The conditions refer to the obligation to

Special conditions concerning regional programmes

Financial prerequisites for engaging in broadcasting operations

• a business plan in which you state your financial prerequisites for engaging in broadcasting operations in accordance with the application during the
licence period
• a budget for at least the first two financial years, with clear specification of costs and revenues
• the latest annual report if you have previously been engaged in operations for which financial reporting is required.

Technical cooperation with other licensees
Cooperation on technical issues means multiplexing, electronic programme guide, application programme interface (API) and, where applicable, systems
for conditional access and handling of programme cards.

Instructions to application for licence to broadcast terrestrial
television/teletext
Electronic handle
In order to facilitate the licensing process The Swedish Broadcasting Authority intends to communicate
electronically with the applicants. We therefore prefer that applications and attachments are sent to us by
email.
A separate application must be submitted for each programme service
If you intend to apply for more than one programme service licence a separate application must be submitted
for each programme service. If you would like to broadcast your programme service in both SDTV and
HDTV you have to apply for two licences.
Last day of application and to pay the application fee
The application and application fee must be received by 11 November 2013. If the application is late or the
fee is not paid in due time the application may be rejected.
Information about the applicant´s financial circumstances that may be treated as
confidential
Publication of certain information related to the applicant’s financial circumstances may cause harm to the
applicant. The Swedish Authority may decide to treat information as confidential with regard to the financial
circumstances of individuals.
Information about the programme service
Broadcast quality
SDTV refers to an image quality equal to today´s broadcast quality (standard definition television). HDTV
refers to a pronounced higher image quality than SDTV and a resolution equivalent to at least 720 lines of
pixels per frame (high definition television).
Programme service declaration
Please state in your declaration the content of your service and describe the different genres that will be
included in your service and whether the service has a particular orientation or target group. The genres are
news and news commentary programmes, non-fiction, mixed, fiction/film, entertainment/games, music, sport,
education, religious, children’s and other. This categorization of programmes is used by the research company
Mediamätning i Skandinavien MMS AB. MMS measures and analyzes television viewing in Sweden.
