GENERAL CONDITION
1. Contractor shall produce the relevant registration certificate of AMC / State Govt /Central Govt.
2. Contractor shall register the work to labour commissioner as per labour act.
3. Contractor shall not sub-let the work without permission of the authority
4. Contractor should have sufficient skilled and unskilled laborers so that he shall start work at different
sites simultaneously. Contractor's having labour force available during festivals shall only apply.
Contractor can not stop the work due to on availably of labour force. In case progress is delayed due
to unavailability of labour contractor shall be penalized Rs.1000/- per day of delay separately.
5. No rate difference will be paid for due to any increase in rate of any item due to any reason what so
ever.
6. No price escalation / advance payment / machinery advance will be paid.
7. Payment of running bill will be made as per recent A.M.C. policy in force.
8. No extra payment will be made due to increase of central / state Govt. Taxes.
9. If the work is not completed within time limit the penalty will be recovered from immediate bills of
contractors.
10. If the material i.e. MH cover C.C block etc. supplied from Municipal Corporation store then
contractor shall not claim for any extra rate for non execution of such item, partly/fully.
11. In the specifications, "as directed"/"Approved" shall be taken to mean, "as directed"/approved" by the
Engineer-in-charge.
12. Wherever a reference to any Indian Standard appears in the specifications, it shall be taken to mean as
a reference to the latest edition of the same in force on the date of agreement.
13. In "Mode of Measurement" in the specifications wherever a dispute arises in the absence of specific
mention of a particular point or aspect, the provisions on these particular points, or aspects in the
relevant Indian Standards shall be referred to.
14. All measurements and computations, unless otherwise specified, shall be carried out nearest to the
following limits:
(i) Length, width and depth (height)------- 0.01 Meter.
(ii) Areas -----0.01 Sq. Mt.
(iii) Cubic Contents ------0.01 Cu.Mt.
15. The distance, which constitutes lead, shall be determined along the shortest practical route and not
necessarily the route actually taken. The decision of the Engineer-in-charge in this regard shall be
taken as final.
16. Where no lead is specified, it shall mean "all leads"
17. Lift shall be measured from plinth level.
18. Definite particulars covered in the items of work, through not mentioned or elucidated in it,
specifications shall be deemed to be included there in.
19. Reference to specifications of materials as made in the detailed specification of the items of work is in
the form of a designation containing the number of the specification of the material and prefix 'M' e.g.
'M-5'.
20. Approval to the samples of various materials given by the Engineer-in-charge shall not absolve the
contractor from the responsibility of replacing defective material brought on site or materials used in
the work found defective at a later date.
21. The contract rate of the item of work shall be for the work completed in all respects.
22. No collection of materials shall be made before it is got approved from the Engineer-in-charge.
23. Collection of approved materials shall be done at site of work in a systematic manner. Materials shall
be stone at site of work in a systematic manner. Materials shall be stored in such a manner as to
prevent damage, deterioration or intrusion of foreign matter and to-ensure the preservation of their
quality and fitness for the work.
24. Materials, if and when rejected by the Engineer-in-charge, shall be immediately removed from the
site of work within 24 hours.
25. No materials shall be stored prior to, during and after execution shall be kept in sufficient numbers
and in good working condition on the site of the work.
26. All works shall be carried out in workmanlike manners per the best techniques for the particular item.

27. All tools, templates, machinery and equipment for correct execution of the work as well as for
checking lines, levels, alignment of the works during execution shall be kept in sufficient numbers
and in good working condition on the site of the work.
28. The mode, procedure and manner of execution shall be such that it does not cause damage or over
loading of the various components of the structure during execution or after completion of the
structure.
29. All necessary safety measures and precaution (including those laid down in the various relevant
Indian Standards) shall be taken to ensure the safety of men, materials and machinery on the works as
also of the work itself.
30. The testing charges of all materials shall be borne by the Contractor unless recovery at one percent
towards testing charges is separately made.
INSTRUCTION TO TENDERERS
TENDER VALIDITY PERIOD:
The tender shall be kept valid for acceptance for a period of One Hundred Twenty Calendar days
(120) from opening of price bids.
SECURITY DEPOSIT
Within 10 days of receipt of Acceptance from the Corporation, the successful tender shall furnish to the
Corporation Security Deposit of 5% (five percent) of the contract price cheque or Bank Guarantee, pay order,
or demand draft of Nationalized Banks and Schedule Banks only.

