4.1.7. Opening Speech by <strong>the</strong> IOC President, Mr Jacques Rogge<br />

Climate change has become <strong>on</strong>e of <strong>the</strong> most important issues of <strong>the</strong> 21st century. This was rightly<br />

recognised this m<strong>on</strong>th by <strong>the</strong> Nobel Peace Prize Committee. Global warming has reached every part<br />

of <strong>the</strong> planet with clear signs <strong>and</strong> effects such as water <strong>and</strong> food shortages, growing desertificati<strong>on</strong>,<br />

devastating hurricanes <strong>and</strong> heat waves with fires. Global warming has so far had a very short history, but<br />

will have a very l<strong>on</strong>g future.<br />

The IOC <strong>and</strong> <strong>the</strong> envir<strong>on</strong>ment<br />

The Internati<strong>on</strong>al Olympic Committee recognised <strong>the</strong> importance of <strong>the</strong> envir<strong>on</strong>ment <strong>and</strong> its potential<br />

effects <strong>on</strong> <strong>the</strong> world ra<strong>the</strong>r early. It was in this spirit that <strong>the</strong> IOC, which was represented at <strong>the</strong><br />

Earth Summit in Rio in 1992, signed a cooperati<strong>on</strong> agreement with <strong>the</strong> United Nati<strong>on</strong>s Envir<strong>on</strong>ment<br />

Programme. The Lillehammer Games in 1994 were c<strong>on</strong>sidered as a high-quality example of respecting<br />

<strong>the</strong> envir<strong>on</strong>ment <strong>and</strong> called <strong>the</strong> “Green Games”. One year later, <strong>the</strong> IOC decided to create a <strong>Sport</strong> <strong>and</strong><br />

Envir<strong>on</strong>ment Commissi<strong>on</strong> <strong>and</strong> held its first <str<strong>on</strong>g>World</str<strong>on</strong>g> <strong>Sport</strong> <strong>and</strong> Envir<strong>on</strong>ment <str<strong>on</strong>g>C<strong>on</strong>ference</str<strong>on</strong>g> in Lausanne. The<br />

adopti<strong>on</strong> of <strong>the</strong> Olympic Movement Agenda 21 by <strong>the</strong> IOC Sessi<strong>on</strong> in 1999 was ano<strong>the</strong>r step to reinforce<br />

our role in this field.<br />

And when <strong>the</strong> IOC received <strong>the</strong> UNEP Champi<strong>on</strong> of <strong>the</strong> Earth 2007 award – toge<strong>the</strong>r with Nobel Peace<br />

Prize Winner Al Gore – it was as much recogniti<strong>on</strong> for <strong>the</strong> work that had already been d<strong>on</strong>e – particularly<br />

by <strong>the</strong> <strong>Sport</strong> <strong>and</strong> Envir<strong>on</strong>ment Commissi<strong>on</strong> chaired by Pál Schmitt – as a call for fur<strong>the</strong>r acti<strong>on</strong>.<br />

What is our resp<strong>on</strong>sibility?<br />

The IOC feels a str<strong>on</strong>g resp<strong>on</strong>sibility to actively promote a healthy envir<strong>on</strong>ment <strong>and</strong> to set good<br />

st<strong>and</strong>ards. This effort is driven by three major c<strong>on</strong>cerns.<br />

The first is our overall social resp<strong>on</strong>sibility. <strong>Sport</strong> does not live in splendid isolati<strong>on</strong>, but is part of our<br />

society <strong>and</strong> has to play an active role in several fields. For this reas<strong>on</strong> we c<strong>on</strong>sider <strong>the</strong> protecti<strong>on</strong> of <strong>the</strong><br />

envir<strong>on</strong>ment as <strong>the</strong> third pillar of <strong>the</strong> Olympic Movement.<br />

The sec<strong>on</strong>d reas<strong>on</strong> is <strong>the</strong> impact that a damaged envir<strong>on</strong>ment can have <strong>on</strong> sport, <strong>the</strong> Olympic Games<br />

