of 0.04. The lack of female representatives in politics may also attribute to levels of<br />

allegations of sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>. Gender issues may be more recognized on a<br />

political level with more female representation. One of the most relevant indicators shown<br />

from the Gender Inequality <strong>and</strong> Multidimensional Poverty Index is the high percentage of<br />

poor people in each country. DRC has 71% <strong>and</strong> Haiti has 77% of the population on the<br />

national poverty line. One of the reasons for women <strong>and</strong> teenage girls to be involved with<br />

transactional sex is because they can exchange food for sex. These women <strong>and</strong> children may<br />

be suffering from poverty which causes them to supply their services for a dem<strong>and</strong> <strong>by</strong> the<br />

<strong>peacekeepers</strong>. Poverty levels are important indicators in underst<strong>and</strong>ing what causes for a<br />

supply within a dem<strong>and</strong> <strong>and</strong> supply cycle of sexual <strong>exploitation</strong> <strong>and</strong> <strong>abuse</strong>.<br />

3.2 Feminization of poverty<br />

When looking at the example of Haiti to determine what causes for the failure of the zero<br />

tolerance policy, it is significant to look at the historical context of Haiti <strong>and</strong> the role of<br />

women in society. Women have historically been most affected <strong>by</strong> levels of poverty (Merlet,<br />

2001, p.167). Feminization of poverty refers to how poverty affects the genders differently.<br />

In the case of Haiti, poverty is a particular problem for the women. In some families they are<br />

the sole providers (Merlet, 2001, p.168). Merlet describes these women as the pillars, proto<br />

mitan, of families because they play a determining role in fulfilling family needs (2001,<br />

p.168). Feminization of poverty occurs because of two reasons. The first refers to the<br />

violence women experience in the market place through gang violence, <strong>and</strong> the violence in<br />

marketplaces where merch<strong>and</strong>ise is distributed (Merlet, 2001, p.167). The second reason<br />

refers to the system of production where<strong>by</strong> women‟s work is unvalued (Merlet, 2001, p.168).<br />

Haiti already has a high poverty index score of 77%. This might be the cause for why women<br />

<strong>and</strong> teenage girls engage in sexual relations with <strong>peacekeepers</strong>, because of their poor<br />

economic st<strong>and</strong>ing. Peacekeepers exchange food, goods or money if the women <strong>and</strong> teenage<br />

girls have sexual relations with them. The reason for this, is because women are struck hard<br />

<strong>by</strong> poverty <strong>and</strong> because of the lack of financial support, they feel through sex they can gain<br />

some economic independence. Furthermore, households (46%) are headed <strong>by</strong> women, <strong>and</strong> in<br />

urban areas where women are head of the household poverty levels are more extreme (AI,<br />

2008, p.10).<br />

The DRC example highlights the problem of feminization of poverty as an indicator as to<br />

why women <strong>and</strong> teenage girls partake in sexual relations with <strong>peacekeepers</strong>. The
