GENERAL CONDITION<br />

1. Contrac<strong>to</strong>r shall produce the relevant registration certificate of AMC / State Govt /<strong>Central</strong> Govt.<br />

2. Contrac<strong>to</strong>r shall register the work <strong>to</strong> labour commissioner as per labour act.<br />

3. Contrac<strong>to</strong>r shall not sub-let the work without permission of the authority<br />

4. Contrac<strong>to</strong>r should have sufficient skilled and unskilled laborers so that he shall start work at different<br />

sites simultaneously. Contrac<strong>to</strong>r's having labour force available during festivals shall only apply.<br />

Contrac<strong>to</strong>r can not s<strong>to</strong>p the work due <strong>to</strong> on availably of labour force. In case progress is delayed due<br />

<strong>to</strong> unavailability of labour contrac<strong>to</strong>r shall be penalized Rs.1000/- per day of delay separately.<br />

5. No rate difference will be paid for due <strong>to</strong> any increase in rate of any item due <strong>to</strong> any reason what so<br />

ever.<br />

6. No price escalation / advance payment / machinery advance will be paid.<br />

7. Payment of running bill will be made as per recent A.M.C. policy in force.<br />

8. No extra payment will be made due <strong>to</strong> increase of central / state Govt. Taxes.<br />

9. If the work is not completed within time limit the penalty will be recovered from immediate bills of<br />

contrac<strong>to</strong>rs.<br />

10. If the material i.e. MH cover C.C block etc. supplied from Municipal Corporation s<strong>to</strong>re then<br />

contrac<strong>to</strong>r shall not claim for any extra rate for non execution of such item, partly/fully.<br />

11. In the specifications, "as directed"/"Approved" shall be taken <strong>to</strong> mean, "as directed"/approved" by the<br />

Engineer-in-charge.<br />

12. Wherever a reference <strong>to</strong> any Indian Standard appears in the specifications, it shall be taken <strong>to</strong> mean as<br />

a reference <strong>to</strong> the latest edition of the same in force on the date of agreement.<br />

13. In "Mode of Measurement" in the specifications wherever a dispute arises in the absence of specific<br />

mention of a particular point or aspect, the provisions on these particular points, or aspects in the<br />

relevant Indian Standards shall be referred <strong>to</strong>.<br />

<strong>14</strong>. All measurements and computations, unless otherwise specified, shall be carried out nearest <strong>to</strong> the<br />

following limits:<br />

(i) Length, width and depth (height)------- 0.01 Meter.<br />

(ii) Areas -----0.01 Sq. Mt.<br />

(iii) Cubic Contents ------0.01 Cu.Mt.<br />

15. The distance, which constitutes lead, shall be determined along the shortest practical route and not<br />

necessarily the route actually taken. The decision of the Engineer-in-charge in this regard shall be<br />

taken as final.<br />

16. Where no lead is specified, it shall mean "all leads"<br />

17. Lift shall be measured from plinth level.<br />

18. Definite particulars covered in the items of work, through not mentioned or elucidated in it,<br />

specifications shall be deemed <strong>to</strong> be included there in.<br />

19. Reference <strong>to</strong> specifications of materials as made in the detailed specification of the items of work is in<br />

the form of a designation containing the number of the specification of the material and prefix 'M' e.g.<br />

'M-5'.<br />

20. Approval <strong>to</strong> the samples of various materials given by the Engineer-in-charge shall not absolve the<br />

contrac<strong>to</strong>r from the responsibility of replacing defective material brought on site or materials used in<br />

the work found defective at a later date.<br />

21. The contract rate of the item of work shall be for the work completed in all respects.<br />

22. No collection of materials shall be made before it is got approved from the Engineer-in-charge.<br />

23. Collection of approved materials shall be done at site of work in a systematic manner. Materials shall<br />

be s<strong>to</strong>ne at site of work in a systematic manner. Materials shall be s<strong>to</strong>red in such a manner as <strong>to</strong><br />

