Table no.1: Basic Project Information<br />

The project is situated in Shihor Taluka <strong>of</strong> Bhavnagar District. The project comprises four villages viz. Sanosara, Gadhula, Bhutiya &<br />

Piparadi. Total Geographical Area <strong>of</strong> the cluster is 5358.70 Ha. & the proposed Project Area is 4858.70 Ha.. Total project cost is Rs. 583.04 Lakh.<br />

The biggest village is Sanosara, so project cluster is identified with its name. District Watershed <strong>Development</strong> Unit, Bhavnagar is appointed as<br />

Project Managing Authority and Deputy Conservator <strong>of</strong> Forests, Bhavnagar Division, Bhavnagar is appointed as Project Implementing Agency for<br />

this project.<br />

All the Four villages are well connected with pucca road. Main communities in the villages are Patel, Koli, Khatriya, Maldhari & Harijan.<br />

People <strong>of</strong> these villages are primarily dependent on rain-fed agriculture, agriculture based labour and animal husbandry. The cluster comprises 4<br />

micro watersheds viz. 5G2C2c3g / 5G2C2c3q / 5G2C2c3h / 5G2C2c3n. There are streams named Sindari, Gadhuli, Lindaki, Kansari River in the<br />

project area.<br />

Prioritization <strong>of</strong> the Project<br />

Prioritization <strong>of</strong> micro watershed has been done by considering socio-economic as well as physical parameters. Watershed <strong>Development</strong><br />

Program is prioritized on the basis <strong>of</strong> thirteen parameters namely Poverty Index, Percentage <strong>of</strong> SC/ST, Actual Wages, Percentage <strong>of</strong> Small and<br />

Marginal Farmers, Ground Water Status, Moisture Index, Area under Rain-fed Agriculture, Drinking Water Situation in the Area, Percentage <strong>of</strong><br />

Degraded Land, Productivity Potential <strong>of</strong> the Land, Continuity <strong>of</strong> Another Watershed that has already Developed/Treated, Cluster Approach for<br />

Plain or Hilly Terrain. Based on 13 parameters priority map has been prepared by BISAG, Gandhinagar which provides technical support for<br />

watershed projects in <strong>Gujarat</strong> state and a composite ranking is given to Sanosara Watershed Project as given in table no. 2. Cluster approach was<br />

followed taking into consideration four micro-watersheds covering a total area <strong>of</strong> 4858.70 Ha. Thus a cumulative score <strong>of</strong> 93.5<br />

The villages have been benefited by various schemes <strong>of</strong> rural development. Currently NREGA, Indira Awas Yojana, Sardar Awas Yojana,<br />

Swa-Jaldhara & Total Sanitation Campaign are running in the villages. This is the first watershed project in these Villages.<br />

i. MGNREGS: Construction <strong>of</strong> bori bunds and afforestation activity has been taken-up under NREGA.<br />

ii. Total Sanitation Campaign (TSC): Individual toilets are constructed under TSC programme. All remaining households will be covered under<br />

the scheme.<br />

iii. Awas Yojana: Houses for people under poverty line (BPL) have been constructed under Indira Awas Yojana (IAY) & Saradar Awas<br />

Yojana(SAY)<br />

iv. Swa-Jaldhara: Ro<strong>of</strong> Water Harvesting Structures with under-ground water tank have been constructed.

Project Implementing Agency<br />

Project Implementing Agency (PIA) is being selected by an appropriate mechanism by <strong>State</strong> Level Nodal Agency (SLNA). PIAs<br />

would be responsible for implementation <strong>of</strong> watershed project. These PIAs may include relevant line departments, autonomous<br />

organizations under <strong>State</strong>/Central Governments, Government Institutes/Research Bodies, Intermediates, Panchayats, Voluntary<br />

Organizations (VOs). The PIA <strong>of</strong> <strong>IWMP</strong> – 2 Bhimdad Watershed Project is Territorial Forest Department, Bhavnagar Division.<br />

Territorial Forestry Department, Bhavnagar<br />

The organization and its objectives:<br />

Forest department is working to protect environment specially trees & jungles. As the common guide line emphasis on ridge<br />

to valley approach & normally ridge area comes under forest. So keeping forest department as a PIA will make easy in<br />

implementation as well as by following scientific approach. Deputy conservator <strong>of</strong> Forest will act as PIA <strong>of</strong>ficer. While Range Forest<br />

Officer will be act as a project implementing <strong>of</strong>ficer(Project Officer/ Nodal Officer). As per guideline the PIA has recruited Watershed<br />

<strong>Development</strong> team <strong>of</strong> Agriculture Expert, Community Mobilization Expert, civil Engineer in addition to that Computer Operator,<br />

Surveyor and Accountant are also recruited on contract basis.<br />

SWOT Analysis<br />

(1) Prior experience <strong>of</strong> watershed works.<br />

(2) Well known from geographical condition <strong>of</strong> the cluster / Taluka.

