Allocate adequate resources Balanced budget provides the financial framework Rainbow District School Board approved a budget of $140.5 million for the 2004-2005 school year. Provincial funding increased by $3.4 million or 2.6 per cent in 2004-2005. On June 6th, 2005, the Honourable Rick Bartolucci, Minister of Northern Development and Mines, announced new investments in education on behalf of the Province. Rainbow District School Board received an additional $10.4 million for the 2005-2006 school year. Technology and trades Rainbow District School Board received $282,152 in Technological Education Renewal Initiative (TERI) funding in 2004-2005 and an additional grant of $353,582. These funds were used to repair, update and purchase new equipment to support program pathways. New library resources Rainbow Schools shared in a total of $175,511 for new library resources. Some 12,000 fiction and nonfiction books were added to in-school library collections. Attendance Counsellors Students cannot learn if they are not in school. As part of its student success efforts, the Board increased its complement of Attendance Counsellors. The Counsellors promoted regular attendance for students from Junior Kindergarten to Grade 12 through home visits. The Counsellors developed action plans to help students achieve regular school attendance. Arts Education Task Force The Arts Education Task Force was initiated in September 2004 to enhance arts education in Rainbow Schools. During the 2004-2005 school year, the Task Force developed an action plan to improve student learning in and through the arts, with a preliminary focus on music. The goal is to provide every child in the Rainbow District School Board with sustained opportunities to increase their musical literacy and develop their creative and critical thinking skills by engaging them in activities that lead them to learn in, about, and through music. Musical literacy can be defined as the ability to read, write, create, and perform music, as well as analyze, interpret and appreciate music from a variety of cultures and historical periods. Primary class reduction In 2004-2005, Rainbow District School Board received $630,000 to begin introducing smaller class sizes in Junior Kindergarten to Grade 3. A total of 12 primary teachers (full-time equivalents) were hired. Focus on literacy In the 2004-2005 budget, Rainbow District School Board continued to invest in the Early Reading Intervention Program to promote literacy. The Board also appointed a Co-ordinator for Late Literacy for Grades 7 to 12. Innovation Fund A number of innovative projects were implemented in Rainbow Schools to support literacy and numeracy, assist students with special needs, enhance technological studies, promote character education, and strengthen partnerships with First Nation communities. An Innovation Fund was established in the 2004-2005 budget to foster best practices and inspire new creative ideas for programming for students in Rainbow Schools. Projects were selected based on their degree of innovation and their ability to expand on existing learning opportunities, enhance student achievement and be implemented in other schools. 2005-2006 Students First Improved student achievement and success for all “Our growth and prosperity depends on our ability to educate and inspire the next generation who will follow in our footsteps. The Province has responded with significant investments in education that are having a positive impact on students in Rainbow Schools.” Dena Morrison, Chair, Rainbow District School Board Rainbow District School Board approved a budget of $146.7 million for the 2005-2006 school year on July 4, 2005. The budget represents an increase of four per cent over 2004-2005 expenditures, adjusted to reflect inflation, contractual obligations, and enrolment projections. Provincial funding has increased by $4.9 million or 3.6 per cent. This is good news for students in Rainbow Schools and the communities that we serve. In addition to new provincial initiatives, students will benefit from a number of innovative programs being implemented by the Board, some of which are highlighted in this report. The budget is an important document. A reflection of the Board’s vision, mission, values and priorities, it provides the financial framework for everything that we do in Rainbow Schools – from teachers to textbooks, clean buildings, computers, special services, and more. As always, the Board has allocated its resources to have the greatest impact on the classroom, with a continued focus on improved student achievement and success for all.
