• Evacuate building as instructed or if after hours notify other occupants <strong>of</strong> the<br />
building to evacuate by the nearest safest exit if safe to do so.<br />

If you are alerted to an emergency or the fire alarm sounds please evacuate the building<br />
immediately and obey the directions given to you by the Fire Warden (wearing the Yellow<br />
hat). All <strong>Rural</strong> <strong>Health</strong> Academic Centre buildings have smoke alarms. In the larger complexes<br />
and as the regulations require, alarms are connected to the Country Fire Authority and some<br />
have sprinklers attached.<br />

kitchenette on the 1st floor and the main kitchen at Midlands accommodation. A first aid kit<br />
can also be found on the laundry bench just <strong>of</strong>f the kitchen/dining area <strong>of</strong> the Drummond<br />
Street house, and in the kitchen <strong>of</strong> the Wendouree Parade house.<br />

Your first point <strong>of</strong> contact is your Residential Student Advisor<br />
(RSA).<br />
The RSAs are the first point <strong>of</strong> contact for student residents<br />
outside normal <strong>Rural</strong> <strong>Health</strong> Academic Centre Office Hours<br />
(9.00am to 5.00pm Monday – Friday).<br />
RSAs are senior students appointed to assist with the dayto-day<br />
operation <strong>of</strong> residences. They provide out-<strong>of</strong>-hours<br />
assistance to residents (e.g. lost keys, broken equipment)<br />
and are informal mentors who provide advice and assistance<br />
on living harmoniously in residences, and how to locate<br />
information and services.<br />
RSAs may log matters arising out-<strong>of</strong>-hours for later referral<br />
to the Student Administration Office, or immediately to the<br />
appropriate service or facility contractor, if an emergency or<br />
urgent issue arises.<br />

ABOUT THE RURAL HEALTH ACADEMIC CENTRE<br />
Welcome to the <strong>Rural</strong> <strong>Health</strong> Academic Centre (RHAC), The <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong>’s centre<br />
<strong>of</strong> teaching, research and community development in rural health.<br />
The <strong>Rural</strong> <strong>Health</strong> Academic Centre manages the <strong>University</strong> Department <strong>of</strong> <strong>Rural</strong> <strong>Health</strong> and<br />
the <strong>Rural</strong> Clinical <strong>School</strong> which are two programs funded by the Commonwealth Department<br />
<strong>of</strong> <strong>Health</strong> and Ageing. The RHAC aims to increase the number <strong>of</strong> practitioners working in<br />
rural settings by providing education and training. Through close relationships with local<br />
hospitals and other rural health services, the RHAC shares resources and staff to enable an<br />

The RHAC has three campuses – Ballarat, Shepparton and Wangaratta - with multi-purpose<br />
facilities comprising student residential accommodation, <strong>of</strong>fice and administration areas as<br />
well as conference rooms, tutorial rooms, library, computers, a clinical skills laboratory and<br />
state-<strong>of</strong>-the-art audiovisual technology. New clinical training locations are in Benalla, Echuca<br />
and Yarrawonga.<br />
About the <strong>Rural</strong> <strong>Health</strong><br />
Academic Centre<br />
The <strong>Rural</strong> Clinical <strong>School</strong> (RCS) established under an initiative <strong>of</strong> the Commonwealth<br />
Department <strong>of</strong> <strong>Health</strong> and Ageing, admitted its first medical students in July 2002. Since<br />
July 2004, the RCS has trained 25% <strong>of</strong> <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong> Australian medical students<br />
undertaking their clinical years. The RCS works closely with hospitals <strong>of</strong> Ballarat <strong>Health</strong>,<br />
Bendigo <strong>Health</strong>, Benalla & District Memorial Hospital, Echuca Regional <strong>Health</strong>, Goulburn<br />
Valley <strong>Health</strong>, Northeast <strong>Health</strong> Wangaratta, Yarrawonga District <strong>Health</strong> Service and general<br />
practices in the region.<br />
The <strong>University</strong> Department <strong>of</strong> <strong>Rural</strong> <strong>Health</strong> program is also funded by the<br />
Commonwealth Department <strong>of</strong> <strong>Health</strong> and Ageing. Its mission is to improve the health<br />
and well being <strong>of</strong> rural and indigenous communities through quality, collaborative,<br />
multidisciplinary, culturally sensitive health education and research. The program includes a<br />
three-week <strong>Rural</strong> <strong>Health</strong> Module, which is a compulsory unit for medical students, and other<br />
placements for dental, physiotherapy, nursing and allied health students. The RHAC also<br />
<strong>of</strong>fers postgraduate training and conducts research.<br />

GUIDELINES FOR RESIDENTS<br />
Living Together<br />
Coming to the <strong>Rural</strong> <strong>Health</strong> Academic Centre may be the first time some residents have lived away<br />
from home in a group situation. Some pointers to making this living arrangement work well for all<br />
include the following:<br />
• Respect your cohabitants by keeping common areas clean and usable.<br />
• Respect others in regards to acceptable noise levels, and agreed-upon quiet times.<br />
• You may want to identify some shared commodities like laundry soap, milk, etc so you can<br />
buy in bulk, and not have 10 bottles <strong>of</strong> milk in the refrigerator.<br />
• Pitch in your fair share <strong>of</strong> contribution to any shared resources, for example you may want to<br />
have a schedule for who buys milk each week.<br />
• Pitch in for your fair share <strong>of</strong> cleaning duties.<br />
• It can be quite fun to have group meals periodically, with one or more people contributing to<br />
the preparation and clean up. You may want a schedule for who cooks and who cleans for<br />
group meals.<br />
• Don’t leave personal items in group space.<br />
• Remove laundry from machines promptly so others can use the machines.<br />
Living together well can be fun and you can make lifelong friendships. It can also ease the stresses<br />
<strong>of</strong> your demanding tertiary course and help you feel more at home in your new environment.<br />
Residential Code <strong>of</strong> Conduct – Commitment to Community Living<br />

Student accommodation is a type <strong>of</strong> community living that requires consideration <strong>of</strong> others,<br />
willingness to participate, flexibility, a commitment to live within certain guidelines that protect<br />
the safety, security and comfort <strong>of</strong> all, a readiness for independent living and an attitude <strong>of</strong><br />
responsibility towards your living and learning environment, and the staff and fellow residents <strong>of</strong><br />
your accommodation. The accommodation rules work in accordance with <strong>University</strong> Regulations<br />
and Statutes as well as laws in force in the State <strong>of</strong> Victoria.
By choosing to live in <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong> student accommodation you agree to abide by<br />

This Code <strong>of</strong> Conduct is underpinned by the <strong>University</strong><br />
disciplinary policy which may include a recommendation<br />
for suspension or exclusion from the Residences if it is<br />
breached. Students are required to sign the Residential Code<br />
<strong>of</strong> Conduct – Commitment to Community Living document to<br />
indicate agreement to abide by the above Code <strong>of</strong> Conduct.<br />
The <strong>Rural</strong> Environment and You<br />
Environmental <strong>Health</strong><br />
and Safety<br />
<strong>Rural</strong> environments are some what different to city ones and<br />
in particular you will be very visible to the local community.<br />
Anything you do, whether good or bad, will be remembered.<br />
In addition, anything you do will reflect on you as a person,<br />
you as a student, you as a future doctor or health services<br />
provider for this or other local communities, and on the<br />
<strong>Rural</strong> <strong>Health</strong> Academic Centre. The community has a long<br />
memory and news travels quickly – both good and bad. You<br />
may find yourself in the local newspaper for various events<br />
at the RHAC, in local sports, and for various achievements,<br />
whether great or small. We hope you can enjoy getting to<br />
know your new community, finding your place, and leaving<br />
your (hopefully positive) contribution at the hospital and in<br />
the local community.<br />
ENVIRONMENTAL HEALTH & SAFETY<br />
Students are responsible for adopting safe work and study<br />
practices, and are required to comply with all <strong>University</strong> and<br />
RHAC rules and procedures which relate to environment,<br />
health and safety.<br />

