Park should be explored.<br />
Impervious surfaces in parking lots should be minimized<br />
in the park areas - increased trees <strong>and</strong> plantings will help<br />
to minimize the visual prominence <strong>of</strong> parking <strong>and</strong> be a<br />
sustainable feature <strong>of</strong> the waterfront parks.<br />
• Limited parking capacity;<br />
• Special event capacity;<br />
• Need for amenities for nonathletic uses (picnic<br />
shelters, viewing platforms, etc.);<br />
• Limited access by public transportation;<br />
• Ongoing concerns with shoreline erosion; <strong>and</strong><br />
• Possible <strong>Oshawa</strong> Community Museum <strong>and</strong><br />
Archive expansion.<br />
5.4.3 <strong>Preliminary</strong> <strong>Directions</strong> <strong>and</strong> Options<br />
The following preliminary directions <strong>and</strong> options<br />
should be reviewed <strong>and</strong> assessed:<br />
Lakeview Park<br />
Lakeview Park is the <strong>City</strong>’s central <strong>Waterfront</strong><br />
Park. The Park with its mature l<strong>and</strong>scape setting,<br />
heritage buildings, shade structures, direct<br />
waterfront access <strong>and</strong> adjacency to the Harbour<br />
<strong>and</strong> residential neighbourhoods, is an exemplary<br />
urban, waterfront park. As such it is a “Destination”<br />
park for <strong>Oshawa</strong> residents <strong>of</strong>fering facilities<br />
<strong>and</strong> attractions not found in other parks in the<br />
community. The following directions are intended<br />
to reinforce the strengths <strong>of</strong> this Park <strong>and</strong> are<br />
recommended based on preliminary site analysis<br />
<strong>and</strong> the review <strong>of</strong> previous plans:<br />
Year-Round Use: Consider four season use <strong>of</strong><br />
the Park, as well as its “Destination” function, in all<br />
aspects <strong>of</strong> plans for its future including:<br />
• exp<strong>and</strong>ing the use <strong>of</strong> existing buildings to<br />
provide shelter in the winter;<br />
• exp<strong>and</strong>ing programming to appeal to a broader<br />
spectrum <strong>of</strong> residents including use <strong>of</strong> space<br />
which would become available if some soccer<br />
fields are relocated to Lakefront Park West.<br />
These include assembly spaces, such as an<br />
amphitheatre, for all-season festivals <strong>and</strong><br />
other activities through the year. They can<br />
also include splash pads for children or other<br />
similar facilities which can be used for ice<br />
skating in the winter. Additional activities may<br />
include more water oriented activities including<br />
canoeing, kayaking <strong>and</strong> windsurfing where<br />
