Yolo County has focused on implementing Blueprint by directing<br />
development within city <strong>and</strong> community boundaries, <strong>and</strong><br />
improving rural roads for bicyclists, goods movement trucks,<br />
agricultural vehicles, <strong>and</strong> motorists.<br />
Rural Urban<br />
Connection<br />
Strategy (RUCS)<br />
Building on Blueprint, the Rural-Urban<br />
Connections Strategy (RUCS) looks at the<br />
region’s growth <strong>and</strong> sustainability objectives<br />
from a rural perspective. In the same way that<br />
Blueprint is an economic development strategy<br />
for urban areas, RUCS will be an economic<br />
<strong>and</strong> environmental sustainability strategy for<br />
rural areas.<br />
RUCS works to support the region’s agricultural<br />
legacy <strong>and</strong> promote economic development<br />
in rural communities. Through<br />
RUCS, SACOG engages with a wide group<br />
of stakeholders, including local government<br />
officials, the University of California Cooperative<br />
Extension, local Farm Bureaus,<br />
growers, <strong>and</strong> food activists. During outreach<br />
initiatives, RUCS stakeholders identified different<br />
opportunities to integrate bicycle <strong>and</strong><br />
pedestrian concerns into the project, such as<br />
reducing conflict between bicyclists/pedestrians<br />
<strong>and</strong> agricultural vehicles/equipment. As<br />
RUCS evolves, it will continue to consider<br />
designing rural communities that support all<br />
modes of transportation.<br />
The current RUCS effort focuses on:<br />
• l<strong>and</strong> use <strong>and</strong> conservation: policies <strong>and</strong><br />
plans that shape rural areas;<br />
• the infrastructure of agriculture: challenges<br />
to the production process;<br />
• economic opportunities: new ways to<br />
grow revenue;<br />
• forest management: building up economic<br />
<strong>and</strong> environmental value; <strong>and</strong><br />
• regulations: navigating federal <strong>and</strong> state<br />
environmental guidelines.<br />
Supporting Rural Roads<br />
Yolo County continues to pursue<br />
increasing safety along corridors between<br />
the cities of Davis, Woodl<strong>and</strong>,<br />
<strong>and</strong> Winters. The County’s adopted<br />
2012 Priorities focused on pursuing<br />
full funding for the County Road 98<br />
Safety Improvement Project. Yolo<br />
County has been awarded funding<br />
from state <strong>and</strong> regional programs to<br />
make improvements such as adding<br />
shoulders <strong>and</strong> bike lanes on this<br />
corridor, <strong>and</strong> is pursuing options to<br />
secure additional funds to complete<br />
the project.