Fire Safety<br />
Do not interfere with fire equipment except in the case <strong>of</strong> an emergency. Please take care to<br />
prevent activating smoke detectors by turning on fans/exhausts near stoves, where provided.<br />
Please make yourself familiar with the floor plan <strong>of</strong> the <strong>Rural</strong> <strong>Health</strong> Academic Centre<br />
buildings and <strong>of</strong> your accommodation (see notice in each room). On the floor plans you will<br />
find the locations <strong>of</strong> the fire exits and fire extinguishers.<br />
Fire drills are conducted each semester and students will be expected to participate if present<br />
in the building.<br />
When you check into the <strong>Rural</strong> <strong>Health</strong> Academic Centre accommodation you will be required<br />
to participate in an Environmental <strong>Health</strong> and Safety induction. You may also be required to<br />
be inducted at the Centre’s associated hospitals.<br />
Incident Reporting<br />
All incidents should be reported (S3 Form) immediately to the RHAC Manager or your<br />
Academic Co-ordinator. If in doubt ask your local site administrator or the RHAC Manager,<br />
Georgia von Guttner, phone 5823 4502. All near misses should also be reported to the RHAC<br />
Manager.<br />
Environmental <strong>Health</strong><br />
and Safety<br />
Infection Control<br />
Hospital acquired infections (also known as nosocomial infections) have long been accepted<br />
as one indicator <strong>of</strong> the quality <strong>of</strong> hospital services. As a student in a hospital you will be<br />
required to practice infection control measures to reduce the rate <strong>of</strong> nosocomial infections.<br />
Student Hygiene / <strong>Health</strong><br />
Residents at the RHAC are part <strong>of</strong> a health service environment. A high standard <strong>of</strong> personal<br />
cleanliness is expected and students must report any situation where there is a risk <strong>of</strong> them<br />
disseminating or acquiring an infection eg. suffering with fever, open wound, jaundice,<br />
conjunctivitis, and diarrhoea. Students must be aware <strong>of</strong> their medical history with regard to<br />
infectious diseases and immunisation, especially Varicella, Hepatitis, Tuberculosis, Tetanus<br />
and Polio. You must ensure vaccinations and follow up are current.<br />

STUDENT WELFARE<br />
Ambulance Membership<br />
Students are required to obtain their own Ambulance<br />
membership. A current <strong>Health</strong> Care Card can also be used<br />
in responding to a bill from the Ambulance Service. Recent<br />
changes to Victorian legislation provide for the acceptance<br />
<strong>of</strong> all types <strong>of</strong> HCC – including those issued for low income<br />
purposes. More information is available from Centrelink.<br />
Counselling Services<br />
The welfare <strong>of</strong> students is a primary concern <strong>of</strong> the staff<br />
<strong>of</strong> the RHAC. If you are experiencing problems the Clinical<br />
Dean, Sub-Deans or your Academic supervisor are available<br />
to assist you (refer to Contact section <strong>of</strong> this Handbook).<br />
Student Welfare<br />

the RHAC can direct you to appropriate services. The<br />

<strong>Accommodation</strong><br />
The <strong>Rural</strong> <strong>Health</strong> Academic Centre manages student residences owned by The <strong>University</strong> <strong>of</strong><br />
<strong>Melbourne</strong> in Ballarat, Benalla, Mansfield, Shepparton and Wangaratta. It also utilises the<br />
accommodation facilities owned and managed by many <strong>of</strong> its health service partners. So far as<br />
practicable, common policy and procedures for residences apply.<br />
Bathrooms<br />
In most properties, bathrooms are shared. Residents are responsible for providing their own<br />
towels and toiletries and for keeping bathrooms tidy. Personal hygiene items must be disposed<br />
<strong>of</strong> in the sanitary bins provided. Please ensure that floors and showers are kept clear <strong>of</strong><br />
personal items. Toilet paper is supplied.<br />

Bedrooms<br />
All rooms in <strong>Rural</strong> <strong>Health</strong> Academic Centre accommodation have a bed (either single or<br />
double), a desk with chair, bookcase, wardrobe, drawers and bedside table. A mattress and<br />
mattress protector are provided. The Kilpatrick Ave, Shepparton accommodation rooms have<br />
a double bed, chair, desk, lamp and drawers. Bed linen is not supplied. Please bring your own<br />
bed linen, pillow and pillow cases, doona/quilt/blankets. You may bring a study lamp, stereo with<br />
headphones, computer and TV with you.<br />
Please note all electrical items are required to be Tested and Tagged (see relevant section<br />
Electrical Testing and Tagging). Double adaptors, international plugs and piggy backing <strong>of</strong><br />
power boards on single power outlets is a safety hazard and is prohibited within <strong>Rural</strong><br />
<strong>Health</strong> Academic Centre buildings including accommodation. International plugs do<br />
not meet Energysafe Victoria guidelines and are therefore prohibited.<br />
The use <strong>of</strong> bar fridges, jugs, toasters or other cooking equipment/utensils in rooms other than<br />
the kitchen is strictly prohibited. Residents cannot bring in additional furniture without the prior<br />
approval <strong>of</strong> the Resources Manager, RHAC.<br />
Bicycles<br />
Bicycle storage is provided at each <strong>of</strong> the student residences for all bicyles and should be arranged<br />
through your local student administration. All bicycles (both owned or hired) must be tagged<br />
(tags will be provided by the <strong>Rural</strong> <strong>Health</strong> Academic Centre) which allows us to identify the owner.<br />
Bicycles are stored at the owner’s own risk.<br />
For safety and cleanliness reasons bicycles are not permitted to be taken into or stored around<br />
the student residences. Students who do not store their bicycles as specified will receive a<br />
maximum <strong>of</strong> three warnings before the bicycle is confiscated (for return at the end <strong>of</strong> the student’s<br />
residency period).<br />
The <strong>Rural</strong> <strong>Health</strong> Academic Centre also has a number <strong>of</strong> bicycles available for hire. A $50.00<br />
refundable bond is payable on collection <strong>of</strong> the bicycle. A lock, and shed storage key/combination<br />
lock will be provided with the hire bicycle. Bonds are repayable upon return <strong>of</strong> the bicycle (in the<br />
same conditions as it was hired out in), lock and shed storage key.<br />
Students are required to comply with the Road Safety Road Rules 2009 (Vic.) p. 299, http://www.<br />
legislation.vic.gov.au/, as well as <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong> Occupational <strong>Health</strong> and Safety policies<br />
and guidelines http://policy.unimelb.edu.au/ when riding the bicycles.<br />

