Reports from the Conduct <strong>and</strong> Discipline team provide a pattern of personnel that are<br />
involved in sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. The peacekeeping mission MONUC indicates that<br />
there is a substantial difference between peacekeeping personnel <strong>and</strong> allegations of sexual<br />
<strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. In 2007, MONUC had 31 allegations from the military. The next<br />
highest figure are 15 allegations against civilian personnel. In 2009, the results decreased for<br />
military men, with 29 allegations, <strong>and</strong> 10 allegations of civilians. An increase occurred in<br />
2009 with 40 allegations <strong>and</strong> 25 in 2010 against military personnel. Whereas, the remaining<br />
categories of civilians, police, non-<strong>UN</strong> <strong>and</strong> unknown remain below 10 allegations<br />
(A/61/841). When looking at the percentage differences more than 50% of the allegations of<br />
sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong> are from military <strong>peacekeepers</strong>. This is a significant difference<br />
from the police personnel which had, within the four years, only 5% of all the allegations of<br />
sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. One can derive from these results that within the MONUC<br />
mission, the main perpetrators of sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong> are the military men.<br />
MINUTASH presents the same difference between personnel as the MONUC mission. In<br />
2007, 8 allegations were against the military. Whereas allegations against civilian personnel<br />
remained at 5 allegations. In 2009, there was only 1 allegation against the military <strong>and</strong> 8<br />
allegations between the police <strong>and</strong> civilian personnel. The numbers changed in 2010. The<br />
