In MinneapolislSt.Paul, over 16 percent of arrestees tested positive for THe metabolites (January through September 1991). Marijuana arrests in New Orleans decreased from 544 in 1990 to 435 in 1991. In Texas, during the first half of 1991, 811 adults were arrested for marijuana sales and 9,216 adults were arrested for possession.
