Additional measures enhancing<br />

rabies control programmes<br />

Enforcement of registration or licensing of all dogs<br />

and cats may enhance rabies control programmes, as<br />

vaccination is an essential prerequisite to licensing. A<br />

fee is frequently charged for a licence and revenues<br />

collected may be used to maintain rabies control<br />

programmes.<br />

“Spot fines”, admission of guilt citations and<br />

prosecution of owners for violating control regulations,<br />

including <strong>the</strong> failure to vaccinate or licence <strong>the</strong>ir<br />

animals and failure to obtain or present a “proof<br />

of vaccination” certificate during interprovincial<br />

movements, may be used in extreme cases to ensure<br />

rabies control.<br />

All communities should be encouraged to control<br />

stray animals and sterilisation programmes should be<br />

promoted.<br />
