E1: Changes to Municipal Financial<br />

In preparation for the 2009 financial reporting<br />

period, this session will serve as a review for<br />

administrators of the changes to the financial<br />

statements that were presented at the October<br />

workshops. The session will be a condensed<br />

version of the October presentation that focused<br />

on the necessary changes from the old system<br />

of financial reporting to the new system. Layne<br />

McFarlane, the lead presenter at the financial<br />

statement workshops, will be on hand to<br />

conduct the session and address any questions<br />

that you may have. It is highly recommended<br />

that all staff responsible for your municipality’s<br />

financial reporting attend. Please note that<br />

this session is not intended for council<br />

members.<br />

E2: Environmental Liability for the Public<br />

Sector: Keeping environmental liabilities<br />

off the ledger.<br />

<strong>Municipalities</strong> manage<br />

a wide spectrum of environmental<br />

exposures,<br />

including risks both common to any other business<br />

or corporation, and others specific to the<br />

public sector. There are very few non-public<br />

organizations that would have responsibility for<br />

the diversity of exposures facing a municipality<br />

including but not limited to, landfills, recycling<br />

facilities, waste/wastewater treatment facilities,<br />

sewer and stormwater systems, underground<br />

and above ground storage tanks. These risks<br />

present obvious environmental consequences<br />

for <strong>Saskatchewan</strong>’s municipalities and this session<br />

will focus on identifying, reducing, managing<br />

and transferring these risks.<br />

E3: Regional Waste Management: How<br />

are you taking out your garbage?<br />

Regional waste management systems involve<br />

several municipalities joining together to achieve<br />

greater results through a central authority than<br />

would be possible on their own. This session<br />

explores regional waste management systems<br />

in <strong>Saskatchewan</strong>, and why this structure might<br />

be right for you.<br />

E4: Models for Delivering Health Care in<br />

Small <strong>Urban</strong> Centres<br />

Tom McIntosh, PhD, University of Regina<br />

Many <strong>Saskatchewan</strong> communities struggle to<br />

keep local health care services at a level that<br />

matches the expectations of citizens. As communities<br />

grasp at ways to recruit and retain<br />

health care professionals, it may be time to look<br />

at how we provide local health services and<br />

what alternatives exist. This session will be an<br />

opportunity for open discussion on a variety of<br />

health care models for small urban centres.<br />

E5: Dealing with Developers: What You<br />

Need to Know<br />

Martino Verhaeghe, Ministry of Municipal<br />

Affairs<br />

Many communities around <strong>Saskatchewan</strong> are<br />

benefitting from our continued economic growth.<br />

Most noticeable is the increase in housing and<br />

commercial developments. <strong>Municipalities</strong> are<br />

on the front line of dealing with developers and<br />

should be aware of the responsibilities they have<br />

and what they can request from developers to<br />

ensure due process is followed. Ultimately, this<br />

session will help answer the question, “How do<br />

we get the best deal for our community?”<br />
