students with services, policies, procedures and<br />
regulations of the <strong>College</strong>. It also introduces you to<br />
various campus events, sources of information and<br />
expected guidelines of behavior.<br />
When is my tuition due? Does it cost anything to<br />
use the Fitness Center? How do I check out books<br />
from the Library? The answer to those questions<br />
— and many more — can be found in this Success<br />
Guide. Using this Success Guide will not only help<br />
you become more familiar the <strong>College</strong> and comfortable during your transition but also<br />
provide tips to help you achieve the ultimate objective of obtaining a degree from <strong>Carl</strong><br />
<strong>Sandburg</strong> <strong>College</strong>.<br />

The Extension Center is located at 380 E. Main St. in Bushnell and serves the southeast<br />
portion of the <strong>College</strong>’s district. This facility provides basic class offerings for degrees<br />
or certification for career or vocation in addition to community education and personal<br />
enrichment classes. Adult basic and secondary education is also offered, with tutoring<br />
available. Individual academic and career counseling is provided in a professional<br />
atmosphere that is friendly and relaxed. Smaller class sizes provide students the<br />

The Branch Campus is located on the north edge of Carthage, just off state Highway 94.<br />
This satellite location serves the seven unit school districts in Hancock County and two<br />
unit districts in McDonough County. The full-service campus provides baccalaureate,<br />
career, community education and general study programs. Adult basic and secondary<br />
education is offered at the Carthage location as well as at various outlying sites. Students<br />
can expect individual attention for academic advising, career counseling and financial aid<br />
planning in a relaxed, friendly educational atmosphere. Tutoring and support services<br />

Academic Advising<br />
Do you have to see an advisor before registering for classes?<br />
Academic advising is an interactive process involving the student and his/her academic<br />
advisor. Each term, prior to registration, it is the student’s responsibility to meet with<br />
his/her academic advisor to discuss courses for the upcoming semester. The academic<br />
advisor serves as a valuable information resource to the student in the areas of program<br />
requirements, college graduation requirements and transfer coursework. It is important that<br />
students arrange to meet with their academic advisor BEFORE registration begins. Students<br />
are strongly encouraged to seek advice from individual faculty members and an academic<br />
advisor. Visit early! At peak periods in the semester, there may be a significant wait time.<br />

New Student Orientation<br />
All first-year <strong>Sandburg</strong> students will have participated in our New Student Orientation<br />
prior to the start of the semester. The orientation offers an interactive campus tour,<br />
college success tips, acquiring your student ID, participation in a technology check and<br />
locating your classrooms during the 2 1/2-hour session. For more information, contact<br />

Registering for Classes<br />
All new students are required to meet with an academic advisor to register for classes<br />
their first semester at <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong>. Please call 309.341.5237 to make an<br />
appointment with an advisor.<br />
Register by Phone<br />
<strong>Sandburg</strong> students may register for classes by phone by speaking with a registration<br />
clerk by calling 309.341.5260. The <strong>College</strong> accepts Visa, MasterCard, Discover or<br />
American Express for tuition and fees payment.<br />
Register Online<br />
Only currently enrolled <strong>Sandburg</strong> students may register for courses online via<br />
my<strong>Sandburg</strong> at www.sandburg.edu/content/mysandburg.<br />
Paying Your Bill<br />
Tuition deadlines will be posted on our website and around campus. We will send out<br />
postcards, bills or phone calls at least two weeks prior to the tuition deadline. You can<br />
make one or multiple payments to the Business Office as long as your tuition is paid<br />
in full by the tuition deadline. Failure to pay your tuition balance in full by the tuition<br />
deadline may result in being dropped from your classes. Payment for classes added<br />
after the tuition deadline is due at the time of enrollment. <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong><br />
accepts tuition payments online, by phone, by mail, in person and by certain thirdparty<br />
entities. The <strong>College</strong> also offers a deferred payment plan as well as an automatic<br />
payment plan. Students can view their current tuition balance and tuition deadlines via<br />
my<strong>Sandburg</strong>. View your bill and payment plan options by contacting the Business Office<br />