GENERAL SPECIFICATION
Time limit for the work shall be One month (Excluding Monsoon) after the order to start the works.
Progress of work should be in proportion to time limit. The details of reinforcement of R.C.C. work shall be
as per design and instructions of Add. City Engineer and his order will be considered final.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The contractor shall
arrange for barricading at night and arrangement of Pagi at night to direct the traffic. He shall be responsible
for any damage to public. If any incident happen, during the execution of work. In case of dispute for unseen
or overlooked items the decision of the Dy. City Engineer shall be final. The contractor shall have to give site
clean of all rubbish during the work and at the time of completion of work and hand over the site with final
finishing of the work as directed. All the rejected materials shall be removed from site within 24 hours by
contractor at this risk and cost. Debris shall have to cart daily from site.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall have to prepare
through of bigger size and mix the mortar in the required proportion. In on case he shall be allowed to mix the
mortar either on floor or any finished surfaces. The contractor shall have to make his own arrangement for
water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the contractor and he
shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if item is not
available in SOR than based on current market rates. In case of extra item decision of Add. City Engg. shall
remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the propose work
the contractor shall carry out the same at his quoted rates without charges any extra and the contractor will
have to carry out the works and he will be paid at the rate quoted by him. No claim for extra rate for
subsequent changes in site and design is entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors shall have to
prepare the measures boxes according to this measure.
Octroi exemption passes shall not be given for any materials required for the work. Contractor will be fully
responsible for compliance of the various provisions under contract Act. 1970 and the Rules framed the to
under.
The tender for the work shall remain open for a period (120) days from the date of opening of the tenders for
this work and that the tenderer shall not be allowed to withdraw on modify the offer on his own during the
period. If any tenderer withdraw or makes any modifications or addition in the terms and conditions of his
tender not acceptable to the Municipal Corporation the Municipal Corporation shall without prejudice to any
right or remedy be at liberty to forfeit in full the said earnest money and black list the contractor.
If work is not started within specified time limit i.e. within ten days from the date of order to start the work
the penalty of Rs. 500/- (Rupees Five Hundred Only) per day of delay of start shall be recovered separately
from the immediate bills payable to the contractor. Contractor has to make his own arrangement for
procurement of steel and cement.
Contractors should note the following conditions carefully:-
i) Conditional tender shall not be accepted.
ii) All tenders are to be submitted in duplicate without which the tenders are liable to be rejected.
iii) In case of tender downloaded from website, tender fee & EMD should be submitted in form of
demand draft or in cash.
iv) Condition of Form - B1 Standard Specification of material & code of practice will be applicable.

TECHNICAL SPECIFACATION :