Poblem Analysis<br />

i) Rainfed Area:<br />

The Cluster area is dependent on monsoon. Water is essential input in agriculture. Due to the absence <strong>of</strong> proper irrigation<br />

facility, 80% <strong>of</strong> the total cultivated area depends on the uncertain monsoon. Therefore, the suceess or failure <strong>of</strong> the monsoon<br />

determines the success or failure <strong>of</strong> agriculture production.The rainfall is unreliable due to two factors: untimely and inadequate.<br />

ii)<br />

Traditional farming methods & Farming Methods:<br />

This also leads to low productivity. There is a lot <strong>of</strong> ignorance about the use <strong>of</strong> new farming methods and technologies such<br />

as multiple cropping. They don’t use FYM and other input in a proper way; that is why they don’t get 100% output. So these factors<br />

contribute to low productivity.

Lack <strong>of</strong> adequate farm machinery:<br />

Even today a large number <strong>of</strong> farmers in Patan use wooden ploughs and bullocks. They don’t have adequate machinery like<br />

seed drill. So, old machineries take more time in tillage practices.<br />

iv) Blue Bull Infestation:<br />

The Project area is facing serious problem on this issue. Due to this problem they have reduced sowing <strong>of</strong> ground nut, sesame<br />

& other horticultural crops. Farmers are saying that their yield is being reduced up to 20% due to blue bull.<br />

v) Lack <strong>of</strong> good quality seeds and fertilizers:<br />

Good quality seed, fertilizer and pesticide are important factor in agriculture productivity. The use <strong>of</strong> good quality leads to higher<br />

land productivity.<br />

vi) Lack Of Internal Linkages<br />

As no focus on post harvest technology, the village produces are directly sold to nearest market yard. Which does not<br />

give enough market price to the farmers. The villages do not enjoy storage, grading etc facilities.<br />

vii) Reduced Pr<strong>of</strong>itability <strong>of</strong> Agriculture<br />

Reduced pr<strong>of</strong>itability leads to reduce interest <strong>of</strong> young people in agriculture. This will be very harmful for future <strong>of</strong><br />

agriculture.<br />

viii) Under developed Animal Husbandry<br />

Though <strong>Gujarat</strong> is a role model in animal husbandry field, Bhavnagar district is particularly the project area is under<br />

developed.<br />

ix) Lack <strong>of</strong> other facilities such as storage and marketing:<br />

10-15% <strong>of</strong> agriculture product damage after harvesting due to scarcity <strong>of</strong> proper storage and proper market for sale. So he<br />

sells to local traders at the low prices.

Watershed Activities<br />

Watershed management as a strategy has been adopted by Government <strong>of</strong> India especially in the rain-fed regions <strong>of</strong> semi-arid tropics.<br />

These regions are characterized by low and undependable rain, low soil fertility, poor infrastructure development, low literacy and high<br />

incidence <strong>of</strong> migration. Several studies have identified that there is a dire need <strong>of</strong> a systematic and scientific approach to deal with watershed<br />

development. The common guidelines generate a fresh and flexible framework for the next generation watershed development.<br />

4.1. Scientific Planning:<br />

i) Cluster Approach<br />

This envisages a broader vision <strong>of</strong> Geo-hydrological unit which involves treating a cluster <strong>of</strong> micro-watershed. The Sanosara Project consists <strong>of</strong><br />

four micro- watersheds namely 5G2C2c3g, 5G2C2c3q, 5G2C2c3h, 5G2C2c3n as their respective codes.<br />

ii) Base line Survey<br />

To access the impact <strong>of</strong> any watershed development program a detailed baseline survey has to be conducted. This acts a benchmark for any<br />

intervention during and post implementation <strong>of</strong> any development program. A detailed baseline survey was undertaken which involved<br />

household census survey, Bio-physical survey and Village level data collection from Talati –cum mantri. Household census survey includes a<br />

detailed questionnaire which was been filled by visiting each and every household in the village. This gave in the details <strong>of</strong> the demographic<br />

pr<strong>of</strong>ile <strong>of</strong> the village, the literacy percentage, SC/ST population, number <strong>of</strong> BPL household, cattle population, net-consumption rate in the village,<br />

average milk production <strong>of</strong> the cattle and various schemes running and their benefits.<br />

Bio-physical survey was undertaken to identify various natural resources available in the village. It included the soil typology, well in the area,<br />

crop taken in the field, Cropping pattern, fertilizer used and various sources <strong>of</strong> irrigation in the field.<br />

iii) Participatory <strong>Rural</strong> Appraisal (PRA)

The past experience <strong>of</strong> watershed has given tremendous input to focus on creating accountability <strong>of</strong> the stakeholders towards the program. This<br />

has created an emphasis to include all the stakeholder communities and their local and Indigenous Technological Knowledge (ITK) while<br />

planning for any activity. Participatory approach provides a new path for planning, implementing, monitoring and post-withdrawal activities<br />

with a complete accountability <strong>of</strong> the stakeholders. Various PRA techniques like resource mapping, social mapping, and season calendars were<br />

used to understand the physical and social orientation <strong>of</strong> the village in general and watershed in specific. These tools put the villagers in ease<br />

than the complicated questionnaires. Various tools like Matrix ranking, Venn diagram were used to identify various local vegetations (apt for<br />

afforestation), Fodder crops, various institutions and their significance in the life <strong>of</strong> the farmers.<br />

iv) Use <strong>of</strong> GIS and Remote Sensing for Planning<br />

Use <strong>of</strong> various high science tools has been promoted at various stages <strong>of</strong> watershed development.<br />

a) Prioritization<br />

Geographical Information System (GIS) has been used for prioritization process. Various layer maps were created like Geo-morphological, Soil,<br />