Residents hiring bicycles are strongly recommended to use their own correctly fitted bicycle<br />
helmet. If a resident does not have a helmet, helmets are available with the hire <strong>of</strong> the bicycle.
The hirer is responsible for ensuring that the helmet fits and is worn correctly at all times. Please<br />
see your local Student Administration to book a bicycle.<br />
Bond<br />
Short term students are required to pay a bond <strong>of</strong> $50.00. This bond will be refunded once the<br />
room is vacated. Bonds are repayable within 30 days <strong>of</strong> vacating the residences, except that<br />
whole or part may be retained to rectify damage to residences, furnishings or fittings, loss <strong>of</strong><br />
keys/swipes or to pay outstanding accounts. Long term residents sign a tennancy agreement.<br />
One <strong>of</strong> the conditions <strong>of</strong> tennancy is that residents will be charged for unreasonable damage.<br />
Check In<br />
Students intending on checking into <strong>Rural</strong> <strong>Health</strong> Academic Centre’s accommodation should<br />
arrive either during <strong>of</strong>fice hours 9.00am – 5.00pm, Monday – Friday or by prior arrangement<br />
on weekends between 3.00-6.00pm. Alternative arrangements can be made upon request with<br />
RHAC staff. If arriving after 9.00pm there will be a $50 charge unless arranged prior.<br />
If arriving on a weekend or after hours you will be required to meet with the Residential<br />
Student Advisor (RSA) or another designated contact person to collect keys and be given an<br />
Environmental <strong>Health</strong> Safety induction.<br />
Check Out<br />
<strong>Accommodation</strong> checkout time is 10.00am so that cleaning can be completed prior to the next<br />
occupancy – room keys should be returned to reception and all accounts settled. Please ensure<br />
that all personal items are taken with you, all food is removed from fridges, freezer and<br />
cupboards, the unit/room is left in a clean and tidy state, you have collected your mail and<br />
if not returning to the RHAC, you have provided a forwarding address. The RHAC will forward<br />
mail for a period <strong>of</strong> one month from checkout date. Storage <strong>of</strong> personal belongings between<br />
semesters is possible at some locations. Please check this with reception at least one working<br />
day before leaving. You will not be deemed to have checked out until your room key has<br />
been returned.<br />
Cleaning<br />
Cleaners are employed by RHAC for <strong>University</strong> managed properties to clean and vacuum<br />
shared areas including empty kitchen rubbish bins as per the table below. Outside <strong>of</strong> these<br />
days, residents are expected to empty bins and ensure council garbage bins are placed on the<br />
curbside or collection as per schedules provided. Cleaners will not enter student bedrooms.<br />
Bedrooms will only be cleaned on checkout. Vacuum cleaners are provided for student use.<br />
Please keep your room clean and tidy. Please ensure that surfaces such as kitchen benches<br />
are kept clear <strong>of</strong> dishes/food/rubbish otherwise they will not be cleaned. You should also<br />
help to ensure that the kitchen, bathrooms and communal areas are tidied and kept clean.<br />
Students are responsible for their own dishes and the cleaning <strong>of</strong> spills on ovens and hot plates.<br />
Food should not be stored in bedrooms. You may wish to draw up a cleaning roster with other<br />
residents. Residents should not use the kitchen, bathrooms or communal areas while cleaning<br />
<strong>of</strong> the unit is in progress. Kitchens will be cleaned prior to midday on the allocated day. Any<br />
additional cleaning required to the accommodation as a result <strong>of</strong> parties or other<br />
group activities will be charged to the group holding the party or group activity. If<br />
no-one accepts responsibility, all the residents <strong>of</strong> the accommodation will be charged<br />

standards are maintained. Warnings may be issued if there are problems and the RHAC reserves<br />

Computer Facilities<br />
Computer laboratories are accessible at each site administration building for self-directed<br />
learning with 24 hour access. Please read and adhere to the <strong>University</strong>’s regulations regarding<br />
computer and network facilities, located at http://www.unimelb.edu.au/ExecServ/Statutes/r81r7.<br />

In order to use the computer laboratories, you will need to fill out the ‘Declaration for use <strong>of</strong><br />
local computing facilities’ form, available from RHAC Reception. Once your personal account has<br />
been set up you will be notified <strong>of</strong> your user name and password. Please change this password<br />
when you first log on. You will be given a small amount <strong>of</strong> space on the file server to save your<br />
work. This will become your home directory available at log in to any computer laboratory<br />
machine. This home directory can also be made available from your personal computer in your<br />
room. See below for more information on “Network access from student accommodation”.<br />
Backup copies <strong>of</strong> work should always be saved to a disk and removed from the computer<br />
room. Multiple backup copies – stored in different locations – are recommended for important<br />
documents. Your personal home directory is also a good place to backup your files, as this is<br />
backed up 5 days a week as part <strong>of</strong> the RHAC file backup routine. Personal laptops are NOT<br />
to be connected to the phone point in the bedrooms. Each room has a data cable (blue) for<br />
computer usage, please see your site administrator or IT Officer if a cable is required.<br />
Please note that students can use their <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong> login and password on all RHAC<br />
computers.<br />

Computer Viruses<br />
In a shared computing environment there is always the chance that computer viruses may<br />
be present. Preventive measures should be used to minimise the chance <strong>of</strong> infection and<br />
transmission. All students in residence at the <strong>Rural</strong> <strong>Health</strong> Academic Centre are required to<br />
have their laptops or computers Virus checked and this can be organised through the local IT<br />
Officer. You will be unable to access the <strong>University</strong> network in your accommodation until this<br />
has been completed. You will also complete a Declaration <strong>of</strong> Computer Use for the <strong>University</strong><br />
Network at this time. For those in residence at Shepparton and Wangaratta, there is also a<br />
Disclaimer Form to be completed.<br />
IMPORTANT: It is a responsibility <strong>of</strong> students to ensure that their virus scanners<br />
are updated daily, and full scans are also completed daily. Windows updates should<br />
also be carried out daily as well. Daily scans <strong>of</strong> all computers on the <strong>Rural</strong> <strong>Health</strong><br />
Academic Centre network are conducted, and if any student personal computers are<br />
found to be significantly out <strong>of</strong> date, the privilege will be removed.<br />
Contractors<br />
From time to time maintenance contractors will need to be on site. If they need to access<br />
your room, we will endeavour to give you reasonable notice. Upon completion, a calling card<br />
will be left to inform you that the visit took place. Contractors need to have authorisation and<br />
keys issued from administration or the <strong>Rural</strong> <strong>Health</strong> Academic Centre Facility Contractor when<br />
carrying out works. Never give access to buildings to anyone claiming to be a contractor who<br />
does not have keys and an authorised contractor permit. If you have made a maintenance<br />
request for something to be repaired in your bedroom it will be taken as approval to enter the<br />
room to assess the problem and make repairs.<br />
Cultural Activities<br />
Ballarat is renowned for its gold and architectural heritage. It <strong>of</strong>fers contemporary<br />
restaurants, cafes, bars and boutique hotels, as well as the Ballarat Fine Art Gallery, Her<br />
Majesty’s Theatre, the Eureka Centre and a host <strong>of</strong> other events including the Begonia Festival<br />

Benalla has a pretty vibrant town centre. It is on the main road and rail route between<br />
<strong>Melbourne</strong> and Sydney, and is a 30 minute drive from Shepparton. Surrounded by parkland<br />
and walking tracks, the Lake Bemalla is popular for swimming and boating. Benalla has a lovely<br />
botanical garden, excellent regional art gallery, the Sir Weary Dunlop memorial statue and<br />
Benalla’s famous rose gardens. The Winton Motor Raceway hosts car, motorcycle and superkart<br />
racing is located north-east <strong>of</strong> Benalla.<br />