Item No.1
Box cutting the road surface in all sorts of soil, murrum to proper slope and camber for making a
base for road work incl. Removing the excavated stuff and depositing on the road side as directed up
to 50 mt. Lead
Any soil which generally yields to the application of pickaxes and shovels, spades, rakes or any such
ordinary excavating implement or organic soil, gravel, silt, sand turf loam, clay, peat etc. falls under this
category. For materials and workmanship for earthwork and excavation, relevant specification IS: 3764 & IS
1200 (Part I) shall be followed.
To protect persons from injury and to avoid damage to property, adequate barricades, construction signs, red
lanterns and guards as required shall be placed and maintained during the progress of the construction work
and until it is safe for the traffic to use the roadways. The relevant Indian standards and the rules and
regulations of local authorities in regards to safety provisions shall be observed.
The depth of the excavation shall be as required. The site shall be cleared and all obstructions, loose stones,
materials and rubbish of all kind, bush; wood and all type trees shall be removed, as directed. The materials so
obtained shall be the property of AMC and shall be conveyed and stacked as directed, within 50-m. lead. The
roots of the trees coming in the sides of the trenches shall be cut and coated with hot Bitumen.
All types of trees, woods etc. which requires prior permission of Govt./ Forest Authority / Municipal
Commissioner, before cutting shall be cut after obtaining such permission from them. The rate of site
clearance is deemed to be included in the rate of earthwork.
The excavation shall be carried out in true line and level and having width and depth, as shown in the
drawings or as directed. The Contractor shall do the necessary shoring and strutting or shall provide necessary
slopes to a safe angle or steps, as required or directed, at his own cost. No extra payment shall be made for
such precautionary measures, taken. The bottom of the excavated area shall be leveled both longitudinally and
transversely, as directed, by removing excess soil and watering, as required. No earth filling will be allowed
for bringing it to level, if by mistake or any other reason, excavation is made deeper or wider than shown on
the drawings or as directed. The extra depth or width shall be made up with sand filling, as specified for the
bottom level of the subsequent finishing at the cost of the Contractor or as directed by Engineer-In-Charge.
The Contractor shall at his own expense and without extra charge make provision of supporting all utility
services, lighting the excavated areas, separating and stacking serviceable materials neatly, shoring,
timbering, strutting, bailing out water either sub-soil or rainwater, including pumping at any stage of the
work. Excavated areas shall be kept free of water while masonry or concrete or relevant base works are in
progress and till the Engineer-in-charge considers it necessary. Contractor shall have to take levels before
and after excavation. Contractor shall have to provide level and leveling staff and shall take levels with
his own engineers in presence of AMC staff.
Measurement shall be given by level results.
Disposal of the Excavated Stuff:
The excavated stuff of the selected type shall be used in backfilling the excavated areas wherever required in
layers, including ramming and watering, ensuring proper compaction etc. complete up to lead of 50mt. The
Contractor shall remove the balance of the excavated quantity from the site of work, to a place, as directed by
engineer in charge. The lead is the shortest practical route and not necessarily the route actually taken. The
decision of Engineer-In-charge shall be final in this regard. The measurement of excavation of excavated area
shall be made according to the sections shown on the drawing or as per sections given by the Engineer-incharge.
The rate shall include for clearing the site, surface dressing, and making layout for road.
The rate shall be for a unit of one Cubic meter.

footpath , manufactured by "super" ,"ALTO or equivalent as approved by AMC and manufactured with vibro
compacting & rubber moulds, and steam cured with long lasting guaranteed color and pattern as per
architects' choice top surface should be anti skid. in various color U V stabilized Compressive strength of
minimum 350 kg/cm2 water absorption should not be more than 7% in line and level complete. as per design

Material
The interlocking paver should be as per approved sample which are kept at office of Ahmedabad municipal
corporation. The interlocking pavers should be made out of IS quality Portland cement, fine quality sand and
aggregates of 4.5 mm and smaller size, 60mm overall thickness. The pavers should be reflective with uv
stabilized colour anti glare and anti skid groove .All the ingredient of paver should meet the relevant IS codes.
The sand used for the paver should be finer than the sand used for bedding.
Workmanship
The entire work to be carried out as per the drawings and design and in the pattern as given by architect. The
workmanship is required to be of excellent quality and the paver blocks should be manufactured in automatic
plants using weigh batching and hydraulic compaction. The mould for manufacturing the pavers should be of
hard steel and should be manufactured in single layer only. The vertical surfaces should be perpendicular to
the base and this also should be retained when kept for drying. The chamfers are to be of uniform quality. The
pavers should have uniform interlocking space of 2 to 3 mm for proper compacted sand filling after the
vibration on the paver surface. The paver should have the following Eng. Properties when tested as per
IS2185. Crushing strength 350 kg per cm2 or as per architect’s requirement. Water absorption 7 % max. The
pavers have to be steam cured to attain min 90 % of crushing strength after one week of manufacturing.
However, the pavers should be able to possess crushing strength of 350 kg per cm2 or as per architect’s
requirement. The pavers are to be laid as per the slope by the experienced workman by using compaction of
sand by vibration. the pavers used at the edge of curbing should be cut by hydraulic splitting keeping
verticality intact. The contractors should prepare the base by minimum 10 cms thick sand bed to attain after
compaction. The sand should not be compacted and only after the pavers are laid the compaction by vibration
should be done. The jointing sand should be deposited all over the pavers to obtain suitable uniform joints.
Payment and Mode of measurement
The complete finished job will be measured and the unit of measurement will be in square meters. The
payment should be made per square meter. Including sand and blocks , vibrating, finishing ,testing of
complete item.

