Political Science Master Thesis - <strong>Sexual</strong> <strong>exploitation</strong> <strong>and</strong> <strong>UN</strong> <strong>peacekeepers</strong><br />

regards to sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. These four concerns are: the current rules on<br />

st<strong>and</strong>ards of conduct, the investigative process, organizational managerial <strong>and</strong> comm<strong>and</strong><br />

responsibility, <strong>and</strong> individual disciplinary, financial <strong>and</strong> criminal accountability. The report<br />

was written as a response to the many allegations that had arisen out of the MONUC mission.<br />

The report was to provide new insight into the zero tolerance policy <strong>and</strong> address further<br />

strategies to prevent allegations of sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. This thesis shall use aspects<br />

of the Zeid Report‟s strategies alongside the zero tolerance policy to prevent sexual<br />

<strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>.<br />

The reason for using the MINUTASH mission to indicate the failure of the zero tolerance<br />

policy is because the MINUTASH mission has the most recent allegations of sexual<br />

<strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. It is important to recognize that despite the reaffirmation of the zero<br />

tolerance policy in 2005, in 2012 reports of sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong> committed <strong>by</strong> <strong>UN</strong><br />

<strong>peacekeepers</strong> continue to be released. It is important to note that the MONUC <strong>and</strong><br />

MINUTASH mission are cases that help illustrate the failure of the zero tolerance policy.<br />

This thesis will not explore in depth the organizational flaws of each mission but rather<br />

examine how the zero tolerance policy fails in preventing sexual <strong>exploitation</strong> in both<br />

missions.<br />

This thesis will attempt to explain why seven years later, there continues to be allegations of<br />

sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. The following section shall explain the three independent<br />

variables that facilitate the failure of the zero tolerance policy.<br />

Social masculinities <strong>and</strong> the peacekeeper<br />

Social masculinities highlight the importance of social structures that explain for the<br />

occurrence of sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. Higate <strong>and</strong> Clarke have already established that<br />

sexual <strong>exploitation</strong> occurs within a peacekeeping mission because of the social <strong>and</strong> economic<br />

conditions (Higate, 2007, Clarke, 2008). The poor socio-economic conditions create<br />

relationships between the peacekeeper <strong>and</strong> the local citizen that are based on an unequal<br />

power balance. The Secretary General‟s Bulletin on „Special measures for the protection<br />

from sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>‟ specifically indicates that sexual relationships between<br />

U.N staff are “based on inherently unequal power dynamics” (ST/SGB/2003/13). The<br />

unequal relationship creates an environment where<strong>by</strong> sex is exchanged for basic needs such<br />

as food. This creates a supply <strong>and</strong> dem<strong>and</strong> chain <strong>and</strong> exacerbates instances of sexual