Student ID Card<br />
How do I get my <strong>Sandburg</strong> ID card?<br />
Bring your student schedule with your ID number printed on the page to the Library. Your<br />
ID number will be entered to verify that you are enrolled in classes. Your picture will be<br />
taken and your card printed within five minutes, except for the Bushnell location. For<br />
Bushnell, please return a week later to pick up your ID card.<br />
Where do I get my <strong>Sandburg</strong> ID card?<br />
Students can pick up their student ID in the library of any campus.<br />
Why do I need a <strong>Sandburg</strong> ID card?<br />
Your ID card provides proof of your status as a student or employee at the <strong>College</strong>.<br />
What do I use my <strong>Sandburg</strong> ID card for?<br />
• Library card<br />
• Free admittance to athletic and theater events<br />
• Any transactions in Student Services (Financial Aid, Business Office)<br />
• Admittance to the Fitness Center<br />
• Campus Cafés – add money to your card to use in the cafeterias<br />
• Discount on city bus – $0.40 one way<br />
• Bookstore – present ID to purchase books<br />
• Admittance to the Tutoring Center<br />
How do I put money on my <strong>Sandburg</strong> ID card<br />
to use in the cafeterias?<br />
Bring your <strong>Sandburg</strong> ID and your money to either the Loft Café or the Cyber Café. The<br />
money will be added to your <strong>Sandburg</strong> ID at the cash register. You may also add money<br />
for cafeteria use to your <strong>Sandburg</strong> ID in the Business Office. How much does my <strong>Sandburg</strong><br />
ID card cost? Your first ID is FREE. If you need a replacement it will cost $10.<br />
Parking on Campus<br />
The Main Campus in Galesburg has five large parking lots. Parking is provided free. No<br />
parking is allowed on the sides of the entry roads, in fire lanes or on lawn areas. Tickets<br />
will also be issued for taking up two parking spaces and for parking over the lines. In<br />
addition, each parking lot has parking spaces designated for handicapped parking.<br />
Unauthorized use of these parking places will result in a $50 fine in accordance with<br />
paragraph 11-1301.3 of the Illinois Vehicle Code.<br />
The Risk Management Committee of the <strong>College</strong> has been charged with the<br />
responsibility of serving as the appeals board for persons issued a parking violation. This<br />
committee meets each month, and its membership is comprised of students, faculty<br />
and staff. Parking violation fines must be paid within 10 days. Appeals may be made only<br />
AFTER the fine has been paid. Appeal forms may be picked up in the Business Office.<br />
Bus Schedules<br />
Galesburg City Bus Information The City Bus Inc. provides bus<br />
transportation to and from the Main Campus in Galesburg. The bus stops at two places<br />
on the campus: the bus shelter in front of Building A and the circle drive in front of<br />
Building D. The bus stops at the Main Campus 30 minutes after the hour.<br />
Student bus passes can be purchased from the bus driver. All<br />
routes start and stop in downtown Galesburg at the corner of Main and Kellogg and<br />
departs on the hour. The buses run from 7 a.m. to 6 p.m. Monday-Saturday.<br />
The last bus of the day arrives at approximately 5:30 p.m. For more information visit<br />

experienced professionals’ assistance in<br />

Building Your Class Schedule<br />
Here are some tips to make sure you get the most out of the classes you take:<br />

• Study the course schedule on the website, which lists each class being offered, the<br />
time, location and instructor (if available).<br />
• Meet with your advisor for valuable assistance and information unique to<br />
your degree plan.<br />
• Take classes in the correct sequence.<br />
• Check the course descriptions for any prerequisite courses/important information.<br />
• During registration, classes fill on a first-come, first-served basis. Have some<br />
alternative classes in case your first choices are full.<br />
• Students who plan to transfer to a four-year university should follow the degree<br />
plan from their expected university. That means contacting them now for advice<br />
on what courses will transfer toward your degree and becoming familiar with any<br />
transfer equivalency guides, articulation agreements and <strong>Sandburg</strong>’s core<br />
curriculum guide.<br />

Students should study between two and four hours a week for every credit hour they<br />
are taking. Most classes are three or four credit hours. Around midterms and finals you<br />

