Executive Summary<br />

The <strong>Oshawa</strong> <strong>Waterfront</strong> includes extensive<br />

parkl<strong>and</strong> <strong>and</strong> major natural features, as well as a<br />

signifi cant Harbour Area. However, a need for a<br />

more comprehensive vision <strong>and</strong> implementation<br />

strategy refl ected in a <strong>Waterfront</strong> <strong>Master</strong> <strong>Plan</strong><br />

has been identifi ed by the <strong>City</strong>.<br />

The overall purpose <strong>of</strong> the <strong>Oshawa</strong> <strong>Waterfront</strong><br />

<strong>Master</strong> <strong>Plan</strong> is to establish a comprehensive <strong>and</strong><br />

realistic vision for the <strong>Waterfront</strong> <strong>and</strong> provide<br />

strategies for its implementation, including<br />

recommended development priorities <strong>and</strong><br />

guidance for any future parks master plans that<br />

may be prepared.<br />

As a basis for the development <strong>of</strong> the <strong>Master</strong><br />

<strong>Plan</strong>, a detailed Background Study was prepared<br />

in November 2007. This report refl ects an update<br />

<strong>of</strong> the Background Study. It outlines preliminary<br />

directions <strong>and</strong> options for the <strong>Waterfront</strong>,<br />

including a proposed vision <strong>and</strong> themes; general<br />

strategies applicable to the <strong>Waterfront</strong>; <strong>and</strong><br />

preliminary directions <strong>and</strong> options for the six<br />

precincts within the <strong>Waterfront</strong>. The six precincts<br />

are:<br />

1. Lakefront West Park <strong>and</strong> Maurac L<strong>and</strong>s<br />

Precinct<br />

2. Stone Street Residential Precinct<br />

3. Stone Street Park <strong>and</strong> Pumphouse Marsh<br />

Precinct<br />

4. Lakeview Park <strong>and</strong> Lakewood Park Precinct<br />

5. <strong>Oshawa</strong> Harbour Area Precinct<br />

6. Second Marsh Area <strong>and</strong> McLaughlin Bay<br />

Wildlife Reserve Precinct<br />

Proposed Vision <strong>and</strong> Themes<br />

The vision for <strong>Oshawa</strong>’s <strong>Waterfront</strong> is an<br />

“Urban <strong>Waterfront</strong> Jewel” based on six themes -<br />

connected, sustainable, multifunctional, distinct,<br />

balanced <strong>and</strong> accessible.<br />

General <strong>Waterfront</strong> Strategies<br />

The General <strong>Waterfront</strong> Strategies apply to all<br />

six precincts <strong>and</strong> will facilitate the creation <strong>of</strong> a<br />

well connected, continuous waterfront <strong>and</strong> the<br />

achievement <strong>of</strong> local, regional <strong>and</strong> provincial<br />

planning objectives refl ecting the six <strong>Waterfront</strong><br />

Themes. The strategies are:<br />
