Political Science Master Thesis - <strong>Sexual</strong> <strong>exploitation</strong> <strong>and</strong> <strong>UN</strong> <strong>peacekeepers</strong><br />
This thesis predicts that the main failure of the zero tolerance policy is dependent on all three<br />
variables. However, the first variable, social masculinities <strong>and</strong> the peacekeeper, represents a<br />
challenge in ideology that the U.N can change to prevent future allegations of sexual<br />
<strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. The rest of the thesis is divided into three main sections. The first<br />
explores the social masculinities, the second accountability measures <strong>and</strong> the third is the<br />
resource allocation. To begin with, the social masculinities aspect will be investigated.<br />
Section 1: Social Masculinities <strong>and</strong> the Peacekeeper<br />
1.1 Combating sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong> on the institutional level<br />
The year 2005 marked a significant change for the U.N to combat sexual <strong>exploitation</strong> <strong>and</strong><br />
<strong>abuse</strong> <strong>by</strong> their <strong>peacekeepers</strong>. It was the year that the „Comprehensive review of the whole<br />
question of peacekeeping operations in all their aspects‟ was put forth to the General<br />
Assembly to combat sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong> <strong>by</strong> U.N <strong>peacekeepers</strong>. The report was<br />
written <strong>by</strong> former peacekeeper <strong>and</strong> permanent representative of Jordan, Prince Zeid Ra‟ad<br />
Zeid Al-Hussein. Prince Zeid investigated the issue of sexual <strong>exploitation</strong> <strong>by</strong> the MONUC<br />
<strong>peacekeepers</strong>. The report is otherwise referred to as the Zeid report. The report signified the<br />
first time that there was a thorough investigation into the problem of sexual <strong>exploitation</strong><br />
during a peacekeeping mission. The result of the report gave way to a stronger enforcement<br />
of a zero tolerance policy.<br />
Prior to the release of the Zeid report, the U.N did attempt to engage with the problem of their<br />
<strong>peacekeepers</strong> sexually exploiting the local population. In February 2005 a special task force<br />
was set up for the protection from sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. This was a joint effort <strong>by</strong><br />
the Executive Committees on Humanitarian Affairs <strong>and</strong> Peace <strong>and</strong> Security (ECHA/ECPS)<br />
along with the U.N <strong>and</strong> Non-governmental organizing task force on protection from sexual<br />
<strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong> (United Nations Conduct <strong>and</strong> Discipline Unit). The task force involves<br />
30 U.N <strong>and</strong> non U.N entities cooperating on four pillars to prevent further cases of sexual<br />
<strong>exploitation</strong>. These four pillars are; engagement with <strong>and</strong> support of local populations,<br />
prevention, response, <strong>and</strong> management <strong>and</strong> coordination (United Nations Conduct <strong>and</strong><br />
Discipline Unit). This section will examine preventative measures to enforce a zero tolerance<br />
policy.<br />
One of the prevention strategies against sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong> is the Secretary<br />
General‟s bulletin on 9 th October 2003 on “special measures for protection from sexual
