Programme service declaration<br />

9. utilise certain radio transmitters<br />

10. take in<strong>to</strong> consideration the special impact of <strong>television</strong> <strong>broadcast</strong>ing as regards programme content <strong>and</strong> <strong>for</strong>mulation, <strong>and</strong> the time which the programmes<br />

are <strong>broadcast</strong>ed<br />

12. respect individuals’ right <strong>to</strong> privacy in programme operations<br />

13. <strong>broadcast</strong> a diversified range of programmes (in accordance with the description of service content provided above)<br />

14. <strong>broadcast</strong> announcements which are of importance <strong>for</strong> the general public, without charge, if so requested by a public authority<br />

15. prepare a contingency plan <strong>for</strong> the operations during a high‐level alert <strong>and</strong> in conjunction with exceptional circumstances in peacetime, <strong>and</strong> submit the<br />

plan <strong>to</strong> the Government <strong>and</strong> <strong>to</strong> an agency designated by the Government<br />

16. observe that the ownership structure <strong>and</strong> influence within the company may not be altered beyond a limited extent.<br />

Special conditions concerning regional programmes<br />

We accept that the <strong>broadcast</strong>ing <strong>licence</strong> may be subject <strong>to</strong> conditions that refer <strong>to</strong> the obligation <strong>to</strong> regionally <strong>broadcast</strong> <strong>and</strong><br />

produce programmes.<br />

Financial prerequisites <strong>for</strong> engaging in <strong>broadcast</strong>ing operations<br />

• a business plan in which you state your financial prerequisites <strong>for</strong> engaging in <strong>broadcast</strong>ing operations in accordance with the application during the<br />

<strong>licence</strong> period<br />

• a budget <strong>for</strong> at least the first two financial years, with clear specification of costs <strong>and</strong> revenues<br />

• the latest annual report if you have previously been engaged in operations <strong>for</strong> which financial reporting is required.<br />

Technical prerequisites <strong>for</strong> engaging in <strong>broadcast</strong>ing operations<br />

Please append a brief description of your technical prerequisites <strong>for</strong> engaging in <strong>broadcast</strong>ing operations in accordance with the application during the<br />

<strong>licence</strong> period.<br />

Technical cooperation with other licensees<br />

Cooperation on technical issues means multiplexing, electronic programme guide, application programme interface (API) <strong>and</strong>, where applicable, systems<br />

<strong>for</strong> conditional access <strong>and</strong> h<strong>and</strong>ling of programme cards.<br />

We are willing <strong>to</strong> cooperate with regard <strong>to</strong> the a<strong>for</strong>ementioned matters.<br />

Instructions <strong>to</strong> application <strong>for</strong> <strong>licence</strong> <strong>to</strong> <strong>broadcast</strong> <strong>terrestrial</strong><br />

<strong>television</strong>/<strong>teletext</strong><br />

Electronic h<strong>and</strong>le<br />

In order <strong>to</strong> facilitate the licensing process The Swedish Broadcasting Authority intends <strong>to</strong> communicate<br />

electronically with the applicants. We there<strong>for</strong>e prefer that applications <strong>and</strong> attachments are sent <strong>to</strong> us by<br />

email.<br />

A separate application must be submitted <strong>for</strong> each programme service<br />

If you intend <strong>to</strong> apply <strong>for</strong> more than one programme service <strong>licence</strong> a separate application must be submitted<br />

<strong>for</strong> each programme service. If you would like <strong>to</strong> <strong>broadcast</strong> your programme service in both SDTV <strong>and</strong><br />

HDTV you have <strong>to</strong> apply <strong>for</strong> two <strong>licence</strong>s.<br />

Last day of application <strong>and</strong> <strong>to</strong> pay the application fee<br />

The application <strong>and</strong> application fee must be received by 11 November 2013. If the application is late or the<br />

fee is not paid in due time the application may be rejected.<br />

In<strong>for</strong>mation about the applicant´s financial circumstances that may be treated as<br />

confidential<br />

Publication of certain in<strong>for</strong>mation related <strong>to</strong> the applicant’s financial circumstances may cause harm <strong>to</strong> the<br />

applicant. The Swedish Authority may decide <strong>to</strong> treat in<strong>for</strong>mation as confidential with regard <strong>to</strong> the financial<br />

circumstances of individuals.<br />

In<strong>for</strong>mation about the programme service<br />

Broadcast quality<br />

SDTV refers <strong>to</strong> an image quality equal <strong>to</strong> <strong>to</strong>day´s <strong>broadcast</strong> quality (st<strong>and</strong>ard definition <strong>television</strong>). HDTV<br />

refers <strong>to</strong> a pronounced higher image quality than SDTV <strong>and</strong> a resolution equivalent <strong>to</strong> at least 720 lines of<br />

pixels per frame (high definition <strong>television</strong>).<br />

Programme service declaration<br />

Please state in your declaration the content of your service <strong>and</strong> describe the different genres that will be<br />

included in your service <strong>and</strong> whether the service has a particular orientation or target group. The genres are<br />

news <strong>and</strong> news commentary programmes, non-fiction, mixed, fiction/film, entertainment/games, music, sport,<br />

education, religious, children’s <strong>and</strong> other. This categorization of programmes is used by the research company<br />

Mediamätning i Sk<strong>and</strong>inavien MMS AB. MMS measures <strong>and</strong> analyzes <strong>television</strong> viewing in Sweden.<br />
