Message from the Lieutenant Governor of <strong>Saskatchewan</strong><br />
It is my sincere pleasure to extend greetings on behalf of Her Majesty Queen Elizabeth II, Queen of Canada, to<br />
all of the participants in the 105 th <strong>Annual</strong> <strong>Convention</strong> of the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association.<br />
We enjoy extraordinary rights and freedoms, and an exceptionally high standard of living thanks to our<br />
effective system of government. Our system relies on generous and capable citizens who are willing to give<br />
an enormous amount of time and energy to provide leadership in our communities. I am grateful to all of you<br />
for your outstanding contributions to our province. Thank you for your willingness to lead.<br />

Message from the Premier<br />
On behalf of the Government of <strong>Saskatchewan</strong>, I would like to thank SUMA and all its member communities<br />
for your continued efforts to build a strong future for the people of our province.<br />
2009 was a challenging year for both the Province and municipal governments, but through the worst of the<br />
recession, <strong>Saskatchewan</strong>’s economy remained strong and continued to create jobs and opportunities. Our<br />
population grew at its fastest pace in over 50 years and two <strong>Saskatchewan</strong> towns became cities – the first time<br />
that has happened since 1913.<br />

Over the past year, the provincial government strengthened our commitment to our municipal partners. We<br />
provided $100 million in per capita infrastructure funding through the Municipal Economic Enhancement<br />
Program (MEEP). We delivered an unprecedented $167.4 million in Municipal Operating Grants (MOG) – an<br />
increase of 34 per cent over our first budget. And we provided $139 million in interest-free borrowing through<br />
the <strong>Saskatchewan</strong> Infrastructure Growth Initiative (SIGI) to help communities be ready for growth.<br />
<strong>Saskatchewan</strong> is forecast to lead the nation in economic growth in 2010. Our Government looks forward to<br />
working with our municipal partners as we continue “building momentum” in our province.<br />
Message from the Minister of Municipal Affairs<br />
As Minister of Municipal Affairs, it is my privilege on behalf of the Government of <strong>Saskatchewan</strong> to bring<br />
greetings to all delegates attending SUMA’s 105 th annual convention.<br />
This year’s theme, “Building Momentum” is a sentiment shared all over <strong>Saskatchewan</strong>. This past year we have<br />
seen many successes as the government-to-government relationship between the province and the municipal<br />
sector grows.<br />

<strong>Saskatchewan</strong> their home and others are welcoming the opportunity to move back. This investment is<br />
strengthening rural and urban communities and providing a solid foundation for growth.<br />
Our shared commitment to work together enables both our levels of government to deliver quality services<br />
and ensure the necessary infrastructure is in place for our continued success. We must work together for the<br />
prosperity of our communities and province.<br />

Message from the Mayor<br />
On behalf of my colleagues on City Council and the citizens of Regina, I welcome delegates as you return to<br />
attend SUMA’s 105 th <strong>Annual</strong> <strong>Convention</strong>, Building Momentum.<br />
The annual convention provides the delegates a chance to put their thoughts and visions together to come up<br />
with new resolutions to deal with the current issues. It takes great co-operation and foresight to find answers<br />
to these issues. By working together, SUMA’s members can identify solutions to reach our common goals.<br />
For those of you visiting Regina, and for residents as well, I encourage you to explore some of the many<br />
attractions the Queen City has to offer, from Casino Regina and the RCMP Heritage Centre, to the <strong>Saskatchewan</strong><br />
Science Centre, Royal <strong>Saskatchewan</strong> Museum and the <strong>Saskatchewan</strong> Sports Hall of Fame and Museum. We<br />
also have many unique shops and fine restaurants, where you are sure to discover the warm, friendly spirit of<br />
our city. I have no doubt you will see why “I Love Regina”.<br />

