Crisis Scenario Preliminary Research Date of Crisis: Thursday, March 25th, 2010 Due Date of Reflection Piece: Tuesday, March 30 th , 2010 Research the following points: • Assigned role • Your organization and department (how they would handle a crisis, what’s their chain of command, etc. • Current issues and past history for your organization/department? Media search. • College’s and city’s emergency action plans for a variety of crisis-type situations. *Students will be paired up and expected to research and work together to fully understand the role they have been assigned. Each student will find out his/her specific role the day of the crisis but is expected to work as a team in preparing and handling the crisis. Roles for Student A: ‘Student A’ will be the official spokesperson of the organization in which their team represents. They are to work in collaboration with Student B. Role for Student B: Student B will have no verbal role with the press/media on the day of the crisis, but is to help and assist in preparing Student A who will be speaking directly to the media. Possible Scenarios Include: Recent outbreak of an infectious disease ROTC is experiencing opposition from campus faculty and administrators Fire Alarms have been going off more frequently than ever in Moffitt Hall NCAA is inspecting Plattsburgh State’s Men’s Hockey and Basketball teams for suspected drug use. Roles: SUNY Plattsburgh President: City of Plattsburgh Fire Chief Director of Resident Life Plattsburgh City Mayor (understanding of city operations) Director of CVPH Director of Maintenance and College Facilities University Police Dean of Students Plattsburgh State Men’s Hockey Coach Clinton County Emergency Medical Services CRISIS SCENARIO TIMELINE: • August 2009 – Freshman students set off the Fire Alarms of Wilson Hall frequently from Thursday through Sunday on a weekly basis. o Resident Assistants are aware of the situation and attempt to punish the students for their negligence. RA’s are aware that the main offenders caused the alarms to go off due to smoking. 268
• September 2009 – More students in Wilson Hall set off the Fire Alarms through out the week due to students not being mindful of their cooking techniques. o Resident Director is then called upon to address the entire dormitory about the lack of awareness of students actions in regards to the fire alarms. o November 2009 – As the weather gets colder, the same freshman students as before, are continuing to set off the fire alarms. Resident Assistants assume it is because of them smoking. o Wilson Hall has become fed up with the fire alarms because of the colder weather and students many are becoming very lax in vacating the building during alarms-due to their frequency. • December 2009 – Students wrap up their semester in Wilson Hall; fire alarms are subdued as a result. However, the attitude toward them is lackadaisical. • February 2010 – Students still experience frequent fire alarms. Resident Assistants and Resident Directors are concerned with the issue as it could lead to more problems in the future. FACTS: • Each dorm building has a “control box” to monitor the Fire Systems. Not many Resident Assistants are trained on how it works… • Students have not been caught with drugs or alcohol in conjunction with the fire alarms being set off yet. However, that does not mean that the students were not using any illegal substances… • Parents and guardians are annoyed at the dormitory’s attitude towards this situation and are considering alternative living situations for their children in the future. • The City of Plattsburgh Emergency Services is fed up with the “boy who cried wolf” fire alarm scenarios that Wilson Hall has had this academic year. • The Fire Alarms have gone off over 30 times this academic year. All of which have been because of negligent and irresponsible students. • Members of the Men’s Hockey Team, who live in Wilson Hall, are reported to be involved in the ongoing problems that started at the beginning of the academic year. So…who’s in charge? What do you need to think about in terms of your constituents, plan of action, key messages? What questions do you think will be asked of you? Is there a crisis plan for the city, for the county, for the college, for the hospital? Who has a plan? Also, whoever the class decides is “in charge” can assign whatever work assignments he/she thinks is necessary to get the situation under control and to communicate with your constituents. The media will be coming in shortly. You also have the option of scheduling a media conference. You may use the computer, the board, me, each other…whatever resources you have for today in class. THIS JUST IN! • The Fire Alarms have gone off yet again in Moffitt Hall, however this time many of the students exiting the building smelled smoke. People outside could see smoke coming from the building as well. o The Resident Assistant for that section of the building was not present at the time of the fire alarm being activated 269
