Tourist visa for all (up to period of 3 months) - students, or people<br />
involved in cultural exchange could stay longer but with a guarantee<br />
from a certain institution.<br />
Family members could join their families in the EU countries also with<br />
a guarantee and if supported financially because they would not be<br />
granted a work permit for a certain time.<br />
The EU promised to meet again in 3 years with the SEE countries to discuss<br />
the complete abolishment of visas.<br />
Nevertheless, due to the need to enforce the border policy and the fight<br />
against illegal immigration and human trafficking, some supplementary<br />
agreements were established.<br />
The SEE and EU will cooperate to create a specific EU-SEE commission<br />
to check the border policy, to establish a penalty regime for those countries<br />
who will not cooperate, to enforce the collaboration between countries<br />
and their policies.<br />
2) AGRICULTURAL POLICY:<br />
There won't be any substantial changes in customs; penalties will be<br />
enforced for those who won't follow EU instructions, also some economic<br />
facilities will be introduced for the SEE countries in order to help them<br />
reach the EU market and to front their increasing economical efforts.<br />
3) ADRIATIC HIGHWAY:<br />
Highway is seen as the means to improve the general infrastructure. The<br />
first proposed highway would connect capital cities, which are the biggest<br />
commercial centers; the second would improve the economy of the underdeveloped<br />
parts and decrease the isolation of what can be perceived as<br />
<strong>Europe</strong>'s peripheral area. The goal was to agree, which highway should be<br />
built considering particular interests of the countries concerned as well as<br />
the significance of such a highway for the larger region. EU has the<br />
resources to finance only one highway and it was upon the countries participating<br />
in discussion to decide which. It was a very vivid argument<br />
because neither of the sides agreed to back down. Only right before the<br />
closing of the game and drafting of the document did they reach a solution<br />
(the result of lobbying during the coffee break) that the 2 nd so-called<br />
Adriatic route is more necessary because of the low development of the<br />
region. Also by realizing the importance of the highway connecting capital<br />
cities (Vienna, Budapest, Belgrade, Athens), the EU agreed to look for<br />