<strong>and</strong>, most importantly, <strong>the</strong> athletes. Be it <strong>the</strong> elite athletes participating in <strong>the</strong> Olympic Games or grassroots<br />

athletes in milli<strong>on</strong>s of sport clubs over <strong>the</strong> world – <strong>the</strong>y need clean <strong>and</strong> healthy c<strong>on</strong>diti<strong>on</strong>s in which<br />

to train <strong>and</strong> compete. We are all too aware that <strong>the</strong> fragile c<strong>on</strong>diti<strong>on</strong> of <strong>the</strong> envir<strong>on</strong>ment could <strong>the</strong>refore<br />

pose a direct threat to <strong>the</strong> future of sport. Global warming will jeopardise sport in <strong>the</strong> l<strong>on</strong>g term, <strong>and</strong>, for<br />

example, <strong>the</strong> very existence of winter sports in many areas of <strong>the</strong> world.<br />

The third issue is our effort to promote sustainability in <strong>the</strong> preparati<strong>on</strong> of <strong>the</strong> Olympic Games. The last<br />

Olympic Games in Turin – Torino 2006 – proved to be an excellent example of a sustainable sports event.<br />

One major c<strong>on</strong>tributor to this distincti<strong>on</strong> was <strong>the</strong> Heritage Climate Torino (HECTOR) initiative, which<br />

aimed to not <strong>on</strong>ly raise awareness of climate change issues, but also offset <strong>the</strong> estimated 100,000+<br />

t<strong>on</strong>nes of greenhouse gases produced during <strong>the</strong> Olympic <strong>and</strong> Paralympic Games. The Turin Organising<br />

Committee (TOROC) achieved a number of o<strong>the</strong>r notable envir<strong>on</strong>mental successes through its efforts<br />

to minimise waste, c<strong>on</strong>serve fresh water, incorporate eco-friendly building designs, apply polluti<strong>on</strong>-free<br />

materials in venue c<strong>on</strong>structi<strong>on</strong>, recycle materials in <strong>the</strong> Olympic Village, establish a sustainable <strong>and</strong><br />

clean-fuel transport plan, <strong>and</strong> utilise passive solar heating.<br />

We know that Beijing 2008 has to tackle important envir<strong>on</strong>mental issues. These problems are linked<br />

to <strong>the</strong> impressive ec<strong>on</strong>omic development in China. The Olympic Games have brought some of <strong>the</strong>se<br />

problems to <strong>the</strong> surface, <strong>and</strong> encouraged <strong>the</strong> authorities to tackle <strong>the</strong>m faster <strong>and</strong> more effectively as <strong>the</strong><br />

City wants to present <strong>the</strong> best c<strong>on</strong>diti<strong>on</strong>s to <strong>the</strong> world’s best athletes. Am<strong>on</strong>g <strong>the</strong> most notable initiatives<br />

are efforts to close down polluting factories in <strong>the</strong> city, eliminate 300,000 motor vehicles with high<br />

emissi<strong>on</strong>s, transform coal-burning furnaces to natural gas in <strong>the</strong> downtown area, forestati<strong>on</strong> projects, <strong>and</strong><br />

<strong>the</strong> c<strong>on</strong>trol of dust particles from c<strong>on</strong>structi<strong>on</strong> sites. These efforts are part of an ambitious programme<br />

aimed at significantly increasing <strong>the</strong> number of “blue-sky” days in Beijing by 2008. Directly linked to<br />

<strong>the</strong> Games is <strong>the</strong> c<strong>on</strong>structi<strong>on</strong> of <strong>the</strong> venues according to high envir<strong>on</strong>mental st<strong>and</strong>ards or, as ano<strong>the</strong>r<br />

example, <strong>the</strong> Olympic Village, which will use 6,000 square meters of solar heat collectors.<br />
