Governance in the<br />

implementation process<br />

The sustainable urban transport<br />

measures of CiViTAS are<br />

innovative by definition and offer<br />

solutions to contemporary urban<br />

mobility problems which are<br />

often perceived to be radical or<br />

restrictive. They are usually and<br />

in many respects complex. Their<br />

planning and implementation<br />

is rarely a smooth ride. Hence,<br />

coordinated efforts are required<br />

to ultimately achive a successful<br />

Governance –<br />

I hear this word all<br />

the time, but what<br />

does it actually<br />

mean?<br />

The buzz word that is then often<br />

thrown into the ring is “governance”.<br />

In the absence of a short<br />

and widely accepted definition,<br />

<strong>CARAVEL</strong> understands “governance”<br />

as the coordination of<br />

people and institutions as well<br />

as the management of processes<br />

which are part of the planning<br />

and implementation of<br />

<strong>CARAVEL</strong>’s sustainable urban<br />

transport measures.<br />

The role and<br />

responsibilities of<br />

a Measure Implementer<br />

But who is responsible for such<br />

“governance” and who is going<br />

to take on these coordination<br />

and management tasks? It is<br />

clear that a European, partly EUfunded<br />

project such as <strong>CARAVEL</strong>,<br />

is a special construct. Good communication<br />

has to be ensured<br />

with the EC, but also with the<br />

numerous partners within the<br />

project and within a city. <strong>Project</strong><br />

and Site Managers are in place<br />

and special roles for managers<br />

of, for example, evaluation or<br />

dissemination tasks exist. However,<br />

the key role in the actual<br />

measure implementation is the<br />

role of the Measure Implementer.<br />

Generally speaking, measures in<br />

which the Measure Implementer<br />

was solely responsible for the<br />

coordination of stakeholders and<br />

implementation processes were<br />

the more successful measures.<br />

Furthermore - to add a rather obvious<br />

point – <strong>CARAVEL</strong> confirmed<br />

that measures which are related<br />

(integrated package of measures)<br />

are most efficiently led by one<br />

and the same Measure Implementer.
