focusing on individual disabled people’s rights. Certain listed public bodies also have to produce a Disability Equality Scheme every three years. All colleges and universities have to show how they have involved disabled people in producing their scheme and how they have assessed the impact of their activities on disability equality. For example, if your college plans to introduce a new computer system, they must consider how accessible it is and how else it might affect disabled people before installing it. Financial information It is important to think about your finances before you enrol on a course to make sure that you can afford to go to college. There are various sources of funding available depending on the type of course you are doing and your own circumstances. The information in this section is intended as a general guide for students taking further education level courses at college. (a) Tuition fees 19 or under Welsh students can get free education up to the age of 19, or up to 25 if you are studying for your first full Level 3 qualification. Over 19 If you are over 19, you may have to pay tuition fees. However, you may get a fee remission (no fees are charged) or discounted fees if you qualify for this scheme. Each college sets its own rules, but the 26
emission or discount scheme often includes people on meanstested benefits or low incomes, or disabled learners. Some colleges offer fee remissions to all full-time students. Contact the student welfare or awards officer at your college to see if you qualify. Individual Learning Account (ILA) Wales ILAs can help you pay for the training you need to improve your skills. You can use an ILA to help pay for fees and books for your course, and you do not have to pay the money back. You will qualify if you are aged 18 or over and living in Wales, and: • you or your partner are claiming income-related benefits (giving you an allowance of up to £200); or • you have no formal qualifications or the highest qualification you hold is no higher than a GCSE or equivalent (giving you an allowance of up to £100). Career Development Loans These are loans from high street banks of between £300 and £8,000 which you can borrow to fund any course that will help your career. The Government pays the interest on the loan while you are studying. You can’t use a Career Development Loan to pay for anything that is being funded by another source, so if you are already getting a grant you can’t apply.