Message from the President<br />
Welcome to the first SUMA <strong>Convention</strong> for the new municipal term. As always, the convention will provide an<br />
excellent opportunity to meet with friends and acquaintances, exchange views, and participate in many events.<br />
A warm welcome, as well, to friends, family and guests alike, for it is your presence that makes our event such<br />
a success year after year.<br />
These four days will allow you to shape SUMA’s policy direction for the coming year through resolutions<br />
and the election of your Executive Committee. Many provincial Cabinet Ministers will attend our Bear Pit and<br />
Dialogue Sessions, so be sure to engage and let them know what you think. After all, the province is our<br />
partner in creating economic and social growth – something that benefits everyone in <strong>Saskatchewan</strong>.<br />
To those of you who are relatively new to leadership positions within the municipal sector, we are confident<br />
that you will find the SUMA <strong>Convention</strong> to be informative. We certainly work better when everyone contributes<br />
their unique points of view - your ideas and enthusiasm will be a great asset to our organization.<br />

Welcome to the 2010 SUMA convention, our 105 th annual convention of <strong>Saskatchewan</strong>’s urban municipal<br />
leaders! The theme of our convention this year is Building Momentum. The theme reflects many of the current<br />
initiatives being pursued in your communities, and speaks also of SUMA’s strategic orientation and current<br />
efforts to promote your interests as effective local governments.<br />
As this is our first convention since the recent municipal elections, I want to offer a special welcome to our<br />
new leaders from across the province.<br />
On behalf of the Board of Directors and the staff of SUMA, I want to thank you for attending what we believe<br />
will be another excellent convention. Our convention is all about gathering together to meet colleagues, to<br />
discuss common issues that bind us as urban municipalities, and to enjoy the many events, sessions, and<br />
seminars so ably put together by our SUMA staff. We have an interesting and full schedule for you. The<br />
seminars and sessions are designed to reflect the priorities of our residents across the province. We hope<br />

SUMA is committed to recycling and reducing<br />
waste wherever possible, as are the majority of<br />
our members. We are conscious of the effect<br />
our convention has on the environment and are<br />
striving to minimize its impact. We encourage<br />
our delegates to join the effort by:<br />
• Use your favourite travel mug or water bottle<br />
at convention. Ceramic mugs for coffee and<br />
tea and glasses for water will be used at the<br />
refreshment stations<br />
• Hopping on one of our shuttle buses, or car<br />
pooling with your colleagues<br />
• Using the clearly identified recycling bins<br />
located throughout Queensbury for your<br />
plastic drink bottles.<br />

recognizing that reducing waste and practicing<br />
good recycling behavior is everyone’s<br />

Your name tag is your admission to all<br />

SUMA would like to once again thank SaskTel for<br />

to access your email at www.sasktel.net. Click on<br />
the “Check your email” option and enter your user<br />

areas on the trade show floor. Delegates are<br />

<strong>Convention</strong> support staff will do their best to assist<br />
with any special needs delegates may have.<br />

accessible; please enter the building using the<br />
Banner Hall Entrance. If you have indicated<br />
special dietary requests prior to convention, your<br />

Delegate Draws and Prizes<br />
<strong>Convention</strong> delegates have several<br />
opportunities to win some fantastic prizes!<br />
Join us Sunday evening at An Evening at the<br />
RCMP Heritage Centre. Get your speeding<br />
ticket stamped for a chance to win a trip for two<br />
to Ottawa to see the RCMP Stables and the<br />
famous RCMP Musical Ride. You must be in<br />
attendance to win this prize!<br />
Fill out the ballot forms included in this book and<br />
enter into the draw bin located in the trade show<br />

Elections<br />
Each elected official representing a SUMA<br />
member municipality who is in attendance at<br />
the SUMA <strong>Annual</strong> <strong>Convention</strong> and who has<br />
registered as a convention delegate shall<br />
be eligible to cast one ballot in the election of<br />
President and one ballot for their respective<br />
sector Vice-President. The vote for President<br />
will be on Monday, February 1 st at 11:45 a.m.<br />
The vote for Vice-Presidents will be held during<br />
the Sector Meetings on Tuesday, February 2 nd at<br />
10:15 a.m.<br />
All eligible voters MUST have their Delegate<br />
badge in order to obtain a ballot on site prior to<br />

present obvious environmental consequences<br />
for <strong>Saskatchewan</strong>’s municipalities and this session<br />

what alternatives exist. This session will be an<br />
opportunity for open discussion on a variety of<br />
health care models for small urban centres.<br />

