Traffi c Facilities Maintenance Program<br />
The <strong>RTA</strong> delivered a $106.2 million Traffi c Facilities<br />
Maintenance Program, separate from the Infrastructure<br />
Maintenance Program. Signifi cant program outcomes included:<br />
• Upgrade of aging traffi c assets valued at $2.5 million.<br />
• Repainting of 16,794km of longitudinal line marking in<br />
rural areas using water-borne paint.<br />
• Maintenance of 3751 sets of traffi c signals.<br />
Asset Renewal Program<br />
Since 2001, all of the funds from a series of increased <strong>RTA</strong><br />
charges have been directed into maintenance of the <strong>RTA</strong>’s<br />
State roads and bridges. The majority has been spent on rural<br />
roads and, in 2008–09, this expenditure was $76.1 million.<br />
Major works recently completed under the Asset Renewal<br />
Program include:<br />
• Widening of the Gwydir Highway near Pallamallawa.<br />
• Reconstruction of Great Western Highway west<br />
of Lithgow.<br />
• Reconstruction of Mitchell Highway west of Nevertire.<br />
• Reconstruction of Mid Western Highway at Patersons Flat.<br />
• Reconstruction of Hume Highway between Hoxton Park<br />
Road and Elizabeth Drive, Liverpool.<br />
• Reconstruction of Main Road 84 near Balgalal Creek.<br />
• Reconstruction of Newell Highway, Forbes.<br />
• Reconstruction of Riverina Highway 41-50km west<br />
of Finley.<br />
• Replacement Bridge at Grubbenbum Creek on the<br />
Mid Western Highway.<br />

These constraints may include:<br />
• Bridges with load or speed limits.<br />
• Bridges closed or washed away.<br />
• Bridges with a temporary support system in place.<br />
Slope stability<br />
In 2008-09 the <strong>RTA</strong> continued to use a risk<br />
management approach to deal with road slopes.<br />
More than 30 slopes were remediated or repaired, and major<br />
work was completed at Mulligans Bluff on the Gwydir Highway<br />
where the highway has been closed to one lane for many years.<br />
Other highlights included:<br />
• Major stability work requiring a full seven-week closure of<br />
Bulli Pass on the Princes Highway Bulli.<br />
• Works at Kariong on the Central Coast Highway.<br />
• Work on Putty Road.<br />
• Planning of new slips on Lawrence Hargrave Drive.<br />
• Start of works on Berkley Cuttings on F6 at Berkley.<br />
• Investigative drilling to upgrade groundwater wells on<br />
Mt Ousley.<br />
Reducing the risk of rock falls: Stabilising a section of the slope<br />
using shotcrete.<br />
Culverts<br />
During the year, the <strong>RTA</strong> further improved<br />
management processes for culverts. A guideline<br />
for consistent collection of culvert inventory and<br />
condition was released in October 2008. Thirty accreditation<br />
training courses were run, 498 inspectors were trained and a<br />
State-wide inventory collection process began. At 30 June <strong>2009</strong>,<br />
15,244 culverts had been inspected out of an estimated 33,000<br />
culverts across the <strong>RTA</strong> road network.<br />
A guideline for culvert risk assessment was also published<br />
in October 2008. An accredited training program for<br />
detailed risk assessment will begin after the completion of<br />
a trial to validate the risk assessment procedures. A culvert<br />
management framework policy is being completed.<br />
