M1 Junction 19 Improvement Stage 1 Road Safety Audit Designer’s Response / Exceptions Report Problem 4 - Location of emergency maintenance access M1 – A14 Eastbound Link Problem The emergency maintenance access point is located at the end of a downhill gradient section of the M1 – A14 Eastbound Link. Emergency vehicles may encounter vehicles at high speeds given the downhill gradient, and whose drivers are not expecting vehicles to be exiting from this location. Recommendation If this location is to be retained ensure adequate visibility of emergency access point for vehicles on M1 – A14 Eastbound Link. Designer’s Response The emergency maintenance access point has been designed to include diverge and merge tapers to the back of the 3.3m hardshoulder in order that vehicle can accelerate / decelerate to an appropriate speed prior to joining / leaving the hardshoulder. At this stage it is anticipated that all vehicles using the facility would be entering or exiting the motorway network under flashing lights in order increase awareness. Vehicles travelling in lane 1 of the M1 – A14 Eastbound Link would have a Stopping Sight Distance of at least 160m for obstructions within lanes 1 and 2, which is appropriate for the design speed of 85kph (in accordance with the requirements of TD22/06 Layout of Grade Separated Junctions). Consideration will be given the provision of an advisory 50mph or 60mph speed limit and additional traffic signs at the next stage of design development. Exception No exception required. M1 Junction 19 Improvement Stage 1 Road Safety Audit Designer’s Response / Exceptions Report Problem 5 - Capacity reduction of M1 – M6 Northbound Link. M1 – M6 Northbound Link. Problem The proposed modifications to the junction have reduced the number of lanes on the M1 – M6 Northbound Link from 3 lanes to 2 lanes. Diverge arrangements remain similar on the M1 with no lane drop. The auditor is concerned that a reduction in the number of lanes on the M1 – M6 Northbound Link could lead to capacity issues. Recommendation Provide an assessment of junction operation to address link capacity issues. Designer’s Response Traffic surveys and traffic forecasting indicates that the existing, opening year and design year (15 years after opening) traffic flows do / will not require the provision of 3 lanes on this link.
