It was originally envisaged that this review would also examine <strong>the</strong> quality<br />

<strong>of</strong> services and support currently being received by carers. However, in<br />

light <strong>of</strong> <strong>the</strong> audit report (requested by <strong>the</strong> Department, Nov 2011 and<br />

commissioned by <strong>the</strong> HSC Board), it was determined that <strong>the</strong> scope <strong>of</strong> this<br />

review should concentrate on <strong>the</strong> planning and governance arrangements<br />

and <strong>the</strong> use <strong>of</strong> <strong>the</strong> Carer‟s Assessment Tool within <strong>the</strong> older people‟s<br />

programme <strong>of</strong> care. This report presents <strong>the</strong> findings <strong>of</strong> Stage Two <strong>of</strong> this<br />

review.<br />

Stage three<br />

Stage three <strong>of</strong> <strong>the</strong> NISAT review will focus on staff training, implementation <strong>of</strong><br />

NISAT core assessments and examine <strong>the</strong> effect that NISAT had on service<br />

provision. Care assessment is central to identifying need. It is essential for<br />

effective decision making and in providing services. The NISAT tools have a<br />

role in co-ordinating care, communication between pr<strong>of</strong>essionals and<br />

ga<strong>the</strong>ring relevant information for monitoring and service improvement.<br />

1.4 Terms <strong>of</strong> Reference<br />

The Terms <strong>of</strong> Reference agreed for Stage Two <strong>of</strong> <strong>the</strong> Nor<strong>the</strong>rn <strong>Ireland</strong> <strong>Single</strong><br />

Assessment Tool review are to:<br />

1. Describe <strong>the</strong> current position in <strong>the</strong> use <strong>of</strong> <strong>the</strong> Carer‟s Support and<br />

Needs Assessment (which is a component <strong>of</strong> <strong>the</strong> Nor<strong>the</strong>rn <strong>Ireland</strong> <strong>Single</strong><br />

Assessment Tool within <strong>the</strong> Older People‟s Programme <strong>of</strong> Care).<br />

2. Undertake an audit <strong>of</strong> a number <strong>of</strong> completed Carer‟s Support and<br />

Needs Assessments across <strong>the</strong> Older People‟s Programme <strong>of</strong> Care and<br />

report on <strong>the</strong> findings.<br />

3. Describe <strong>the</strong> provision <strong>of</strong> training for staff in <strong>the</strong> use <strong>of</strong> <strong>the</strong> Carer‟s<br />

Support and Needs Assessment Tool.<br />

4. Consider <strong>the</strong> impact for staff in <strong>the</strong> implementation and use <strong>of</strong> <strong>the</strong> Tool.<br />

5. Describe views <strong>of</strong> carers <strong>of</strong> <strong>the</strong>ir experiences <strong>of</strong> <strong>the</strong> Carer‟s Support and<br />

Needs Assessment Tool.<br />
