Expanding Avenues for Partnerships with Other Federal Agencies and Academe The process of growing partnerships with DOE and ORNL across many years has resulted in ORAU becoming a leader in science education issues on a national level, specifically the strengthening of science, technology, engineering, and math (STEM) disciplines among American students of every age. “Our world has changed and the global economy is now driven by science and technology. For America to remain the world’s economic leader, we must solidify our position as the world’s technology leader,” said ORAU President Ron Townsend. “To do that, America must raise a world-class science and engineering workforce. That can best happen by making STEM education among our highest priorities.” Strengthening the STEM disciplines in every grade, from kindergarten to college undergraduates, is precisely the goal of the Science and Engineering Education Pilot Program (SEEPP), cosponsored by ORAU, Carnegie Mellon University, Johns Hopkins University, and Middle Tennessee State University (MTSU). This program is a direct result of ORAU’s involvement in a grassroots movement to improve STEM education known as Strategies in Engineering Education K-16 (SEEK-16). ORAU helped facilitate the first SEEK-16 Summit in Washington, D.C., in 2005, bringing together public school teachers and university professors, business leaders, and government officials. The event drew the attention of U.S. Representative Bart Gordon (Democrat-Tennessee), senior minority member of the House Science Committee. Members of Gordon’s staff contacted ORAU and Johns Hopkins, Carnegie Mellon, and MTSU—three universities that have subsequently joined the ORAU consortium—requesting a white paper on recommendations resulting from the SEEK-16 Summit workshops. That work resulted in language in the 2005 Energy Policy Act establishing SEEPP and placing it on a list of 18 DOE Office of Science priority STEM education programs. To help bolster America’s competitiveness, ORAU is participating in a grassroots movement to improve education in science, technology, engineering, and math disciplines and to foster a renewed enthusiasm for these subjects in students from kindergarten through college. “This program is exciting because it provides a means for classroom teachers to spend time in leading research laboratories, learning first-hand the methods that frontline scientists use every day,” Townsend said. “The teachers will then be able to put those same methods into their class curricula and give their students a real taste of how science is done at the highest levels.” ORAU has supported SEEPP from its inception, positioning it as a model to leverage best practices in STEM education. The pilot phase of the program kicks off in 2007. 18
Addressing National Policy Issues In order to remain nationally and globally relevant, American research universities must continually examine the issues of the day and make their interests and expertise known to decision makers who develop national policy affecting academe. ORAU is uniquely positioned to help facilitate an open and informed dialog among our members and the federal government. “We are eager to do whatever it takes to help our member universities maintain a leadership role in scientific research,” said John Nemeth, ORAU’s vice president for Partnership Development. “ORAU’s dedication to the success of our universities is based on the larger goal of helping America maintain its position as global leader in science and technology. We believe ORAU has a role to play in helping our country lead the world in science, and a consortium the size of ORAU has the potential to provide a significant voice in national policy.” ORAU partners with academe, industry, and federal agencies to address issues of national policy, such as the use of nanotechnology in environmental and human health applications. Beyond establishing partnerships with national associations, such as the Council of Graduate Schools, the American Association for the Advancement of Science, the Federal Laboratory Consortium for Technology Transfer, the National Association of State <strong>Universities</strong> and Land-Grant Colleges, and the Association of American <strong>Universities</strong>, ORAU has hosted national policy forums related to issues such as high-performance computing and graduate education.
