11 Conclusion<br />
11.1 The Secretary <strong>of</strong> State for Transport and the Secretary <strong>of</strong> State for Communities<br />
and Local Government announced the decision, published on 19 December 2008,<br />
to make the orders needed for the Scheme following acceptance <strong>of</strong> the Inquiry<br />
Inspector’s recommendations. The Inspector proposed that a number <strong>of</strong><br />
modifications and designs be considered. This resulted in the need for the<br />
Supplementary Orders and these were published on 24 April 2009 with a six week<br />
comment period. The Secretary <strong>of</strong> State for Transport and the Secretary <strong>of</strong> State<br />
for Communities and Local Government announced their decision, published on 15<br />
July 2010, to make those Supplementary Orders following acceptance <strong>of</strong> the Inquiry<br />
Inspector’s recommendations.<br />
11.2 The Inspectors’ Report and Secretaries <strong>of</strong> States’ decision letters are available at<br />

11.3 The Inspectors, in preparing their Report and conclusions, had regard to all<br />
representations and evidence and all Inquiry documents to reach fair and balanced<br />
judgements in their Reports to the Secretaries <strong>of</strong> State. They made formal<br />
accompanied site inspections on various separate occasions and several<br />
unaccompanied inspections.<br />
11.4 The Secretaries <strong>of</strong> State, in turn, in reaching their decisions on the published<br />
Orders and Supplementary Orders, considered both Inspectors’ reports in full,<br />
together with their conclusions and recommendations. They also had available to<br />
them all Inquiry documents listed in the Inspectors’ Reports to enable them to make<br />
fair and balanced decisions.<br />
11.5 The Agency’s further Supplementary and additional Detrunking Orders are<br />
necessary to implement minor modifications to the Scheme. There has been no<br />
new evidence to change the Agency’s position and it remains <strong>of</strong> the view that these<br />
draft Supplementary Orders and Detrunking Order should therefore be made.<br />