Echuca is on the murray River and a two hour drive from <strong>Melbourne</strong>. It<br />
was an important staging post for the first farming districts in Northern<br />
Victoria and Southern NSW. Echuca retains much <strong>of</strong> its history and pioneerera<br />
buildings making it a popular tourist destination with a unique Port and<br />
Paddle Steamer fleet, and quality eating venues. There are also Service Clubs<br />
on both sides <strong>of</strong> the Murray River, sporting facilities and extensive visitor<br />
accommodation.<br />
Mansfield Situated in the foothills <strong>of</strong> the Great Dividing Range, and is<br />
surrounded by grazing land and mountain forests, with the area well-known<br />
for its stunning scenery. The town centre has several historical buildings<br />
dating back to its days as a stock route camp in the 1940s and a gold mining<br />
service centre beginning in the 1850s. Mansfield is very much a tourist town,<br />
featuring a wide range <strong>of</strong> accommodation and vibrant commercial centre<br />
which caters for the many visitors who then travel to the ski resorts <strong>of</strong> Mount<br />
Buller or Mount Stirling via Merrijig. Around 25 kilometres north <strong>of</strong> Mansfield<br />
on the Midland Highway is Lake Nillahcootie. Visitors to the lake enjoy<br />
attractive picnic grounds, BBQs and a boat ramp, making the lake suitable<br />

Mt Beauty Established in 1949 and developed by the State Electricity<br />
Commission <strong>of</strong> Victoria to provide additional accommodation for the<br />

hydro electricity scheme. This relatively young town, along with the<br />
surrounding townships <strong>of</strong> Falls Creek, Bogong, Tawonga South and<br />
Tawonga, are all part <strong>of</strong> a prospering tourist area with excellent services,<br />
accommodation, food and a wide range <strong>of</strong> recreational activities available<br />
for all ages. Enjoy the relaxed country living, friendly locals and a number<br />

Wangaratta is situated in the heart <strong>of</strong> the north east Victorian<br />

diverse and changing visual arts program and a vibrant Arts Centre which<br />
hosts an extensive theatre season. Wangaratta is home to the annual<br />

Yarrawonga’s major natural attraction is Lake Mulwala which is a popular location for boating,<br />

strip is located along Belmore Street, with attractive parks and gardens located at the northern<br />
end which front onto Lake Mulwala. Good views along the Murray River and across Lake Mulwala<br />

Discipline<br />
Please consider others and maintain acceptable standards <strong>of</strong> behaviour and language at all times.<br />
Behaviour causing inconvenience, annoyance, hurt or embarrassment to others or wilful damage<br />
to property will result in disciplinary action and may result in termination <strong>of</strong> residence. See<br />
disciplinary policy under the section on RHAC Policies.<br />
Electrical Testing and Tagging<br />
The danger <strong>of</strong> fire, electrocution and/or electric shock caused by faulty electrical equipment is<br />
a major safety issue within shared accommodation. The <strong>University</strong> must comply with Australian<br />
legal requirements and also follows best practice in its student accommodation facilities in order<br />
to preserve life. The testing and tagging <strong>of</strong> all residents electrical equipment will be arranged<br />
within the first couple <strong>of</strong> weeks <strong>of</strong> your stay.<br />
All personal electrical equipment will be tested including hair dryers, shavers, computers,<br />
mobile phones & chargers, stereos/radio and personal kitchen equipment etc. These are tested<br />

Electrical items purchased overseas: please note that many electrical items imported from<br />
overseas do not meet Australian Standards and are not to be used in any student accommodation<br />
facility. This includes any electrical items requiring an adaptor because the cord has an overseas<br />
plug. Overseas plugs and overseas plugs used with adaptors do not meet Australian standards and<br />
are not to be used in student accommodation facilities. Some items with a transformer, i.e. laptop<br />
computer, can be resolved by the purchase <strong>of</strong> an inexpensive universal cable which plugs directly<br />
into the transformer and Australian wall socket.<br />

How and when testing takes place: you will be notified <strong>of</strong> the electrical testing date in<br />
advance and asked to leave all personal electrical items out and accessible on your desk/bed/floor<br />
for testing. (All testing is undertaken by a <strong>University</strong> appointed electrician or competent person.)<br />
It is the resident’s responsibility to ensure that personal equipment is available for testing and<br />
tagging on the testing date, or when requested to do so. All new or additional electrical items<br />
brought into the residence during your stay must be declared to administration for testing and<br />
tagging, which is in accordance with <strong>University</strong> policy.<br />

What happens if my electrical items fail the test: the electrical tester will take any failed<br />
equipment to your local campus reception. Failed electrical items will not be returned to you<br />
whilst you remain a resident <strong>of</strong> the <strong>University</strong>’s accommodation facility unless they are repaired<br />
and pass testing. You may request that the item be repaired & retested – this will be at your cost.<br />
Alternatively, faulty items will be returned to you upon checkout from the accommodation. Faulty<br />
equipment is a safety risk to all residents and your cooperation with these testing requirements is<br />
appreciated.<br />
Equipment and Other Facilities<br />
Word processing, photocopying and scanning facilities are available in each <strong>of</strong> the hospital libraries.<br />
Library staff are available to assist you with database searches.<br />
Ballarat - students have access to the Dunvegan Student Retreat at the rear <strong>of</strong> the RHAC<br />
Building. There is a fully equipped kitchen (no stove); dining/lounge room/locker area; there<br />
is a computer lab with study area; a bathroom with toilet and shower. Ballarat <strong>Health</strong> Services<br />
– photocopying and printing costs – 15¢ per page, see Library staff for payments. Overhead<br />
transparencies are also available for purchase.<br />
Benalla - students have access to the Michael Long Education Centre on the hospital campus.<br />

Fees are payable in advance and invoices are rendered at the beginning <strong>of</strong> each semester. Payment<br />
must be made in full by the due date on the account or an administration fee may be charged.<br />
Payment options may be discussed with the RHAC, please contact the Finance Officer. If you are<br />
experiencing difficulties with paying fees by the due date, please see the Resources Manager as<br />
soon as possible.<br />
Firearms or Weaponry<br />
Firearms, ammunition, knives or any other kind <strong>of</strong> weaponry are strictly prohibited. They will be<br />
confiscated if found and removed from the premises.<br />
Fire Equipment<br />
Do not interfere with fire equipment except in the case <strong>of</strong> emergency. Interference with fire<br />
equipment is considered a major <strong>of</strong>fence within the <strong>Rural</strong> <strong>Health</strong> Academic Centre (please refer to<br />
the Disciplinary Policy section <strong>of</strong> this guide for further information). Please take care not to activate<br />
smoke detectors. Please take time to familiarise yourself with the location <strong>of</strong> fire blankets and<br />
extinguishers and also the emergency exit plan for your accommodation which is posted in each<br />
bedroom and on pinboards throughout the accommodation.<br />
Fire Safety<br />
Candles and incense must not be burnt in bedrooms as they are a fire risk and can trigger the fire/<br />
smoke detectors. The student responsible will be liable for the CFA callout charge. Students are not<br />
permited to hang anything from sprinkler fixtures as they may malfunction causing water damage<br />
which will be invoiced to the student.<br />

Fire Wardens<br />
Residential Student Advisors (RSA’s) will be trained and act as Fire Wardens in case <strong>of</strong> fire or other<br />
emergency. All residents may at times have a role to play in an emergency and should be prepared<br />
to take the role <strong>of</strong> the Fire Warden if required. Upon the fire alarms sounding occupants must<br />
evacuate the building immediately. You must obey the instructions <strong>of</strong> the fire warden wearing the<br />
Yellow/White hat. Fire Warden hats (yellow) are supplied in each residence. RSA’s will be trained<br />
by the <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong> as Fire Wardens shortly after commencement.<br />

