<strong>Oklahoma</strong> <strong>City</strong> <strong>Cost</strong> <strong>of</strong> <strong>Homelessness</strong> Study <strong>2009</strong>‐2010<br />

period, and <strong>in</strong> the case <strong>of</strong> public fund<strong>in</strong>g it was difficult <strong>to</strong> determ<strong>in</strong>e whether they were<br />

report<strong>in</strong>g the gran<strong>to</strong>r or the orig<strong>in</strong>al source <strong>of</strong> fund<strong>in</strong>g. For <strong>in</strong>stance, each year <strong>in</strong>terested<br />

providers apply <strong>to</strong> the <strong>City</strong> for HUD’s Cont<strong>in</strong>uum <strong>of</strong> Care and Emergency Shelter Grant funds,<br />

but the source <strong>of</strong> the funds is HUD – a department <strong>of</strong> the federal government. Some<br />

providers called these <strong>City</strong> funds, and some called them Federal funds. We were not able <strong>to</strong><br />

dist<strong>in</strong>guish the orig<strong>in</strong>al source <strong>of</strong> the mental health and substance abuse fund<strong>in</strong>g, although<br />

we know that some comes from <strong>Oklahoma</strong> state c<strong>of</strong>fers and some passes through the state<br />

from the federal government. Because <strong>of</strong> this, we provided a general estimate <strong>of</strong> the<br />

percentages from each area <strong>in</strong>stead <strong>of</strong> a detailed description <strong>of</strong> the source.<br />

Private fund<strong>in</strong>g sources were less challeng<strong>in</strong>g, although we believe the amount identified as<br />

com<strong>in</strong>g from Faith Based Sources was probably higher than reported. Some providers used<br />

the Individual Donor category <strong>to</strong> list faith‐based contributions, and some used it <strong>to</strong> record<br />

fundrais<strong>in</strong>g events, etc. Others left the categories blank.<br />

Def<strong>in</strong>itions – <strong>The</strong> def<strong>in</strong>ition <strong>of</strong> homelessness adopted by the <strong>Cost</strong> Study Committee was less<br />

broad than that used by OKC Public Schools. This was resolved by not<strong>in</strong>g the difference <strong>in</strong><br />

the Education Data Section <strong>of</strong> this report (page 40). <strong>The</strong> def<strong>in</strong>ition <strong>of</strong> transitional hous<strong>in</strong>g<br />

was also an issue resolved as described <strong>in</strong> that section (pages 12‐13 ).<br />