prevent damage, deterioration or intrusion of foreign matter and <strong>to</strong>-ensure the preservation of their<br />

quality and fitness for the work.<br />

24. Materials, if and when rejected by the Engineer-in-charge, shall be immediately removed from the<br />

site of work within 24 hours.<br />

25. No materials shall be s<strong>to</strong>red prior <strong>to</strong>, during and after execution shall be kept in sufficient numbers<br />

and in good working condition on the site of the work.<br />

26. All works shall be carried out in workmanlike manners per the best techniques for the particular item.


27. All <strong>to</strong>ols, templates, machinery and equipment for correct execution of the work as well as for<br />

checking lines, levels, alignment of the works during execution shall be kept in sufficient numbers<br />

and in good working condition on the site of the work.<br />

28. The mode, procedure and manner of execution shall be such that it does not cause damage or over<br />

loading of the various components of the structure during execution or after completion of the<br />

structure.<br />

29. All necessary safety measures and precaution (including those laid down in the various relevant<br />

Indian Standards) shall be taken <strong>to</strong> ensure the safety of men, materials and machinery on the works as<br />

also of the work itself.<br />

30. The testing charges of all materials shall be borne by the Contrac<strong>to</strong>r unless recovery at one percent<br />

<strong>to</strong>wards testing charges is separately made.<br />

INSTRUCTION TO TENDERERS<br />

TENDER VALIDITY PERIOD:<br />

The tender shall be kept valid for acceptance for a period of One Hundred Twenty Calendar days<br />

(120) from opening of price bids.<br />

SECURITY DEPOSIT<br />

Within 10 days of receipt of Acceptance from the Corporation, the successful tender shall furnish <strong>to</strong> the<br />

Corporation Security Deposit of 5% (five percent) of the contract price cheque or Bank Guarantee, pay order,<br />

or demand draft of Nationalized Banks and Schedule Banks only.<br />

GENERAL SPECIFICATION<br />

Time limit for the work shall be One month (Excluding Monsoon) after the order <strong>to</strong> start the works.<br />

Progress of work should be in proportion <strong>to</strong> time limit. The details of reinforcement of R.C.C. work shall be<br />

as per design and instructions of Add. City Engineer and his order will be considered final.<br />

The contrac<strong>to</strong>r shall be remain responsible for Workmen’s compensation if any accident. The contrac<strong>to</strong>r shall<br />

arrange for barricading at night and arrangement of Pagi at night <strong>to</strong> direct the traffic. He shall be responsible<br />

for any damage <strong>to</strong> public. If any incident happen, during the execution of work. In case of dispute for unseen<br />

or overlooked items the decision of the Dy. City Engineer shall be final. The contrac<strong>to</strong>r shall have <strong>to</strong> give site<br />

clean of all rubbish during the work and at the time of completion of work and hand over the site with final<br />

finishing of the work as directed. All the rejected materials shall be removed from site within 24 hours by<br />

contrac<strong>to</strong>r at this risk and cost. Debris shall have <strong>to</strong> cart daily from site.<br />

For mixing mortar either for masonry or for plaster or for any other purpose contrac<strong>to</strong>r shall have <strong>to</strong> prepare<br />

through of bigger size and mix the mortar in the required proportion. In on case he shall be allowed <strong>to</strong> mix the<br />

mortar either on floor or any finished surfaces. The contrac<strong>to</strong>r shall have <strong>to</strong> make his own arrangement for<br />

water required for the work.<br />

If any extra item crops up during the progress of work the same shall be carried out by the contrac<strong>to</strong>r and he<br />

shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if item is not<br />

available in SOR than based on current market rates. In case of extra item decision of Add. City Engg. shall<br />

remain final regarding rate.<br />

If in the interest of the Corporation it is necessary <strong>to</strong> change either any site or the design of the propose work<br />