If it appears that you will not be successful in a class, it is often better to withdraw from<br />
the class than receive a poor grade that will be part of your permanent record. You<br />
should meet with your instructor and advisor to discuss your options prior to officially<br />
withdrawing. Withdrawing from a class may protect your GPA; however, these actions<br />
can have other serious consequences that might affect your enrollment, financial aid or<br />
student employment status. If you are on financial aid you should speak with someone<br />
in the Financial Aid Office before you withdraw from a class to find out whether there<br />
will be an impact on your financial aid.<br />
Are all withdrawals the same?<br />
No. When you drop a class before the 100 percent refund period, the class is completely<br />
removed from your academic record and you’re eligible for a full tuition refund. If the<br />
100 percent refund period has passed, you may still withdraw from a class up to the last<br />
date to withdraw, as indicated on the academic calendar. If you withdraw, a “W” will be<br />
recorded on your transcript. It will have no effect on your grade point average. Tuition<br />
refunds will be issued to eligible students based upon effective date of withdrawals.<br />

If I quit attending class, will my instructor<br />
automatically withdraw me?<br />
No. Instructors may administratively withdraw students from their classes up to midterm,<br />
but they are not required to do so. You are not automatically withdrawn from a class for<br />
non-attendance. If you wish to withdraw from a class, you must follow the official process.<br />
If you do not withdraw from a class and your instructor doesn’t administratively withdraw<br />
you by midterm, you most likely will receive a failing letter grade for the class.<br />
ISSUES WITH INSTRUCTORS<br />
Students who have concerns or complaints about the course instructor should follow a<br />
specific process. We encourage you to first speak with the instructor. While most issues<br />
are resolved at this level, if a problem continues to exist the next step would be to speak<br />
to the dean or associate dean of the program area. On the rare occasion that the issue is<br />
not resolved at the dean/associate dean level, students may contact the Vice President<br />
of Academic Services.<br />
HOW WILL NOT ATTENDING AND/OR WITHDRAWING<br />
FROM ALL OF MY CLASSES AFFECT ME?<br />
Students who quit attending all of their classes prior to completing 60 percent of<br />
the term may have to pay back financial aid money received for the term. Federal<br />
regulations require students to earn the funds given to them. This can result from<br />
administrative withdrawals as well as student withdrawals. The Financial Aid Office<br />
reviews a list of students with grades of “W” and “F” at the end of the term and adjusts<br />
financial aid when required. Please check with the Financial Aid Office.<br />

A<br />
Academic Advising<br />
During the first term at the <strong>College</strong>, each full-time student is assigned to an academic<br />
advisor. Each term, prior to registration, it is the student’s responsibility to meet with<br />
his/her academic advisor to discuss courses for the upcoming semester. The academic<br />
advisor serves as a valuable information resource to the student in the areas of program<br />
requirements, college graduation requirements and transfer coursework. It is important<br />
that students arrange to meet with their academic advisors BEFORE registration begins.<br />
Part-time students and those students enrolled in continuing education courses are not<br />
assigned advisors but are strongly encouraged to seek advice from individual faculty<br />
members and the advising staff.<br />
Academic Support Services<br />
Academic Support Services provides a variety of services in one location to all <strong>Sandburg</strong><br />
students. All tutoring services are free to <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> students. The Tutoring<br />
Center offers individualized assistance in many different subject areas, including math,<br />
writing and science to any students who are interested. Students with a documented<br />
disability or who are in danger of failing may be eligible for additional tutoring options.<br />
Disability Support provides services and accommodations to students with varying<br />
disabilities in compliance with the Rehabilitation Act of 1973 and the Americans with<br />
Disabilities Act of 1990. Documentation of the specific disability is required in order for<br />

The Children’s School<br />
<strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> operates a child development lab school Monday through Friday<br />
from 7 a.m. to 5:30 p.m. on the Main Campus. Early education and care are available<br />
for children of <strong>Sandburg</strong> students, <strong>Sandburg</strong> employees and the community at large.<br />
Services are provided for children ages six weeks through 12 years. Rates vary according<br />
to a child’s age and attendance schedule. Applications are available for subsidized child<br />
care tuition. The school is licensed by the state of Illinois.<br />

ONLINE Learning<br />
<strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> offers more than 100 online learning courses each semester.<br />
Students enrolled in online classes should visit the <strong>College</strong>’s website to confirm that<br />
their computer meets the minimum technology requirements. Students should also<br />
know basic computer skills such as sending emails and attachments, formatting<br />
Microsoft Word documents and sending PDF and RTF files before taking an online<br />