Cities face very unique challenges in the<br />
operation of their fire and police services. For<br />
many cities, Protective Services account for<br />
a large component of the municipal operating<br />
budget and any changes to provincial legislation<br />
and funding have a significant impact on the<br />
sector. Cities tend to operate full time fire<br />
departments that service their own community<br />
and surrounding region, utilize the services of<br />
the RCMP on a much larger scale than other<br />
communities and in some situations have<br />
their own municipal police force. The breakout<br />
session is intended to provide an opportunity for<br />
the city sector to discuss these challenges with<br />

of decisions, and plan for the community’s<br />

CONVENTION<br />
<strong>Convention</strong> procedures for handling resolutions<br />
are fully out lined under “Policy - Resolutions” on<br />
our website at www.suma.org.<br />
Resolutions may also be submitted by the SUMA<br />
Board or de veloped as part of a workshop or<br />
plenary session at the Con vention (where they<br />
received at least two-thirds concurrence).<br />
Resolutions have been organized by the<br />
Resolutions Com mittee according to topic and<br />
type of issue, and will gener ally be debated<br />
and voted on at the Resolutions Session in<br />
numerical order. However, those sponsored by<br />
the Board of Directors may be introduced at any<br />
time during the <strong>Annual</strong> <strong>Convention</strong>.<br />
Sponsors must “second” the motion to consider<br />
each resolution and are generally limited to<br />
three minutes speaking time (with two for other<br />
speakers) before a one-minute closing remark.<br />
Voting in all sessions shall be by show of voting<br />
cre dentials, unless a vote by ballot is requested<br />
by twen ty-five (25) voting delegates prior to the<br />
call for a vote. Where there is not a ballot vote,<br />
the Chairperson of the Resolutions Session<br />
may call for a standing count on any resolution,<br />
normally prior to the call for votes against.<br />
In the case of a ballot vote, each ballot cast<br />
by Regina and Saskatoon delegates shall be<br />
counted as seven (7) votes.<br />

Resolutions for Consideration<br />
1. Inclusion of Emergency Response and Fire Service Costs in<br />
Development Fees<br />
SUMA Northwest Region<br />
Whereas many urban municipalities in <strong>Saskatchewan</strong> are experiencing an unprecedented level of<br />
residential and commercial development; and<br />
Whereas with many of these new developments, the municipality may need to construct a new fire<br />
hall or purchase additional fire service equipment to maintain the municipality’s fire service standard<br />
to these new developments; and<br />
Whereas the cost of maintaining this service can reasonably be expected to be collected through a<br />
fee for service or property tax base, urban municipalities have found the additional cost to be quite<br />
significant and have a desire to pursue other opportunities to fund these services;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby the<br />
Government of <strong>Saskatchewan</strong> to consider the addition of Emergency Response and Fire Service<br />
expenditures as an allowable cost under the Planning and Development Act, 2007.<br />
2. Uniform Compensation Rate for Annexed Lands<br />
East Central Region<br />
Be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association work with the Government of<br />
<strong>Saskatchewan</strong> to develop a uniform compensation rate that urban municipalities will pay for annexed<br />
lands from a rural municipality proven to be needed for future growth at a rate of seven years for<br />
commercial assessment and seven years for agricultural assessment.<br />
3. Allow Rural <strong>Municipalities</strong> to convert to an <strong>Urban</strong> Municipality<br />
District of Katepwa<br />
Whereas some rural municipalities are more resort in nature and have more in common with urban<br />
municipalities; and<br />
Whereas current legislation does not contain provisions for a rural municipality to change its status<br />
to a resort district, or an urban municipality,<br />
Therefore be it resolved that <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association request that the<br />
Ministry of Municipal Affairs to make changes to its current legislation to enable rural municipalities to<br />
change their status to that of an urban municipality.<br />
Background<br />
The council of the rural municipality of Lakeland has received a petition from Elk Ridge Resort to<br />
acquire Hamlet status. The RM has approached Municipal Affairs about the possibility of changing<br />
its status to the Resort District of Lakeland and transferring membership to SUMA. They have been<br />
advised that current legislation would not allow this to happen.<br />