the contrac<strong>to</strong>r shall carry out the same at his quoted rates without charges any extra and the contrac<strong>to</strong>r will<br />

have <strong>to</strong> carry out the works and he will be paid at the rate quoted by him. No claim for extra rate for<br />

subsequent changes in site and design is entertained.<br />

The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contrac<strong>to</strong>rs shall have <strong>to</strong><br />

prepare the measures boxes according <strong>to</strong> this measure.<br />

Octroi exemption passes shall not be given for any materials required for the work. Contrac<strong>to</strong>r will be fully<br />

responsible for compliance of the various provisions under contract Act. 1970 and the Rules framed the <strong>to</strong><br />

under.<br />

The tender for the work shall remain open for a period (120) days from the date of opening of the tenders for<br />

this work and that the tenderer shall not be allowed <strong>to</strong> withdraw on modify the offer on his own during the<br />

period. If any tenderer withdraw or makes any modifications or addition in the terms and conditions of his<br />

tender not acceptable <strong>to</strong> the Municipal Corporation the Municipal Corporation shall without prejudice <strong>to</strong> any<br />

right or remedy be at liberty <strong>to</strong> forfeit in full the said earnest money and black list the contrac<strong>to</strong>r.<br />

If work is not started within specified time limit i.e. within ten days from the date of order <strong>to</strong> start the work<br />

the penalty of Rs. 500/- (Rupees Five Hundred Only) per day of delay of start shall be recovered separately<br />

from the immediate bills payable <strong>to</strong> the contrac<strong>to</strong>r. Contrac<strong>to</strong>r has <strong>to</strong> make his own arrangement for<br />

procurement of steel and cement.<br />

Contrac<strong>to</strong>rs should note the following conditions carefully:-<br />

i) Conditional tender shall not be accepted.<br />

ii) All tenders are <strong>to</strong> be submitted in duplicate without which the tenders are liable <strong>to</strong> be rejected.<br />

iii) In case of tender downloaded from website, tender fee & EMD should be submitted in form of<br />

demand draft or in cash.<br />

iv) Condition of Form - B1 Standard Specification of material & code of practice will be applicable.<br />

TECHNICAL SPECIFACATION :<br />

<strong>to</strong> 50 mt. Lead<br />

Any soil which generally yields <strong>to</strong> the application of pickaxes and shovels, spades, rakes or any such<br />

ordinary excavating implement or organic soil, gravel, silt, sand turf loam, clay, peat etc. falls under this<br />

category. For materials and workmanship for earthwork and excavation, relevant specification IS: 3764 & IS<br />

1200 (Part I) shall be followed.<br />

To protect persons from injury and <strong>to</strong> avoid damage <strong>to</strong> property, adequate barricades, construction signs, red<br />

lanterns and guards as required shall be placed and maintained during the progress of the construction work<br />

and until it is safe for the traffic <strong>to</strong> use the roadways. The relevant Indian standards and the rules and<br />

regulations of local authorities in regards <strong>to</strong> safety provisions shall be observed.<br />

The depth of the excavation shall be as required. The site shall be cleared and all obstructions, loose s<strong>to</strong>nes,<br />

materials and rubbish of all kind, bush; wood and all type trees shall be removed, as directed. The materials so<br />

obtained shall be the property of AMC and shall be conveyed and stacked as directed, within 50-m. lead. The<br />

roots of the trees coming in the sides of the trenches shall be cut and coated with hot Bitumen.<br />

All types of trees, woods etc. which requires prior permission of Govt./ Forest Authority / Municipal<br />

Commissioner, before cutting shall be cut after obtaining such permission from them. The rate of site<br />

clearance is deemed <strong>to</strong> be included in the rate of earthwork.<br />