First Aid<br />
First aid kits are located as per Pages 11-12. Please ensure any items used are recorded in<br />
the book provided so that they are replaced promptly. First Aid kits are audited every three<br />
months and supplies replenished. If supplies are very low and it is before Audit, please fill out a<br />
Maintenance Request form for your site administrator.<br />
Flash Drives / CDs / Zip Disks<br />
USB flash drives are the main external media used. A CD burner or Zip drive may be provided by<br />
the LITE <strong>of</strong>ficer for special needs.<br />
Furniture and Fittings<br />
Please do not remove furniture and fittings supplied by the RHAC. Please discuss any special<br />
requirements with the Resources Manager, RHAC.<br />
The use <strong>of</strong> bar fridges, jugs, toasters or other cooking equipment/utensils in rooms other than<br />
the kitchen is strictly not permitted. Please do not bring extra furniture without prior<br />
approval <strong>of</strong> the Resources Manager, RHAC.<br />
Damage should be reported immediately to your Residential Student Advisor (RSA) or Student<br />
Administration at the earliest opportunity, using the Maintenance Request form provided in your<br />
accommodation. Charges may apply if items are damaged or lost.<br />

How To Use<br />
All bedrooms have hydronic water panel heaters which are individually<br />
controlled. Sitting rooms and the computer room have reverse-cycle<br />
heating and cooling units which are individually controlled. The dining room<br />
has ducted heating around the large area. Controls are located on the east<br />
wall at the south end <strong>of</strong> the dining room.<br />
All bedrooms have portable individually controlled electric heaters. Front<br />
lounge/entrance area has a gas furnace. It is recommended when in<br />
residence in winter to use the gas furnace as much as possible. This<br />
residence does not have air-conditioning.<br />
Please note: There is a gas heater in Room 4 and a solid fuel heater in<br />
the lounge room - PLEASE DO NOT USE THESE.<br />
The lounge has gas heating, and there is a small heater in each bedroom.<br />
Each room also has evaporative cooling.<br />

Each unit has its own heating/cooling system. Instructions on use can be<br />

Evaporative airconditioning unit is located in the kitchen. This unit is for<br />
use in kitchen and dining areas. For most efficient use a window should be<br />

All Stage 1(larger) Bedrooms and the lounge area have refridgerated hot<br />
and cold air-conditioning set at temperatures ranging seasonally between<br />
21C - 26C.<br />
Stage 2 (smaller) Bedrooms have individually controlled split-system<br />

A manual timed control switch for the Stage 1 air conditioner is located in<br />
the passage outside the kitchen when needed outside set hours.<br />
Ducted heating and cooling<br />
Please carry your <strong>University</strong> student card with you when on <strong>University</strong> property. Security<br />
personnel patrol the buildings after hours. You will be required to have your identification with<br />
you.<br />
When in a clinic or hospital it is compulsory that students wear <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong><br />
Identification and Hospital Identification Cards. You will be provided with a hospital ID card on<br />
arrival at the RHAC. All ID Cards must be returned on checkout from the RHAC accommodation.<br />

Kitchens<br />
Kitchens and equipment are designed for multiple users. Establishing kitchen etiquette with<br />
fellow residents is a good idea to avoid disputes.<br />
Students must adhere to any roster systems that the Resident Student Advisors (RSA’s)<br />
establish. The kitchen should be cleaned by individuals after each use and rules <strong>of</strong> hygiene<br />
must be observed. This means that benchtops, sinks, and stove tops must be kept clean,<br />
and items stored in cupboards or fridges provided. Dishwashing liquid and dishwasher powder<br />
are supplied. Please ensure that you follow instructions for use when using the dishwashers.<br />
Tea towels are provided and it is the resident’s responsibility to ensure tea towels are washed<br />

Borrowed materials are normally delivered to the local library within three working days<br />
<strong>of</strong> making the request. The hospital library will notify you when the materials may be<br />

All <strong>University</strong> managed residences are provided with a<br />
Maintenance Request Book. If you notice breakages,<br />
breakdowns or experience service faults please complete<br />
the form provided and return to the RHAC Reception or your<br />
Residential Student Advisor (RSA).<br />
Urgent after hours maintenance should be called through<br />
to the <strong>Rural</strong> <strong>Health</strong> Academic Centre Facility Contractor (see<br />

each residence for resident parking only. Please do not park<br />
in the spaces provided for staff and visitors <strong>of</strong> the <strong>Rural</strong> <strong>Health</strong><br />
Academic Centre.<br />
Parking on grassed areas is prohibited. Vehicles must only be<br />
driven in a forward direction when entering and leaving the site.<br />
Any loading/unloading <strong>of</strong> vehicles must be carried out in the<br />
parking areas provided.<br />
The RHAC does not accept responsibility for the security<br />
<strong>of</strong> residents’ cars. Please keep cars locked and make sure<br />
appropriate insurance is maintained. Shepparton - Parking<br />
Permits for student residential parking are available from<br />
the RHAC’s Reception. All students must have a permit<br />
displayed to park on site.<br />
Newspapers<br />
Local and national newspapers are available at each hospital<br />
Library.<br />
Noise<br />
Undue noise disturbs fellow residents trying to study and<br />
may seriously disrupt the residential community. Please use<br />
headphones to listen to loud music and otherwise ensure that<br />
TVs, stereos and radios are inaudible outside rooms when the<br />
door is shut. Door slamming, loud conversation and other noisy<br />
activity should be avoided in consideration <strong>of</strong> others working or<br />
relaxing in their rooms.<br />
Residents disturbed by undue noise have a right and obligation<br />
to request quiet. If repeated requests are ignored please see<br />
the Residential Student Advisor or RHAC’s Reception.<br />
Parties and Functions<br />
Small gatherings <strong>of</strong> residents are permitted. Large functions<br />
require permission in advance from the RHAC’s Reception and<br />
in accordance with the <strong>University</strong>’s policies, residents must<br />
complete an event Management and Safety Checklist. Any<br />
additional cleaning required to the unit/accommodation as a<br />
result <strong>of</strong> parties or other group activities will be charged to the<br />
group holding the party or group activity.<br />
If no-one accepts responsibility all residents <strong>of</strong> the unit/<br />
accommodation will be charged equally.
Alcohol must not be sold from the premises. Alcohol can be used in moderation and with<br />
due consideration for other residents. Misuse <strong>of</strong> alcohol is an <strong>of</strong>fence under the <strong>University</strong><br />
Discipline Rules (see http://www.unimelb.edu.au/ehsm/ and select Section 8.25 on the<br />
<strong>University</strong>’s Alcohol and Drug Policy and Procedures).<br />
Pets<br />
Pets are not permitted. Please do not feed stray or wild animals and do not bring animals<br />
into residential units.<br />
Phone Cards<br />
Phone Cards cannot be used in the Shepparton Graham Street accommodation units. Phone<br />
card access is limited to the Payphone in the Administration Building Foyer. A payphone is<br />
located at Kilpatrick Avenue, Shepparton.<br />
Printing and Photocopying<br />
This service is available free <strong>of</strong> charge to students. Please assist with environmental<br />
management by not wasting paper. For example, edit on screen instead <strong>of</strong> printing excessive<br />
numbers <strong>of</strong> draft copies. Place all waste paper in recycling bins. LITE <strong>of</strong>ficer will keep checks<br />
on paper availability for computer lab printer, and top up where necessary<br />

