A46 Newark to Widmerpool Improvement -Supplementary Orders<br />

3 The Need for the <strong>2011</strong> draft Supplementary and additional Detrunking Orders<br />

3.1 Representations made in spring 2009 by PA Freight Services Ltd (“PA Freight”), the<br />

owners <strong>of</strong> a haulage company at Farndon, Nottinghamshire, stated that the original<br />

design for changes to their access would not be adequate. The changes were<br />

required because <strong>of</strong> the creation <strong>of</strong> a new, enlarged roundabout at the junction <strong>of</strong><br />

the A46 trunk Road and Farndon Road, authorised under The A46 Trunk Road<br />

(Newark to Widmerpool Improvement and Slip Roads) (Side Roads) Order 2009.<br />

3.2 PA Freight had made representations at the 2007 Public Inquiry in respect <strong>of</strong> the<br />

original draft Orders, but raised no specific concerns about the effect <strong>of</strong> those<br />

Orders on their business. The concerns related instead to unspecified access<br />

issues and the potential impact on their land <strong>of</strong> possible proposals for a Newark<br />

Southern Relief Road, which does not in fact form part <strong>of</strong> the Secretary <strong>of</strong> State for<br />

Transport’s programme <strong>of</strong> highway improvements. Subsequently, a proposal for a<br />

connection to a Newark Southern Relief Road has been promoted by a private<br />

developer, Catesby Estates (Residential) Ltd, which obtained planning consent in<br />

April <strong>2011</strong> from the local planning authority, Newark and Sherwood District Council,<br />

for a new roundabout, approximately 1km south <strong>of</strong> Farndon roundabout on the<br />

duelled A46 to link with a relief road.<br />

3.3 No objections or representations were made in respect <strong>of</strong> the 2007 Orders by<br />

Charles Lawrence or Maurice Walmsley, whose accesses were affected by the<br />

2007 Orders, and both <strong>of</strong> whom have objected to the <strong>2011</strong> draft Supplementary<br />

Orders. An objection by Marjorie Clarkson, whose access was also affected by<br />

those Orders, was also considered at the 2007 Public Inquiry.<br />

3.4 Discussions held between PA Freight, URS Scott Wilson and the Agency relating to<br />

the company’s concerns about the design for their revised access were held on the<br />

following dates:<br />

January and September 2005, in connection with the planning application for an<br />

International Logistics Centre<br />

1 April and 7 May 2009, to discuss concerns about the Agency access design<br />

28 January, 5 March and 3 <strong>August</strong> 2010, to discuss design changes with PA Freight<br />

and their designers<br />

10 and 23 <strong>August</strong> 2010, to discuss PA Freight’s revised options for their access<br />

design<br />

2 September 2010, visit to PA Freight’s site to observe, discuss and understand<br />

method <strong>of</strong> operations<br />