The excavation shall be carried out in true line and level and having width and depth, as shown in the<br />

drawings or as directed. The Contrac<strong>to</strong>r shall do the necessary shoring and strutting or shall provide necessary<br />

slopes <strong>to</strong> a safe angle or steps, as required or directed, at his own cost. No extra payment shall be made for<br />

such precautionary measures, taken. The bot<strong>to</strong>m of the excavated area shall be leveled both longitudinally and<br />

transversely, as directed, by removing excess soil and watering, as required. No earth filling will be allowed<br />

for bringing it <strong>to</strong> level, if by mistake or any other reason, excavation is made deeper or wider than shown on<br />

the drawings or as directed. The extra depth or width shall be made up with sand filling, as specified for the<br />

bot<strong>to</strong>m level of the subsequent finishing at the cost of the Contrac<strong>to</strong>r or as directed by Engineer-In-Charge.<br />

The Contrac<strong>to</strong>r shall at his own expense and without extra charge make provision of supporting all utility<br />

services, lighting the excavated areas, separating and stacking serviceable materials neatly, shoring,<br />

timbering, strutting, bailing out water either sub-soil or rainwater, including pumping at any stage of the<br />

work. Excavated areas shall be kept free of water while masonry or concrete or relevant base works are in<br />

progress and till the Engineer-in-charge considers it necessary. Contrac<strong>to</strong>r shall have <strong>to</strong> take levels before<br />

and after excavation. Contrac<strong>to</strong>r shall have <strong>to</strong> provide level and leveling staff and shall take levels with<br />

his own engineers in presence of AMC staff.<br />

Measurement shall be given by level results.<br />

Disposal of the Excavated Stuff:<br />

The excavated stuff of the selected type shall be used in backfilling the excavated areas wherever required in<br />

layers, including ramming and watering, ensuring proper compaction etc. complete up <strong>to</strong> lead of 50mt. The<br />

Contrac<strong>to</strong>r shall remove the balance of the excavated quantity from the site of work, <strong>to</strong> a place, as directed by<br />

engineer in charge. The lead is the shortest practical route and not necessarily the route actually taken. The<br />

decision of Engineer-In-charge shall be final in this regard. The measurement of excavation of excavated area<br />

shall be made according <strong>to</strong> the sections shown on the drawing or as per sections given by the Engineer-incharge.<br />

The rate shall include for clearing the site, surface dressing, and making layout for road.<br />

The rate shall be for a unit of one Cubic meter.

the drawing. Rate includes excavation, refilling with compaction up <strong>to</strong> 30cm and removal and carting<br />

of the same. With 25mm <strong>to</strong> 40 mm sand bedding. The metalling shall be done as per the instruction<br />

and it shall be paid in relevant item. The work of the paving blocks shall be executed in line and level.<br />

It should be laid in such a way that the no cutting of the paver block is required. Paver blocks shall be<br />

compacted with use of Flat vibra<strong>to</strong>r and shall be re- laid if necessary.shape design given by<br />

engg.in.charge<br />

Providing and fixing of interlocking cement concrete pavers cement concrete pavers blocks 60 mm thick for<br />

Material<br />

The interlocking paver should be as per approved sample which are kept at office of Ahmedabad municipal<br />

corporation. The interlocking pavers should be made out of IS quality Portland cement, fine quality sand and<br />

aggregates of 4.5 mm and smaller size, 60mm overall thickness. The pavers should be reflective with uv<br />

stabilized colour anti glare and anti skid groove .All the ingredient of paver should meet the relevant IS codes.<br />

The sand used for the paver should be finer than the sand used for bedding.<br />

Workmanship<br />

The entire work <strong>to</strong> be carried out as per the drawings and design and in the pattern as given by architect. The<br />

workmanship is required <strong>to</strong> be of excellent quality and the paver blocks should be manufactured in au<strong>to</strong>matic<br />

plants using weigh batching and hydraulic compaction. The mould for manufacturing the pavers should be of<br />

hard steel and should be manufactured in single layer only. The vertical surfaces should be perpendicular <strong>to</strong><br />

the base and this also should be retained when kept for drying. The chamfers are <strong>to</strong> be of uniform quality. The<br />

pavers should have uniform interlocking space of 2 <strong>to</strong> 3 mm for proper compacted sand filling after the<br />

vibration on the paver surface. The paver should have the following Eng. Properties when tested as per<br />

