Executive Summary
The Oshawa Waterfront includes extensive
parkland and major natural features, as well as a
signifi cant Harbour Area. However, a need for a
more comprehensive vision and implementation
strategy refl ected in a Waterfront Master Plan
has been identifi ed by the City.
The overall purpose of the Oshawa Waterfront
Master Plan is to establish a comprehensive and
realistic vision for the Waterfront and provide
strategies for its implementation, including
recommended development priorities and
guidance for any future parks master plans that
may be prepared.
As a basis for the development of the Master
Plan, a detailed Background Study was prepared
in November 2007. This report refl ects an update
of the Background Study. It outlines preliminary
directions and options for the Waterfront,
including a proposed vision and themes; general
strategies applicable to the Waterfront; and
preliminary directions and options for the six
precincts within the Waterfront. The six precincts
are:
1. Lakefront West Park and Maurac Lands
Precinct
2. Stone Street Residential Precinct
3. Stone Street Park and Pumphouse Marsh
Precinct
4. Lakeview Park and Lakewood Park Precinct
5. Oshawa Harbour Area Precinct
6. Second Marsh Area and McLaughlin Bay
Wildlife Reserve Precinct
Proposed Vision and Themes
The vision for Oshawa’s Waterfront is an
“Urban Waterfront Jewel” based on six themes -
connected, sustainable, multifunctional, distinct,
balanced and accessible.
General Waterfront Strategies
The General Waterfront Strategies apply to all
six precincts and will facilitate the creation of a
well connected, continuous waterfront and the
achievement of local, regional and provincial
planning objectives refl ecting the six Waterfront