BPL Population, SC/ST population, Ground water Status, Drinking water situation Slope percent. These were all given proper weightage<br />

according to the Department <strong>of</strong> Land Records specification. This helped in prioritization <strong>of</strong> various watershed areas.<br />

b) Planning<br />

A action plan matrix was formulated by <strong>State</strong> Level Nodal Agency (SLNA) taking into account various features like the slope percent, soil Depth,<br />

Soil Texture, Soil Erosion in the area for wasteland, forest land and agricultural land. Global Positioning System (GPS) was used to identify each<br />

and every water conservation structures available in the project area. This was used to create a map.<br />

c) Hydrological Modeling<br />

Hydrology modeling technique was used for locating drainage, stream length, flow direction, sink, Flow accumulation. This model overlaid over<br />

cadastral map to calculate the catchment area <strong>of</strong> each structures like the check dam etc. This has helped to remove the human error which<br />

generally occurs while calculating the catchment area <strong>of</strong> a check dam.

Table No. 31: Watershed Committee Details<br />

It is a Committee that is constituted by Gram Sabha to implement the watershed project with technical support <strong>of</strong> WDT in the village. This<br />

Committee is registered under Society Registration Act 1860. The Gram Sabha <strong>of</strong> the village selects the Chairman <strong>of</strong> the Watershed<br />

Committee with Secretary who will be a paid functionary.<br />

WDT Member is also a Member <strong>of</strong> Watershed Committee. There will be a separate bank account for Watershed Project Fund. Money can<br />

be debited by joint signatures <strong>of</strong> the Nodal Officer (PIA representative) & the President or the Secretary <strong>of</strong> Watershed Committee.<br />

Self Help Groups are formed <strong>of</strong> weaker section <strong>of</strong> the society. Community Mobilizer will play an important role in this<br />

activity. The Watershed Committee shall constitute SHGs in the watershed area with the help <strong>of</strong> WDT from amongst poor, small and<br />

marginal farmer households, landless/asset less poor agricultural laborers, women, shepherds and SC/ST persons. These Groups<br />

shall be homogenous groups having common identity and interest who are dependent on the watershed area for their livelihood.<br />

Each Self Help Group will be provided with a revolving fund <strong>of</strong> an amount to be decided by DWDU.<br />

The Watershed Committee (WC) shall also constitute User Groups in the watershed area with the help <strong>of</strong> WDT. These are<br />

homogenous groups <strong>of</strong> persons most affected by each work/ activity and shall include those having land holdings within the<br />

watershed areas. Each User Group shall consist <strong>of</strong> those who are likely to derive direct benefits from a particular watershed work or<br />

activity. The Watershed Committee (WC) with the help <strong>of</strong> the WDT shall facilitate resource-use agreements among the User Groups<br />

based on the principles <strong>of</strong> equity and sustainability.<br />

Entry Point Activity:<br />

Entry point activity is an important work for project implementation Agency (PIA) , which will help them to establish rapport with village<br />

people and get in to the village. So entry point activity should be selected very carefully which will give benefit to all village people. Success <strong>of</strong> any<br />

project depends on involvement <strong>of</strong> local community. Villagers are the important stake holders who will be directly benefited from the project.<br />

Entry point activity is done during first phase <strong>of</strong> the project. It is done solve immediate problem <strong>of</strong> the village and create good impression &<br />

feeling so the villager support the watershed project & it can be run successfully.

Capacity Building is a continuous process. As a stake holder <strong>of</strong> Watershed Program should know how to use preserved natural resources,<br />

use <strong>of</strong> assets created under watershed program in sustainable manner, so all the stake holders including PIA, WDT, WC, SHG ,UG & village<br />

community needs to be trained for that. Various NGOs & Government Institutes are ready to do this work. But at grass root level Krishi Vigyan<br />

Kendra (KVK) has to deliver well as they have one <strong>of</strong> the best extension wing. KVK situated in Sanosara village <strong>of</strong> Shihor Taluka, whish is located<br />

in the project area. SPIPA & DSC will train PIA & WDT for proper implementation <strong>of</strong> program, while BIAF & VRTI will work for animal Husbandry<br />

& Community Mobilization.<br />

OUTCOMES<br />

The villages already get benefit <strong>of</strong> MGNREGA. However <strong>IWMP</strong> project has special fund allocation for asset-less people as well as microenterprise<br />

& production system, which enable village community towards sustainable source <strong>of</strong> income i.e. self employment. The project will not<br />

only ensure employment but also promote micro-enterprise which will create various sources <strong>of</strong> income other than agriculture & also make<br />

agriculture more pr<strong>of</strong>itable. Priority will be given to weaker section <strong>of</strong> the society i.e. women, BPL & SC/ST. However no ST population resides in<br />

the project area.<br />
