1. INTRODUCTION<br />
The <strong>Police</strong> Service Act, 1995 (Act No 68 of 1995) requires <strong>the</strong> National<br />
Commissioner to develop a one-year plan, setting out <strong>the</strong> priorities and<br />
objectives of policing <strong>for</strong> <strong>the</strong> <strong>for</strong>thcoming financial year. The Annual<br />
Per<strong>for</strong>mance Plan <strong>for</strong> <strong>the</strong> <strong>South</strong> African <strong>Police</strong> Service <strong>for</strong> 2008 / 2009 has<br />
been developed in accordance with <strong>the</strong> <strong>Police</strong> Service Act, 1995 (Act No 68 of<br />
1995) and is an extension of <strong>the</strong> <strong>South</strong> African <strong>Police</strong> Service (SAPS) Strategic<br />
Plan 2005 to 2010. The Strategic Plan 2005 to 2010 provides <strong>the</strong> strategic<br />
direction of <strong>the</strong> SAPS <strong>for</strong> a five-year period while <strong>the</strong> Annual Per<strong>for</strong>mance Plan,<br />
extrapolated from <strong>the</strong> Strategic Plan 2005 to 2010, indicates <strong>the</strong> priorities and<br />
objectives that <strong>the</strong> SAPS will focus on during a particular financial year. The<br />
Annual Per<strong>for</strong>mance Plan <strong>for</strong> <strong>the</strong> SAPS <strong>for</strong> 2008 / 2009 <strong>the</strong>re<strong>for</strong>e extends <strong>the</strong><br />
policing priorities and objectives within <strong>the</strong> strategic direction provided by <strong>the</strong><br />
Strategic Plan 2005 to 2010. This is also in line with <strong>the</strong> Treasury Regulations<br />
2005, as subparagraph 5.2.2(d) stipulates that <strong>the</strong> Strategic Plan must include,<br />
inter alia, measurable objectives, expected outcomes, programme outputs,<br />
indicators and targets in respect of <strong>the</strong> Department’s programmes.