Residency Agreement<br />
Each applicant must complete an <strong>of</strong>ficial application form including signed agreement<br />
to abide by the terms and conditions <strong>of</strong> residency. The form is available from the RHAC<br />
Reception.<br />
Residential Student Advisors<br />
Residential Student Advisors (RSA) are appointed and authorised by the RHAC to assist with<br />
the day-to-day operation <strong>of</strong> residences and promote a collegial environment for students.<br />
They provide out-<strong>of</strong>-hours assistance to residents (eg: lost keys, broken equipment) and are<br />
informal mentors who provide advice and assistance on living harmoniously in residences,<br />
and how to locate information and services. They may log matters arising out <strong>of</strong> hours, for<br />
later referral to the RHAC Reception.<br />
RSAs also act as building wardens and must undertake appropriate induction and training.<br />
Please see the noticeboards in each Residence for RSA names and contact phone numbers.<br />
Room Allocation<br />
Rooms are allocated at the discretion <strong>of</strong> the RHAC. Every effort will be made to minimise<br />
disruption for students who leave their clinical base for rotations elsewhere. All rooms<br />
must be vacated at Semester breaks. If residents would like to stay at other times holiday<br />
accommodation rates will apply from the end <strong>of</strong> each semester.<br />
Room Inspection<br />
The RHAC normally requires an inspection when the room is vacated, prior to reimbursement<br />
<strong>of</strong> any bond paid. Residents are invited to be present when a room inspection is conducted.<br />
Rotations<br />
Students will be required to vacate their room when going on rotation or semester break. A<br />
small amount <strong>of</strong> storage space is available at some locations during semester break. When<br />
demand for accommodation from other students is high it is not possible to guarantee that<br />
residents will be allocated their former room.<br />

Rubbish Collection<br />
Please see local site information at each accommodation site or contact your local RHAC<br />
Reception regarding allocated Rubbish Collection days. Residential Student Advisors (RSA’s) are<br />
responsible for developing student rosters for various accommodation responsibilities including<br />
placing bins out for collection. All residents are expected to assist with bin collection duties.<br />
Security<br />
Please keep your room locked when you are out. It is advisable to lock your room when sleeping.<br />
If you are to be away for more than a few hours please ensure that electricity is turned <strong>of</strong>f at the<br />
power point. Similarly, please do not leave front or rear doors to accommodation unlocked even if<br />
other residents may be in their rooms.<br />
Selection <strong>of</strong> Residents<br />
The RHAC accommodation is primarily for medicine and health students enrolled at The<br />
<strong>University</strong> <strong>of</strong> <strong>Melbourne</strong>. There are insufficient places in our residences to accommodate all <strong>of</strong><br />
the students coming for health placements. Priority is given to <strong>Rural</strong> <strong>Health</strong> Academic Centre<br />
students, including Advanced Medical Science students and those attending medical and allied<br />
health placements through the <strong>Rural</strong> Clinical <strong>School</strong> (RCS) and <strong>University</strong> Department <strong>of</strong> <strong>Rural</strong><br />
<strong>Health</strong> (UDRH). Students from other <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong> Clinical <strong>School</strong>s and health students<br />
enrolled with other universities are accommodated where possible.<br />
Smoking<br />
Smoking is not allowed in any <strong>of</strong> the residences or the RHAC building or within six metres <strong>of</strong> an<br />
entrance or air conditioning register.<br />
Women’s Childrens Adolescent <strong>Health</strong> Rotations - <strong>Melbourne</strong><br />
The <strong>Rural</strong> <strong>Health</strong> Academic Centre does not organise accommodation for students in <strong>Melbourne</strong><br />
whilst completing teaching blocks at metropolitan hospitals. RHAC will reimburse accommodation<br />
up to $75.00 per student per night via a Student Payment Request Form. A tax invoice and<br />
receipts must be submitted, and payment authorised by the Undergraduate Programs Manager.<br />
Sports Facilities and Student Activities<br />
Student discounts are available at a range <strong>of</strong> facilities. Please contact the Student Support Officer<br />
or your local RHAC Reception for current details.<br />
Storage<br />

Storage – Semester Breaks and Summer Holidays<br />
At some locations limited storage is available to continuing students and can be arranged by<br />
contacting the RHAC Reception at each site. The maximum amount <strong>of</strong> storage per student is two<br />
plastic storage tubs which are provided by the RHAC.<br />
The following applies to items stored:<br />
• Storage items must be moved to the allocated storerooms no later than 24 hours prior to your<br />
departure<br />
• Storage items must be collected by the Pick Up Date listed and prior to the commencement <strong>of</strong><br />
the Semester<br />
• The contents stored must not include items <strong>of</strong> plant or food matter; be combustible or<br />
explosive<br />
• Fragile or valuable items should not be stored<br />
• The RHAC accepts no responsibility for loss or damage. The <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong>’s<br />
insurance program does not cover personal effects belonging to students.<br />
• Unreturned storage boxes will incur a charge <strong>of</strong> $20.00 per box.
Furthermore, <strong>University</strong> staff will not be available to move storage tubs or other items required<br />
to be stored – this is the student’s responsibility.<br />
Student Support Officer<br />
A Student Support Officer is available for all students and is based in Shepparton - phone: (03)<br />
5823 4504. The Student Support Officer can help provide access to wellbeing services, financial<br />
advice and support and local community services and activities.<br />
Telephone<br />
Telephones are available in each residence. The cost <strong>of</strong> a local call is $0.40 and STD calls are<br />
at an approximate rate <strong>of</strong> $1.00 per minute. Students will be invoiced for their telephone usage<br />
monthly or on checkout for short term students. Payphones are located in the foyer <strong>of</strong> the <strong>Rural</strong><br />
<strong>Health</strong> Academic Centre Shepparton <strong>of</strong>fice as well as at 42 Kilpatrick Avenue, Shepparton. The<br />

Unlawful Substances/Articles<br />
Residents are subject to State laws and breaches may result in Police action. The RHAC will not<br />
condone illegal activity <strong>of</strong> any kind and will refer allegations to the Police.<br />
Vacations<br />
Students who pay the full semester fee have access to their rooms for the semester including<br />
the examination period. Between semesters, continuing students have two options:<br />
• Remain living in residences at a charge <strong>of</strong> $80.00 per week. (Only available subject to room<br />
availability)<br />
• Vacate your room, removing all personal belongings and food items.<br />
During the vacation periods room inspections and repairs, maintenance and thorough cleaning<br />
will be undertaken at all sites. Short-term students may only remain in residence whilst on<br />
placement.<br />

Visitors and Overnight Guests<br />
A student may have a guest stay in their room for a night or two in the host’s room if this is agreeable<br />
to the other unit residents. The student must negotiate this with the other residents. In the event that<br />
the majority <strong>of</strong> residents are unhappy having the guest stay, the guest will not be permitted to stay.<br />
Guests are not permitted to stay in vacant rooms in the student accommodation. Guests must adhere<br />
to all rules applicable to <strong>Rural</strong> <strong>Health</strong> Academic Centre accommodation residents and guests are the<br />
responsibility <strong>of</strong> the inviting student.<br />
Guests must complete the safety induction that is applicable to all residents using the <strong>Rural</strong> <strong>Health</strong><br />
Academic Centre accommodation. This induction must be completed for the guest by a Residential<br />
Student Advisor. It is the responsibility <strong>of</strong> the inviting student to arrange this with the Residential<br />
Student Advisor. Keys are not to be given to visitors and Residential Student Advisors are prohibited<br />
from opening rooms for guests/visitors. Guests are not permitted in RHAC or hospital buildings. Under<br />
no circumstances are guests permitted to attend classes. Under no circumstances are guests permitted<br />
to use <strong>University</strong> computers or access the intranet.<br />

Harassment, Bullying, Aggressive Behaviour<br />
In order to protect the interests, health and safety <strong>of</strong> all students, staff and visitors, harassment,<br />
bullying or aggressive behaviour will be subject to disciplinary action.<br />