IS2185. Crushing strength 350 kg per cm2 or as per architect’s requirement. Water absorption 7 % max. The<br />

pavers have <strong>to</strong> be steam cured <strong>to</strong> attain min 90 % of crushing strength after one week of manufacturing.<br />

However, the pavers should be able <strong>to</strong> possess crushing strength of 350 kg per cm2 or as per architect’s<br />

requirement. The pavers are <strong>to</strong> be laid as per the slope by the experienced workman by using compaction of<br />

sand by vibration. the pavers used at the edge of curbing should be cut by hydraulic splitting keeping<br />

verticality intact. The contrac<strong>to</strong>rs should prepare the base by minimum 10 cms thick sand bed <strong>to</strong> attain after<br />

compaction. The sand should not be compacted and only after the pavers are laid the compaction by vibration<br />

should be done. The jointing sand should be deposited all over the pavers <strong>to</strong> obtain suitable uniform joints.<br />

Payment and Mode of measurement<br />

The complete finished job will be measured and the unit of measurement will be in square meters. The<br />

payment should be made per square meter. Including sand and blocks , vibrating, finishing ,testing of<br />

complete item.<br />

Item No. 3<br />

Supplying and fixing M-20 grade Kerb S<strong>to</strong>ne & <strong>to</strong>p slab Fixing For <strong>Central</strong><br />

Verge Cost of central block having 300 mm x thick. 200mm and height 380 mm<br />

using black trap aggregate of Sevaliya/Timba or quivalent quality 20 mm. nominal<br />

size for pre cast reasonably exposed finish/ formwork , mould with well<br />

equiped with vibra<strong>to</strong>ry system for kerb s<strong>to</strong>nes & <strong>to</strong>p slab of approved<br />

design including curing, etc. complete, including the cost of formwork etc.<br />

complete. The rate shall also include for cutting asphalt erecting and fixing the<br />

kerbs in position with necessary equipments and materials. The rate shall also<br />

include filling the sand between the gap and flush pointing in CM (1:3) for all joints<br />

of the kerb s<strong>to</strong>nes & <strong>to</strong>p slab. Filling of zari alone the sides of the kerb s<strong>to</strong>ne<br />

fixed prepared with Bituminous concrete mixed in proper position as dire by<br />

Engineer in change <strong>to</strong> form a portable mixture. The rate is for fixing kerbs<strong>to</strong>ne on<br />

both sides. Gravel or such type of materials shall not be allowed for<br />

production.


All the ingredients shall be measured volumetrically. The concrete mix shall have 28 days<br />

cube compressive strength of the mix on 150 mm cubes. 20 N/mm 2 .<br />

Cement used for the work shall be or ordinary Portland cement confirming <strong>to</strong> IS:269/ IS :<br />

1269, which permitted by Engineer in charge. If time gap between the date of<br />

manufacture and date of the use is more that 3 months, the cement shall be retested<br />

before use & shall be rejected if it fails <strong>to</strong> confirm <strong>to</strong> any of the requirements.<br />

Fine agg. shall consist of natural sand, It shall be of siliceous materials sharp hard,<br />

strong, and durable & shall be free from adherent/nonadherent coatings clay dust alkali<br />

organic material, deleterious matter lumps etc. If any objectionable foreign matter found<br />

in the natural sand it shall be used after washing <strong>to</strong> the satisfaction of Engineer in<br />

charge.<br />

Coarse agg. Shall be machine crushed s<strong>to</strong>ne of black trap or equivalent & should be hard<br />

strong, dense, durable clean, free from skin & coating likely <strong>to</strong> prevent proper adhesion<br />

of mortar and cubical in shape, If agg. is covered with dust it shall be washed with water<br />