P<br />
Parking Regulations<br />
The Main Campus has five large parking lots. Parking is provided free. No parking is<br />
allowed on the sides of the entry roads, in fire lanes or on lawn areas. Tickets will also<br />
be issued for taking up two parking spaces and for parking over the lines. Tickets will be<br />
issued for violation of these parking rules. In addition, each parking lot has parking spaces<br />
designated for handicapped parking. Unauthorized use of these parking places will result<br />
in a $50 fine in accordance with paragraph 11-1301.3 of the Illinois Vehicle Code.<br />
Personal Counseling<br />
The counseling staff at the <strong>College</strong> provides short-term counseling services for students<br />
facing personal or family problems. The special skills and training of the counseling staff<br />
enable them to work with students on an individual basis or in a group setting. Students<br />
seeking personal help should schedule an appointment with one of the counselors in the<br />
Office of Student Services.<br />
Phi Theta Kappa<br />
The Chi Kappa chapter of Phi Theta Kappa, the international honor society for two-year<br />
colleges, is committed to recognizing outstanding scholarship and to assisting its members<br />
in obtaining academic scholarships and job opportunities while fostering leadership and<br />
personal achievement. The organization offers several national scholarships as well as<br />
opportunities to be nominated for additional honors, such as membership on the society’s<br />
Academic All-American Team. To become a member, students must be currently enrolled<br />
and must have a grade-point average of at least 3.5 after a minimum of 12 hours of course<br />
work leading to an associate degree. Contact 309.341.5307.<br />
staff, students and visitors through the Public Safety Department with security guards<br />
and physical plant personnel who are on site on the Main Campus 24 hours per day, 365<br />
days per year. Any person who witnesses a crime or becomes a victim of a crime should<br />
report it as soon as possible to Campus Security. When multiple incidents occur during<br />
the same time frame, reports and subsequent action by Campus Security Guards are<br />
handled in order of priority: 1) personal safety; 2) property crime; 3) services. A phone<br />

School Closures<br />
<strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> has a notification service to reach all students and staff with<br />
information and updates during weather-related events or emergencies within minutes<br />
through phone calls and emails. The system also has the ability to send text messages,<br />
but the texts are reserved only for emergency closings, not weather-related closings. To<br />
ensure notifications, please confirm your contact information is updated in the Student<br />
Services Office. Students may be contacted with up to two email addresses and six<br />
phone numbers. Information will also be available at www.cscalerts.wordpress.com, as<br />
well as Facebook and Twitter.<br />
Student Activities Committee<br />
The Student Activities Committee is a subcommittee of the Student Government<br />
Association. It is responsible for promoting and coordinating campus events and<br />
activities. Past programming activities have included dances, concerts, trips, films and<br />
support of other campus organizations.<br />
Student Government Association<br />
The Student Government Association (SGA) is the officially recognized student<br />
governance body for <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong>. SGA is a liaison between students and<br />
<strong>Sandburg</strong>, governs student organizations and promotes events on campus. It is<br />
composed of 15 elected representatives and five executive officers. Elections are held<br />
each fall semester. Applications are available at www.sandburg.edu/life or pick one up<br />
at the Student Life Office in B56 on the Main Campus.<br />
Student ID Cards<br />
Student IDs are issued during New Student Orientation at the Library. Student IDs are used<br />
for identification purposes and entry to <strong>Sandburg</strong> campus events. Students may also add<br />
money to their student ID at Consolidated Management locations at the Loft and Cyber<br />
Café. Food purchases can also be made at the two locations. IDs are also used to check out<br />
books, academic literature, audio books and other library materials.<br />
Student Life<br />
<strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> offers a variety of co-curricular activities designed to supplement<br />
the academic curriculum. These activities contribute to the student’s personal and<br />
professional development. There are many student organizations and events for students<br />
to participate in throughout the school year. Meet new people, get involved, develop skills<br />
and have fun! The Office of Student Life is located in B56 on the Main Campus. Student Life<br />

Transfer Services<br />
The Transfer Services Coordinator provides students with information about transferring<br />
to four-year colleges and universities and insight on courses that will transfer. Transfer<br />
Services also sets up college visits and assists students with the university application<br />