4. Authority for <strong>Urban</strong> <strong>Municipalities</strong> to Establish Destination<br />
Marketing Fees<br />
City of Moose Jaw<br />
Whereas Destination Marketing Fees on hotel stays are a common practice in many jurisdictions; and<br />
Whereas such fees are an important component in financing tourism marketing activities; and<br />
Whereas provincial legislation does not currently give authority to urban municipalities to levy such fees;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association request that<br />
the provincial government establish a Provincial Destination Marketing Fee on hotel stays or grant<br />
authority to urban municipalities to impose such a fee in their individual jurisdictions.<br />
Background<br />
Destination Marketing Fees, in the form of a percentage on hotel stays, are used in other jurisdictions<br />
as a means for financing the costs of tourism promotion. Under current legislation in <strong>Saskatchewan</strong>,<br />
municipalities do not have legislative authority to impose such a fee. This resolution seeks to have<br />
either a legislative change done to provide such authority or have the provincial government impose<br />
such a fee with the proceeds disbursed to the respective municipality. Regina and Saskatoon have<br />
applied such a fee on a voluntary basis. Gaining consensus on such a fee in most municipalities,<br />
however, is difficult.<br />
5. Sustainable Water Source for South Central <strong>Saskatchewan</strong><br />
South Central Municipal Association / Town of Gravelbourg<br />
Whereas many <strong>Urban</strong> and Rural <strong>Municipalities</strong> in the South Central Region of our province are now<br />
facing critical issues with respect to predictable quantity and quality of our water resources; and<br />
Whereas a sustainable supply of quality water is necessary for future human, livestock and continued<br />
economic existence and growth in the region;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association work in<br />
conjunction with the <strong>Saskatchewan</strong> Association of Rural <strong>Municipalities</strong>, the Municipal Capacity<br />
Development Program and all other appropriate departments and agencies to assist in developing a<br />
strategy for the implementation of a multi-use pipeline to the region to ensure a viable and sustainable<br />
water supply for our future.<br />
6. Extend Workers’ Compensation Board benefits to Volunteer Firefighters<br />
Town of Kindersley<br />
Whereas there are 7200 firefighters in the Province of <strong>Saskatchewan</strong>, 6400 of whom are volunteers; and<br />

Whereas full-time active members of an urban fire department are automatically covered for cardiac<br />
injuries under <strong>Saskatchewan</strong> Workers Compensation Board policies but volunteer firefighters are not; and<br />
Whereas volunteer firefighters are just as vital to their communities as their full time urban counterparts;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby the<br />
Government of <strong>Saskatchewan</strong> to change <strong>Saskatchewan</strong> Workers’ Compensation Board policies so<br />