• Sexual Harassment<br />
The <strong>University</strong> policy is that all students, residents, visitors and employees should enjoy an<br />
environment free from all forms <strong>of</strong> discrimination, including sexual harassment.<br />
“Sexual Harassment” is a general term covering unwelcome sexual behaviour. This could include a<br />
demand for sexual activity (subtle or explicit) or <strong>of</strong>fer <strong>of</strong> sexual favours, unwanted and deliberate<br />
physical contact, unwelcome sexual jokes, innuendos or comments <strong>of</strong> a sexual nature. It could also<br />
be the display <strong>of</strong> <strong>of</strong>fensive language, pictures or publications on whiteboards or notice boards, the use<br />
<strong>of</strong> <strong>of</strong>fensive language in the accommodation, classroom or workplace.<br />

where safe and respectful living, work and study environments are a priority. Bullying is unwelcome<br />
and unreasonable behaviour that is persistent. It creates a hostile, uncomfortable or <strong>of</strong>fensive<br />
atmosphere for those who are target/s <strong>of</strong> the bullying. If you are concerned about bullying, you<br />
should report the behaviour to your Academic Co-ordinator (refer page 16-18).<br />

Disciplinary Policy<br />
Terms and Conditions Controlling the Conduct <strong>of</strong> Students in<br />
Residence<br />
The Resources Manager, RHAC is responsible for administering the<br />
terms, conditions and agreements for <strong>Rural</strong> <strong>Health</strong> Academic Centre<br />
residences. Each resident shall sign a Residency Agreement Form to<br />
accept the terms and conditions <strong>of</strong> using RHAC accommodation before<br />
taking up residency.<br />
The <strong>Accommodation</strong> Handbook is provided to all students on entering<br />
<strong>Rural</strong> <strong>Health</strong> Academic Centre residences and contains the rules and<br />
regulations by which residents are bound.<br />
Disciplinary Policy<br />

Minor Offences<br />
The following behaviour will be regarded as a minor <strong>of</strong>fence and may<br />
result in one or more <strong>of</strong> counselling, warning, fine and compensation<br />
as appropriate:<br />
• Unacceptable level <strong>of</strong> noise<br />
• Lack <strong>of</strong> reasonable cleaning or care <strong>of</strong> equipment or facilities<br />
• Minor damage to property and equipment<br />
• Minor disturbances<br />
• Inappropriate behaviour causing inconvenience, annoyance, hurt or<br />
embarrassment to other residents or staff<br />
• Careless attention to the safety and security <strong>of</strong> other residents<br />
• Non-declaration <strong>of</strong> overnight guests<br />
• Excessive consumption <strong>of</strong> alcohol<br />
• Smoking in non-designated areas<br />
Major Offences<br />
• Wilful damage to property and equipment<br />
• Interference with another student’s room<br />
• Raids<br />
• The possession <strong>of</strong> firearms or weapons<br />
• Assault on any person on the premises<br />
• Theft <strong>of</strong> food, equipment, money or clothing in residence<br />
• The storing, growing, selling or taking <strong>of</strong> illegal substances<br />
• Wilful misuse <strong>of</strong> fire or safety equipment<br />
• Creation <strong>of</strong> a major disturbance in the residence<br />
• Physical, emotional or sexual harassment <strong>of</strong> residents or staff<br />
• Major breaches <strong>of</strong> security and safety <strong>of</strong> the residence and its<br />
members<br />
• An accumulation <strong>of</strong> 3 or more formal warnings<br />
Procedure for Major Offences<br />
In all cases, the Resources Manager may choose to suspend the<br />
resident while the case is considered. If criminal activity is alleged the<br />
Resources Manager will not undertake any further enquiries but will<br />
refer the matter immediately and directly to the police for investigation<br />
and action. Persons found guilty <strong>of</strong> a criminal <strong>of</strong>fence will be evicted<br />
from the residences. In cases that are not referred to the police, the<br />
Resources Manager will invite the alleged <strong>of</strong>fender to respond to the<br />
allegation in writing within a specified period <strong>of</strong> not more than five<br />
working days. A meeting may subsequently be convened.<br />

If the <strong>of</strong>fence is proven, the Resources Manager may suspend or evict the <strong>of</strong>fender, impose a fine<br />
or probation period and/or refer the <strong>of</strong>fender to a counsellor or specialist area <strong>of</strong> the <strong>University</strong>. The<br />
resident may choose to discuss his/her position with the Resources Manager at any time during this<br />
procedure.<br />
Appeals<br />
A resident disciplined by the Resources Manager may appeal to a Disciplinary Appeals Committee<br />
comprising the Manager, RHAC and one other member <strong>of</strong> the academic staff appointed by the Chair<br />
<strong>of</strong> the RHAC. Appeals must be in writing and submitted within five working days <strong>of</strong> the Resources<br />
Manager’s decision.<br />

Privileges and Responsibilities <strong>of</strong> Users:<br />
1. Facilities may only be used for authorised purposes.<br />
2. No user may engage in any act or practice, or omit to do any act or practice, which constitutes a<br />
misuse <strong>of</strong> any <strong>of</strong> the facilities.<br />
3. Any use <strong>of</strong> facilities which incurs a charge from a provider must be approved by the provider, and<br />
if applicable, also by the organisational unit which will be paying the charge.<br />
4. Any user who becomes aware that facilities are being used by any person to infringe the<br />
intellectual property rights <strong>of</strong> another person, or that the effect <strong>of</strong> any use <strong>of</strong> any facilities is to<br />
infringe such rights, must notify the <strong>University</strong> copyright <strong>of</strong>ficer forthwith.<br />
Schedule 1 <strong>of</strong> the Policy, “Misuse”, is provided below for your information.<br />
For the purposes <strong>of</strong> regulation 8.3.R2 ‘misuse’ includes, but is not limited to:<br />
a. use for any purpose other than an authorised purpose;<br />
b. use that causes or contributes to a breach <strong>of</strong> any provision <strong>of</strong> a law, statute, regulation, subordinate<br />
instrument or code <strong>of</strong> practice or conduct applying to the <strong>University</strong> or to which users are subject;<br />
c. use that contravenes a <strong>University</strong> statute, regulation, rule, policy or procedure;<br />
d. creating, transmitting, storing, downloading or possessing illegal material;<br />
e. the deliberate or reckless creation, transmission, storage, downloading, or display <strong>of</strong> any <strong>of</strong>fensive or<br />
menacing images, data, or other material, or any data capable <strong>of</strong> being resolved into such<br />
images or material, except in the case <strong>of</strong> the appropriate use <strong>of</strong> facilities for properly<br />
supervised <strong>University</strong> work or study purposes;<br />
f. use which constitutes an infringement <strong>of</strong> any intellectual property rights <strong>of</strong> another person;<br />
g. communications which would be actionable under the law <strong>of</strong> defamation;<br />
h. communications which misrepresent a personal view as the view <strong>of</strong> the <strong>University</strong>;<br />
i. deliberate or reckless undertaking <strong>of</strong> activities resulting in any <strong>of</strong> the following-<br />
i. the imposition <strong>of</strong> an unreasonable burden on the central facilities or a local facility;<br />

k. gambling on-line, other than participation in approved football-tipping and like competitions, where<br />