Veterans Assistance<br />
State and federal assistance is available at <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> for qualified veterans<br />
and the children and spouses of veterans who died or are permanently and totally<br />
disabled as the result of a service-connected disability. For information on eligibility<br />
and the application process for the benefits available under these and other programs,<br />
contact the Coordinator of Veterans and Military Personnel Student Services in the<br />
Financial Aid Office. Academic programs listed in the <strong>College</strong> Catalog as “Pending ICCB<br />
Approval” are not eligible for VA certification until the approval is received from ICCB<br />

TRIO Student Support Services<br />
The TRIO SSS program offers academic support services to students who are planning on<br />
transferring to a four-year university and who are either first-generation college students<br />
or who are eligible according to the federal income guidelines. The goal of the program<br />
is to assist participants to stay in school, graduate from <strong>Sandburg</strong> and transfer to a fouryear<br />
college or university. Participating students are offered academic advising, transfer<br />
advising, orientation to college, intensive support during their first year of college, financial<br />
aid assistance, planning for four-year college expenses, assistance with study skills, career<br />
research and planning and support with other college-related or personal issues.<br />

Student Equal Opportunity Regulation<br />
It is the regulation of <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> that a student’s race, color, religion, sex,<br />
national origin, ancestry, age, disability, citizenship, marital status, veteran status,<br />
sexual orientation or status in any group protected by applicable federal, state or<br />
local law (unless a part of a <strong>College</strong> affirmative action initiative), shall not be a basis<br />
for determining: (1) whether the student will be admitted to the <strong>College</strong>; (2) the<br />
educational performance required or expected of the student; (3) the attendance or<br />
assignment requirements applicable to the student; (4) to what courses, fields of study<br />
or programs, including honors and graduate programs, the student will be admitted; (5)<br />
what placement of course proficiency requirements are applicable to the student; (6)<br />
the quality of instruction the student will receive; (7) what tuition or fee requirements<br />

Students Rights and Responsibilities<br />
<strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> recognizes that students are citizens as well as members of an<br />
academic community. As a citizen, each student has the freedoms of speech, assembly,<br />
association, the press and the rights of petition and due process, which are guaranteed<br />
by the state and federal constitutions. As members of an academic community, students<br />
have the right and responsibility for participating in the formulation and review of all<br />
college regulations and policies directly affecting them. Upon enrolling in the <strong>College</strong>,<br />
each student assumes an obligation to conduct himself/herself in a manner that is<br />
compatible with the <strong>College</strong>’s function as an educational institution. If this obligation<br />
is neglected or ignored by the student, the <strong>College</strong> must, in the interest of fulfilling its<br />
function and meeting its total obligations, institute appropriate disciplinary action as<br />
outlined in the <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> Policies and Regulations Manual.<br />
Student Code of Conduct<br />
The <strong>College</strong> expects from its students a higher standard of conduct than the minimum<br />
required to avoid disciplinary action. Students are expected to obey the law, to show<br />
respect for properly constituted authority, to perform contractual obligations, to<br />
maintain integrity and a high standard of honor in academic work and to observe a<br />
standard of conduct appropriate for the <strong>College</strong>. The <strong>College</strong> expects all students to<br />
conduct themselves under all circumstances in a responsible manner. This implies<br />
thoughtful consideration of <strong>College</strong> property and members of the <strong>College</strong> community. Any<br />
student or group of students failing to observe either the general standards of conduct or<br />
any specific regulation adopted by the <strong>College</strong> or acting in a manner not in the best interest<br />
of other students of the <strong>College</strong>, shall be subject to disciplinary action. Copies of the Student<br />
Code of Conduct are available in the Student Services Office and/or the Office of Student Life.<br />
Framework for Addressing Student Concerns,<br />
Grievances and Discrimination<br />
Should the student have a concern or a complaint — an issue believed to have an<br />
adverse effect upon the student, someone else or a group of students — the student<br />
may work to address that problem by first bringing the issue to the attention of the<br />
person(s) against whom the complaint is directed. Should resolution not be reached<br />
at that level, the issue must be presented in writing, within 10 school days of the issue<br />
in question, to the immediate supervisor of the person against whom the complaint<br />
is directed or to a Student Services counselor, who will, in timely fashion, direct the<br />
student to the appropriate supervisor and then to the appropriate dean.<br />
If no resolution is reached at the dean’s level, the student may appeal to the<br />
president of the <strong>College</strong>. This procedure shall apply to complaints filed on the basis of<br />
discrimination and/or sexual harassment. All decisions, notification of decisions and<br />
reasons for decisions, shall be in writing. Complaints may also be filed simultaneously<br />
with the Office for Civil Rights, U.S. Department of Education or pursue both avenues of<br />
complaint resolution.<br />