that all benefits available to full-time, active members of an urban fire department are also provided<br />
to volunteer firefighters.<br />
Background<br />
This resolution exactly mirrors the Emergent Resolution sent to the SARM <strong>Convention</strong> in March 2008<br />
by the R.M. of Caron No.162.<br />
The Volunteer Fire Chief of the R.M. of Caron passed away during the course of employment<br />
(command post in fighting a fire) in January 2008. The WCB initially declined his spouse’s application<br />
for WCB coverage on the following grounds:<br />
The WCB policy applies to full time active members of an urban fire department.<br />
The Fire Chief did not encounter any unusual physical exertion or strain nor was he exposed to any<br />
acute stress during this call.<br />
After a great deal of lobbying by the R.M. of Caron and SARM, this decision was overturned and<br />
coverage was granted.<br />
The Town of Kindersley Fire & Rescue Department expressed concerns to town council and<br />
administration in fall 2008 about the precedent set by this initial WCB ruling. Ron Hope, Kindersley<br />
Fire Chief, is a member of the <strong>Saskatchewan</strong> Association of Fire Chiefs (SAFC), an organization that<br />
has also identified these concerns.<br />
The Town investigated this further with the <strong>Saskatchewan</strong> Workers Compensation Board to determine<br />
coverage. There are many “grey” areas.<br />
It is the position of the Town of Kindersley and the Kindersley Fire & Rescue Department that volunteer<br />
firefighters provide valuable service to their communities, and are exposed to stress during every call,<br />
regardless of the position they hold during that incident. All of our volunteer firefighters are paged<br />
on every call, at any time of the day or night. They do not work shift work. They are highly trained<br />
to respond, however, they are exposed to many different types of incidents, including motor vehicle<br />
accidents.<br />
It is recommended that all WCB policies related to full time active members of an urban fire department<br />
be expanded to include volunteer firefighters.<br />
7. Requirement to Register All Terrain Vehicles<br />
City of Melville<br />
Whereas The All Terrain Vehicles Act does not require owners of All Terrain Vehicles to obtain a<br />
certificate of registration or registration permit; and<br />
Whereas without any highly visible identification, it is extremely difficult for municipal personnel and/<br />
or the RCMP to identify the owner of an All Terrain Vehicle; and<br />
Whereas other provinces such as, the Province of Manitoba require owners of All Terrain Vehicles<br />
to obtain a certificate of registration and mount it on the All Terrain Vehicle so that is it highly visible;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association request the<br />
Government of <strong>Saskatchewan</strong> amend The All Terrain Vehicles Act to require All Terrain Vehicle<br />
operators to obtain a certificate of registration or registration permit.<br />
Background<br />
At recent Police Commission meetings held at the City of Melville concerns were raised regarding use<br />
of ATVs within city limits and causing property damage. The RCMP noted that it is extremely difficult to<br />
determine the owner of an ATV due to the fact that it has no license plate as it is not required as per The All<br />
Terrain Vehicles Act. With a license plate, an owner of an ATV can be identified and charged accordingly.<br />
The Police Commission made a recommendation to City Council to adopt a bylaw to ban the use of ATVs<br />
within the City of Melville. To date, this bylaw has not been adopted by the City of Melville.<br />

8. Support for Maintenance of Museum Facilities<br />
Town of Willow Bunch<br />
Whereas Museums are a vital part of history in <strong>Saskatchewan</strong>; and<br />
Whereas there is no provincial funding available for the maintenance of museums; and<br />
Whereas the cost of maintaining museum facilities is expensive and without assistance museums<br />
will be forced to close;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby the<br />
Government of <strong>Saskatchewan</strong> to assist local municipalities in funding the maintenance of municipally<br />
owned museum buildings.<br />
9. Cost Share for Power Upgrades to Regional Parks<br />
Town of Willow Bunch<br />
Whereas Regional Parks are a vital part of tourism in <strong>Saskatchewan</strong>; and<br />
Whereas <strong>Saskatchewan</strong> is experiencing an increase in tourism; and<br />
Whereas much of this increase in tourism is being seen at our regional parks; and<br />
Whereas many of the parks are trying to expand to accommodate this growth; and<br />
Whereas much of the costs are related to power expansion;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby the<br />
Government of <strong>Saskatchewan</strong> to cost share all upgrades for power expansion in regional parks.<br />
10. Additional Funding for Northern Communities to Comply with<br />
Environmental Standards<br />
New North – <strong>Saskatchewan</strong> Association of Northern Communities<br />
Whereas Northern communities cannot afford the costs associated with the maintenance and<br />
decommissioning of their landfills; and<br />
Whereas Northern communities are experiencing high costs with respect to complying with landfill<br />
and water management regulations; and<br />
Whereas Northern communities are being pressured to comply with all the regulations regarding<br />
landfills;<br />
Resolutions<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby<br />
<strong>Saskatchewan</strong> Environment for funds to assist Northern communities in complying with these<br />
regulations as well as any other environmental regulations passed down in the near future.<br />