business purpose other than <strong>University</strong> business, without prior approval from the vice-chancellor;<br />
n. use <strong>of</strong> any facilities to publish a journal or any other publication, including an online publication<br />
such as an e-zine or website or blog journal, except where the journal or publication is <strong>of</strong> a kind<br />
authorised by any guidelines published by the vice-principal (information) under section 10;<br />
o. subscribing to list servers, mailing lists and other like services for purposes other than <strong>University</strong><br />
work or study or limited personal use;<br />
p. participation in on-line conferences, chat rooms, discussion groups or other like services for purposes<br />
other than <strong>University</strong> work or study or limited personal use;<br />
q. unauthorised accessing <strong>of</strong> information, including but not limited to unauthorised access to servers,<br />
hard drives, email accounts or files;<br />
r. unauthorised reserving <strong>of</strong>, or exclusion <strong>of</strong> others from using, any facilities;<br />
s. breaching the <strong>University</strong>’s Privacy Policy;<br />
t. performing an act which will interfere with the normal operation <strong>of</strong> any facilities;<br />
u. unauthorised use <strong>of</strong> the <strong>University</strong> crest;<br />
v. representing that a message or material comes from another person without that person’s<br />
authorisation;<br />
w. knowingly running, installing or distributing on any facilities a program intended to damage or to<br />
place excessive load on any facilities, including without limitation programs in the nature <strong>of</strong> computer<br />
viruses, trojan horses and worms;<br />
x. failure to comply with the conditions <strong>of</strong> use imposed by an external provider when that provider’s<br />
facilities or services are used in conjunction with any facilities;<br />
y. providing a password or other means <strong>of</strong> authentication for any facilities to another person without<br />
prior written approval from the relevant provider, or failing to take reasonable care to protect a<br />
password or other means <strong>of</strong> authentication for any facilities from being accessed or used by another<br />
person;<br />
z. failing to exercise reasonable care in the use, management and maintenance <strong>of</strong> facilities, including<br />
but not limited to taking reasonable steps to ensure security and integrity <strong>of</strong> facilities, including<br />

EHS INCIDENT REPORTING & INVESTIGATION<br />
Introduction<br />
The <strong>University</strong> strives to ensure the health and safety <strong>of</strong> its staff, students, contractors and visitors,<br />
and to reduce its environmental impact, as far as is reasonably practicable. All Environment, <strong>Health</strong><br />
& Safety (EHS) incidents that occur in the course <strong>of</strong> <strong>University</strong> business including in its residences<br />
must be reported. This is crucial to assist the <strong>University</strong> to understand, investigate and manage risks<br />
to its people, property and environment. Some potentially high consequence EHS incidents<br />
require immediate notification by the EHS Unit to regulators such as WorkSafe Victoria.<br />
Serious consequences may apply if this requirement is not met.<br />
EHS incidents include:<br />
• Injuries or illnesses<br />
• Incidents or near misses<br />
• Property loss or damage<br />
• Environmental damage<br />
Key Regulatory Requirements<br />
The Occupational <strong>Health</strong> and Safety Act 2004 (Vic) requires employers to, so far as reasonably<br />
practicable, to provide a safe workplace. The Accident Compensation Act 1985 (Vic) requires<br />
employees to report work-related injuries and illnesses to an employer, and for the employer to<br />
maintain a register <strong>of</strong> injuries.<br />
Incident Reporting<br />
Staff, students, contractors and visitors are required to report any EHS incident and/or hazard<br />
to their local supervisor or the manager <strong>of</strong> the work area as soon as reasonably practicable. The<br />
incident should be reported:<br />
• Via Themis EHS Incident Reporting, for those who have access to Themis; or<br />
• On a hard-copy S3 Incident Report form.<br />
High consequence incidents should be reported immediately, and other incidents should be reported<br />
within 24 hours <strong>of</strong> becoming aware <strong>of</strong> the incident, injury or illness. For more information about high<br />
consequence incidents, refer to Safety Bulletin 01-07: Serious Injury and Incident Notification.<br />
Responding to an EHS incident if a person(s) is injured:<br />
1. Protect your health and safety;<br />
2. Protect the health and safety <strong>of</strong> others;<br />
3. Provide aid to any injured persons involved in the incident (if necessary);<br />
4. Call for first aider (if necessary);<br />
5. Call emergency services (if necessary);<br />
6. Call campus security to coordinate access for emergency services on campus (if necessary);<br />
7. Take essential action to make the site safe or to prevent a further incident (if applicable).<br />

Responding to an EHS incident if no-one is injured or after injured person(5. s) have<br />
been assisted:<br />
1. Isolate the incident site or take essential action to prevent a further incident;<br />
2. Confirm if the incident requires immediate notification to WorkSafe (you can refer to<br />
Safety Bulletin 01-07: Serious Injury and Incident Notification for guidance on the types <strong>of</strong><br />
incidents to which this applies);<br />
3. If immediate notification is not required, restore site or commence repair work to make the<br />
site permanently safe;<br />
4. If immediate notification to a regulator may be required, contact EHS Unit staff through<br />
Security on (03) 8344 6666.<br />

<strong>Health</strong> and Safety Representative Involvement<br />
An elected employee <strong>Health</strong> and Safety Representative for a<br />
designated work group may inspect the workplace immediately<br />
following an incident occurring, providing it is safe to do so.<br />
Supervisor Responsibilities<br />
Incident reports are normally received by the reporter’s supervisor.<br />
The supervisor is required to acknowledge the incident report. If the<br />
incident risk rating is medium, high or very high, then the supervisor<br />
must ensure that a formal incident investigation is completed. This<br />
would normally be undertaken by an incident investigation team.<br />
• Incident Investigation Teams - Requirements and<br />
Responsibilities<br />
The Incident Investigation Team may include the following<br />
participants:<br />
• Local supervisor or manager (Team Leader)<br />
• Persons involved in the incident and witnesses<br />
• <strong>Health</strong> and Safety Representative (if reasonably<br />
practicable)<br />
• EHS Adviser or local EHS Coordinator.<br />

The supervisor normally acts as the Team Leader. At least one<br />
team member should be trained in <strong>University</strong> <strong>of</strong> <strong>Melbourne</strong><br />
Incident Investigation methodology. The incident investigation<br />
team establishes the facts <strong>of</strong> circumstances leading up to the<br />
incident, during the incident and after the incident, by gathering and<br />
considering information including the effectiveness <strong>of</strong> the existing<br />
risk assessments and risk controls. More detailed advice on what<br />
to investigate is available in EHS Manual 14.1.4.4. New. Incident<br />
Investigation. The Incident Investigation team must recommend<br />
corrective actions to eliminate or reduce the risk <strong>of</strong> reoccurrence <strong>of</strong><br />
a similar incident so far as is reasonably practicable. The Incident<br />
Investigation Team Leader must provide a copy <strong>of</strong> the completed<br />
incident investigation report to the local EHS Committee and the<br />
EHS Adviser or Manager for the Faculty (Budget Division).<br />
The supervisor is responsible for ensuring that appropriate<br />
corrective actions are implemented or that the recommended<br />
corrective actions are escalated to a person responsible for<br />
implementation. The supervisor is required to ensure that when<br />
corrective actions are being implemented, the local personnel<br />
affected are consulted about the corrective actions. The supervisor<br />
is required to monitor progress <strong>of</strong> implementation <strong>of</strong> corrective<br />
actions and record when implementation <strong>of</strong> corrective actions is<br />
finalised.<br />
EHS Committee Responsibilities<br />
The Faculty/Division EHS Committee (or if applicable, the Local<br />
EHS Committee) is required to review incident investigation<br />
reports submitted by Incident Investigation Team Leaders. The<br />
EHS Committee is required to nominate a person (usually the EHS<br />
Coordinator) to review and report back to the committee on the<br />
effectiveness <strong>of</strong> the implemented control measures.