<strong>to</strong> make it clean.<br />

W ater used for mixing in concrete & curing shall be potable water.<br />

Concrete shall be mixed in a mechanical mixer in good conditions and mixing shall be<br />

continued till materials are uniformly distributed and a uniform color of the entire mass is<br />

obtained. In no case shall be mixing be done for less than 2 minutes after all ingredients<br />

have been put in<strong>to</strong> the mixer. In hand mixing quantity of cement shall be increased by<br />

10%. Hand mixing is allowed only in exceptional cases and with the permission of<br />

engineer in charge.<br />

The contrac<strong>to</strong>r has <strong>to</strong> make arrangement for the steel moulds <strong>to</strong> prepare precast cement<br />

concrete blocks as per the design specified by the corporation and nothing extra shall be<br />

paid for it. The dimensions of the moulds shall be fixed so as <strong>to</strong> get the blocks of the<br />

required finish, dimensions and shape specified by the corporation and satisfaction <strong>to</strong> the<br />

engineer in charge of work.<br />

The surface of the moulds shall be cleaned and oiled before pouring concrete in<strong>to</strong> moulds<br />

<strong>to</strong> get smooth finished and all the corner of shaper edge as per design.<br />

Contrac<strong>to</strong>r shall have <strong>to</strong> make arrangements for particular type of vibra<strong>to</strong>r <strong>to</strong> get better<br />

consolidation and dense concrete. Nothing extra shall be paid for the same.<br />

Contrac<strong>to</strong>r shall have <strong>to</strong> make arrangement of curing of the precast Cement Concrete<br />

blocks and <strong>to</strong>p slabs by ponding for at least <strong>14</strong> days after one day of exposure <strong>to</strong> air. At<br />

the same time the contrac<strong>to</strong>r shall have <strong>to</strong> allow blocks and slabs dried in air for at least<br />

two days.<br />

The contrac<strong>to</strong>r has <strong>to</strong> make arrangement <strong>to</strong> cart the precast cement concrete traffic<br />

central verge blocks and <strong>to</strong>p slabs at the site of work. Any block found being damaged<br />

during transportation shall not be accepted and such rejected blocks should not be<br />

allowed <strong>to</strong> use in the work.<br />

The measurement shall be paid on running meter basis.<br />

Removing of any kind of pavement loors or C.C. kerb laid on C:M incl. Stacking of servicable<br />

materials and disposal of nservicable materials with all lead and lift (take Horizontal surface area)<br />

Conveyance charge of earth, lime, murrum building rubbish, manure garbage, sludge, excavated rack,<br />

fly ash, aggregates of any kind including spreading & leveling etc. comp. (I) Lead Up <strong>to</strong> 3.0 km<br />

All the surplus earth & debris remaining on site after sufficient watering shall be carried away immediately<br />

from site of work <strong>to</strong> the place within 5 km. distance as directed by the engineer in charge so as not <strong>to</strong> cause<br />

any in convenience <strong>to</strong> the public traffic.<br />

If the instruction of engineer in charge of work are not followed within 7 days from the site ,the work shall be<br />

carried out by the Municipal Corporation at the risk & cost of the contrac<strong>to</strong>r & any claim dispute will not be<br />

entertained in the respect.<br />

If the filling the trenches after subsidence of the earth filled in is <strong>to</strong> be done the same shall be carried out at<br />

his risk & cost . No extra payment shall be made for the such work.<br />

The contrac<strong>to</strong>r shall take care <strong>to</strong> cart the surplus earth after the trenches are well watered and refilled with<br />

earth.<br />

If required the carting shall be carried out during night also with our any extra cost.<br />

The mode of measurement for payment of earth & debris shall be decided by the engineer in charge.<br />
