An ambivalent decade: Three variations in the AKP’s foreign policy<br />

<strong>The</strong> Anti-Terrorism laws are used to silence critics beyond those that take to the streets. <strong>The</strong><br />

draconian spirit <strong>of</strong> this legislation and the AKP’s seemingly unstoppable slide to patriarchy,<br />

militarism and nationalism were notoriously captured by the hawkish Interior Minister Şahin in a<br />

speech that harked back at the ‘lost decade’ <strong>of</strong> the 1990s. In that speech, the interior minister<br />

asserted that terrorism was not an act only carried out by armed militants, but that poets,<br />

painters, singers, satirists or academics could also be terrorists. 101 True to his word, Şahin’s<br />

government held the dubious honour <strong>of</strong> running a country with the highest number <strong>of</strong> jailed<br />

journalists in the world in 2011. Hundreds <strong>of</strong> editors, academics, small publishers, student<br />

activists and local politicians, most <strong>of</strong> them <strong>of</strong> leftist political orientation and/or Kurdish descent,<br />

remain behind bars facing lengthy prison sentences. 102 In a particularly sensitive case, between<br />

2010 and 2012, some 3,000 people, including prominent Kurdish politicians, elected mayors,<br />

academics, publishers and human rights activists were arrested, pending trial for aiding and<br />

abetting the Kurdistan Communities Union (Koma Ciwaken Kurdistan, KCK), the urban faction<br />

<strong>of</strong> the PKK. 103 <strong>The</strong> first hearing in the case was halted when the court rejected the defendants’<br />

plea to make their defence in Kurdish. 104 In September 2012, nearly 700 Kurdish prisoners went<br />

on hunger strike demanding Kurdish language rights in court and in education and an end to the<br />

solitary confinement <strong>of</strong> Abdullah Öcalan, the PKK leader. 105<br />

<strong>The</strong> government’s handling <strong>of</strong> a number <strong>of</strong> critical court cases during this period have dealt<br />

further blows to the hope <strong>of</strong> reconciliation and democratisation. In March 2012, the slow<br />

moving trial into the 1993 massacre <strong>of</strong> 33 mostly Alevi poets, writers and intellectuals who were<br />

killed when their hotel was set on fire by a mob led by prominent Islamists was dropped due to a<br />

time limit, with the handful <strong>of</strong> low-level suspects that had been arrested walking free. Legal<br />

inconsistencies, allegations <strong>of</strong> political interference and the sheer number <strong>of</strong> suspects held<br />

behind bars for years in the Ergenekon and Balyoz cases against suspected coup plotters have<br />

led to suspicions that, far from eliminating the culture <strong>of</strong> impunity and the ‘deep’ elements<br />

within the Turkish state, which the AKP now controls, the ruling party saw these as a chance to<br />

marginalise its political opponents. A verdict delivered in the Balyoz case in September 2012<br />
