admitted to the YA<br />

misuse substances or have a strong potential for substance abuse. These offenders<br />