All the ingredients shall be measured volumetrically. The concrete mix shall have 28 days
cube compressive strength of the mix on 150 mm cubes. 20 N/mm 2 .
Cement used for the work shall be or ordinary Portland cement confirming to IS:269/ IS :
1269, which permitted by Engineer in charge. If time gap between the date of
manufacture and date of the use is more that 3 months, the cement shall be retested
before use & shall be rejected if it fails to confirm to any of the requirements.
Fine agg. shall consist of natural sand, It shall be of siliceous materials sharp hard,
strong, and durable & shall be free from adherent/nonadherent coatings clay dust alkali
organic material, deleterious matter lumps etc. If any objectionable foreign matter found
in the natural sand it shall be used after washing to the satisfaction of Engineer in
charge.
Coarse agg. Shall be machine crushed stone of black trap or equivalent & should be hard
strong, dense, durable clean, free from skin & coating likely to prevent proper adhesion
of mortar and cubical in shape, If agg. is covered with dust it shall be washed with water
to make it clean.
W ater used for mixing in concrete & curing shall be potable water.
Concrete shall be mixed in a mechanical mixer in good conditions and mixing shall be
continued till materials are uniformly distributed and a uniform color of the entire mass is
obtained. In no case shall be mixing be done for less than 2 minutes after all ingredients
have been put into the mixer. In hand mixing quantity of cement shall be increased by
10%. Hand mixing is allowed only in exceptional cases and with the permission of
engineer in charge.
The contractor has to make arrangement for the steel moulds to prepare precast cement
concrete blocks as per the design specified by the corporation and nothing extra shall be
paid for it. The dimensions of the moulds shall be fixed so as to get the blocks of the
required finish, dimensions and shape specified by the corporation and satisfaction to the
engineer in charge of work.
The surface of the moulds shall be cleaned and oiled before pouring concrete into moulds
to get smooth finished and all the corner of shaper edge as per design.
Contractor shall have to make arrangements for particular type of vibrator to get better
consolidation and dense concrete. Nothing extra shall be paid for the same.
Contractor shall have to make arrangement of curing of the precast Cement Concrete
blocks and top slabs by ponding for at least 14 days after one day of exposure to air. At
the same time the contractor shall have to allow blocks and slabs dried in air for at least
two days.
The contractor has to make arrangement to cart the precast cement concrete traffic
central verge blocks and top slabs at the site of work. Any block found being damaged
during transportation shall not be accepted and such rejected blocks should not be
allowed to use in the work.
The measurement shall be paid on running meter basis.

Labour work for fixing any kind of paving shown by engg. incharge or as directed; with cement pointing in C:M
1:2 incl. watering, Ramming etc com. as directed by engg. incgarge. This item isalso incl. necessary BBSC
1:2 (old brickbet) and necessary sand bedding and necessary curing .
Mode of payment shall be in Sq. Mt. basis

Labour work for fixing Kerb of any design for Central Verge (Both side), item includes nece.
excavation, asphalt cutting of any thickness, erecting in line & position and pointing with cement
mortar 1:2, watering etc. comp. Filling of zari alone the sides of the kerb stone fixed prepared with
Bituminous concrete mixed in proper position as dire by Engineer in change to form a portable
mixture.

Conveyance charge of earth, lime, murrum building rubbish, manure garbage, sludge, excavated rack,
fly ash, aggregates of any kind including spreading & leveling etc. comp. (I) Lead Up to 3.0 km
All the surplus earth & debris remaining on site after sufficient watering shall be carried away immediately
from site of work to the place within 5 km. distance as directed by the engineer in charge so as not to cause
any in convenience to the public traffic.
If the instruction of engineer in charge of work are not followed within 7 days from the site ,the work shall be
carried out by the Municipal Corporation at the risk & cost of the contractor & any claim dispute will not be
entertained in the respect.
If the filling the trenches after subsidence of the earth filled in is to be done the same shall be carried out at
his risk & cost . No extra payment shall be made for the such work.
The contractor shall take care to cart the surplus earth after the trenches are well watered and refilled with
earth.
If required the carting shall be carried out during night also with our any extra cost.
The mode of measurement for payment of earth & debris shall be decided by the engineer in charge.