11. Information on the Impact of Oil Sands Development to<br />
<strong>Saskatchewan</strong>’s North<br />
New North – <strong>Saskatchewan</strong> Association of Northern Communities<br />
Whereas the <strong>Saskatchewan</strong> Environment Society (SES) recently released a report-Preventing Oil<br />
Sands Fever in <strong>Saskatchewan</strong>-which raises concerns about the increasing environmental threats to<br />
<strong>Saskatchewan</strong>’s Northern lakes and forests from acid rain linked to oil sands development in Alberta;<br />
and<br />
Whereas the report states that government data shows that rain and snow fall in the La Loche region<br />
has an average pH of 4.96 and Environment Canada defines acid rain as pH reading below 5.00; and<br />
Whereas the Northern communities want to ensure that development of any oil sands must have an<br />
effective environmental management and monitoring system;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby the<br />
provincial Ministry of the Environment to provide information on the amount of inter-jurisdictional<br />
pollution coming from Alberta’s oil sands and to assist the northern municipalities in developing a<br />
strategy to protect our environment from this pollution.<br />
12. Improved Cellular Phone Coverage for Northern <strong>Saskatchewan</strong><br />
New North – <strong>Saskatchewan</strong> Association of Northern Communities<br />
Whereas many of the Northern communities do not have access to cell phone services; and<br />
Whereas Northern communities that do have cell phone service only can be accessed within the<br />
town limits, leaving the rural areas without service; and<br />
Whereas better communication to promote safety for travelers as well as economic/business<br />
development opportunities is needed;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby<br />
<strong>Saskatchewan</strong> Telecommunications to upgrade the present service across the north and to provide<br />
cell phone coverage to all Northern communities as well as the surrounding rural areas.<br />
13. Improved High Speed Internet Access in Northern <strong>Saskatchewan</strong><br />
New North – <strong>Saskatchewan</strong> Association of Northern Communities<br />
Whereas many northern communities still do not have high speed Internet access or the service does<br />
not cover new subdivisions; and<br />
Whereas high speed internet is a major factor in addressing building capacity within the community;<br />
and<br />
Whereas northern communities need this access in order to promote business efficiencies, educational<br />
opportunities, and personal development;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby<br />
<strong>Saskatchewan</strong> Telecommunications to address the need for proper high speed Internet access in all<br />
northern communities.<br />

14. Upgrade Highway Network in Northern <strong>Saskatchewan</strong><br />
New North – <strong>Saskatchewan</strong> Association of Northern Communities<br />
Whereas highway traffic coming in and going through many northern communities has increased<br />
drastically over the past few decades, and our highways have outgrown their life expectancy; and<br />
Whereas many northern communities have bridges that are too small not only for the large trucks<br />
carrying various types of dangerous goods, but also for passing local pedestrians and cyclists crossing<br />
the rivers; and<br />
Whereas various ways of upgrading our traffic corridors were recommended in the Traffic Studies<br />
report done more than two years ago for many of the Northern communities, nothing has been done<br />
to alleviate the current dangers outlined in the report;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby the<br />
Ministry of Highways and Infrastructure to address the need for upgrading highway corridors in many<br />
northern communities.<br />
15. Adequate Funding for Municipal Owned Long-Term Care Facilities<br />
Town of Regina Beach<br />
Be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby the Ministry of Health to<br />
ensure adequate funding for the operational costs of municipally owned long-term care facilities so<br />
that operational deficits do not become the financial burden of the municipalities.<br />
16. Additional Funding for Level 1 and 2 Care Homes<br />
Town of Willow Bunch<br />
Whereas there is a need for affordable Level 1 & 2 personal care home facilities in <strong>Saskatchewan</strong>;<br />
and<br />
Whereas the long term sustainability of personal care homes in <strong>Saskatchewan</strong>, particularly in rural<br />
<strong>Saskatchewan</strong> is in jeopardy; and<br />
Whereas without change, the cost to live in existing facilities will soar beyond reach for the majority of<br />
seniors, and the likelihood that new facilities will open in the future will be virtually eliminated;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association lobby the<br />
Government of <strong>Saskatchewan</strong> for support in funding Level 1 & 2 care home facilities.<br />
17. Provincial Funding for <strong>Convention</strong>al Bus Transportation<br />
City of Saskatoon<br />
Resolutions<br />
Whereas <strong>Saskatchewan</strong> communities currently must pay the Provincial Sales Tax on all expenses<br />
including bus purchases;<br />
Therefore be it resolved that the <strong>Saskatchewan</strong> <strong>Urban</strong> <strong>Municipalities</strong> Association support the<br />
key recommendation of the City of Saskatoon to lobby the Government of <strong>Saskatchewan</strong> to provide<br />
PST exemption for capital purchases including the purchase of buses.<br />