Academic Dishonesty<br />
Students at <strong>Sandburg</strong> are responsible for understanding what constitutes academic<br />
dishonesty.<br />
<strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> defines academic dishonesty as proposed by Gary Pavels [Kibler,<br />
et al, (1988, p.1) Academic Integrity and Student Development: Legal Issues and Policy<br />
Perspectives. North Carolina: <strong>College</strong> Administrative Publications, Inc.]:<br />
Cheating<br />
Intentionally using or attempting to use work that is not your own, unauthorized<br />
materials, information or study aids in any academic exercise. The term academic<br />
exercise includes all forms of work submitted for credit or hours.<br />
Fabrication<br />
The intentional and unauthorized falsification or invention of any information for citation<br />
in an academic exercise.<br />
Facilitating Academic Dishonesty<br />
Intentionally or knowingly helping or attempting to help another violate a provision of<br />
the institutional code of academic integrity.<br />
Plagiarism<br />
The reproduction of ideas or words or statements of another person as one’s own<br />
without acknowledgement. The penalties for academic dishonesty may be severe.<br />
Students are advised to contact their instructors for policy clarification for a specific<br />
class.<br />
Student Harassment & Sexual Harassment<br />
Students may obtain a complete copy of the sexual harassment policy from the Student<br />
Services Office.<br />
Statement of Purpose<br />
<strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> will not tolerate sexual harassment and is committed to providing<br />
and preserving an atmosphere free from harassment in any form. All employees and<br />
students have a right to work and study in an environment free from sexual harassment.<br />
Sexual harassment is a violation of professional ethics and impedes the primary function<br />
of the <strong>College</strong>.<br />
Definition<br />
Sexual harassment has two elements. It must be of a sexual nature and be perceived<br />
as unwelcome. It consists of conduct that is verbal and/or physical. Examples of verbal<br />
harassment include sexual innuendos; sexual remarks — about one’s clothing or body;<br />
suggestive or insulting sounds; whistling in a suggestive manner; and implied or overt<br />
sexual proposition, invitation or pressure for sex. Examples of physical harassment<br />
include leering or ogling; obscene gestures; patting, pinching or other “inappropriate<br />
touching or feeling”; brushing against another’s body; attempted or actual kissing or<br />
fondling; and coerced sexual intercourse. Sexual harassment can be perpetrated upon<br />
members of one’s own or opposite gender.<br />
Harassment of Students<br />
Sexual harassment means any unwelcome sexual advance or request for sexual favors<br />
made by a higher education representative to a student or any conduct of a sexual nature<br />
exhibited by a higher education representative to a student, when such conduct has the<br />
purpose of substantially interfering with the student’s educational performance or creating<br />
a hostile or offensive educational environment.<br />
Harassment by Students<br />
Under this policy, sexual harassment also includes unsolicited, deliberate or repeated<br />
sexually explicit derogatory statements, gestures or physical contacts that cause discomfort<br />
or humiliation, when such conduct is perpetuated by students upon other students, faculty<br />
and/or staff. Harassment by students against other students is limited to situations where<br />
the administration has actual notice.<br />

All posters and advertising must have the approval of the Director of Marketing & Public<br />
Relations. Posters and advertisements must be brought to the Marketing & Public<br />
Relations Office in room E205 on the Main Campus for posting in any campus building.<br />

Access to & Release of Student Information<br />
It is <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong>’s policy to comply fully with the Family Educational Rights<br />
and Privacy Act of 1974 as amended. Guidelines and regulations for discharge of the<br />
<strong>College</strong>’s obligation under this act are contained in the <strong>College</strong>’s Policy, Regulation and<br />
Procedure Manual, available to students in the President’s Office, the Admissions and<br />
Records Office or on the <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> website at<br />
www.sandburg.edu/info/boardoftrustees.<br />
Under these guidelines:<br />
• Students have the right to inspect their educational records.<br />
• Certain student records may be released only with prior consent of the student.<br />
• Under certain conditions, parents may be granted access to a student’s<br />
record with or without the student’s consent.<br />
• Procedures exist for students to challenge the contents of their educational records.<br />
• The <strong>College</strong> may release, without the student’s consent, information that<br />
appears in student directories and publications that are available to the<br />
public except when requested by a student to suppress this information.<br />
Written requests to suppress this information must be completed within<br />
the first five days of classes of the following semester.<br />
• Students have a right to file a complaint with the U.S. Department of<br />
Education if they believe the privacy of their education records has been violated.<br />
Drug and Alcohol Abuse<br />
Regulation on Substance Abuse<br />
It is the mission of <strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> to provide an environment conducive to<br />
learning. The illegal use of controlled substances is harmful to the health of the<br />
individual and may hinder learning; therefore, the illegal use of controlled substances, as<br />
well as their manufacture, distribution, dispensation or possession is prohibited on <strong>Carl</strong><br />
<strong>Sandburg</strong> <strong>College</strong> property or as any part of <strong>College</strong> activities, events, classes, programs<br />
or services.<br />
Students who feel they have a drug abuse problem are encouraged to ask for assistance<br />
so as to be referred to an appropriate drug rehabilitation and treatment program.<br />
Students with such problems should notify the Vice President of Student Services or<br />
a counselor. Behavior that is inappropriate, disruptive and/or dangerous as a result of<br />
the use of illegal drugs will not be tolerated. Students should report such behavior to<br />
the Vice President of Student Services. Pending or subsequent to any legal penalties<br />
that may be imposed upon the student, the Vice President may require the student<br />

to participate satisfactorily in a recognized substance abuse program approved by the<br />
<strong>College</strong>. If the student refuses, disciplinary action may be taken and could include:<br />

Visitors using, in possession of or under the influence of a controlled substance<br />

If the student finds the disciplinary action unjustified, he/she may elect to file a<br />
complaint according to the existing complaint procedures of the <strong>College</strong> catalog or<br />
<strong>College</strong> policy manual.<br />
Regulation on Alcohol Abuse<br />
The illegal use or abuse of alcohol by students, visitors or employees is prohibited on<br />
<strong>Carl</strong> <strong>Sandburg</strong> <strong>College</strong> property or activities. Behavior that is disruptive or dangerous as<br />
a result of the consumption of alcohol will not be tolerated and such behavior should be<br />
reported to the Vice President of Student Services.<br />
If a student feels that they have a problem with alcohol, the <strong>College</strong> will assist in a<br />
program that helps with this type of problem. Students with such a problem should<br />
notify the Vice President of Student Services or a counselor.<br />
Pending or subsequent to any legal penalties that could be imposed, the Vice President<br />
may require participation in a recognized alcohol rehabilitation program approved by the<br />
<strong>College</strong>. If the student refuses, disciplinary action may be taken and could include:<br />

Clean Air/No Smoking Policy<br />
The use of tobacco is prohibited inside any building or vehicle owned, leased or used<br />
by the <strong>College</strong>. Tobacco shall mean cigarette, cigar, pipe or tobacco in any other form<br />
including smokeless tobacco, which is any loose, cut, shredded, ground, powdered,<br />
compressed or leaf tobacco that is intended to be placed in the mouth without being<br />
smoked. The sale of tobacco is not permitted on <strong>College</strong> property. Student violations of<br />
this regulation shall be subject to Disciplinary Actions, <strong>Sandburg</strong> Regulation 3.16.1.<br />

Right to Privacy<br />
The <strong>College</strong> shall respect the right to privacy of any student who has a chronic<br />
communicable disease. The student’s medical condition shall be disclosed only to the<br />
extent necessary to minimize the health risks to the student and others. The number<br />
of personnel aware of the student’s condition will be kept at a minimum needed to<br />
assure proper care of the student and to detect situations in which the potential for<br />
transmission of the disease may increase. Persons deemed to have “a direct need to<br />
know” will be provided with the appropriate information; however, these persons shall<br />
not further disclose such information.<br />
