Education & Breakout Sessions
14
Sunday: Concurrent Sessions
2:30 p.m. – 3:45 p.m.
E6: Tax Collection and Enforcement
Phil Boivin & Brian Sych, Ministry of Municipal
Affairs and Kim Anderson, Robertson
Stromberg Pederson LLP
Many municipalities find it challenging to collect
taxes levied on residents, but failing to collect
taxes creates an unfair burden. This session
will provide municipalities with tax collection
strategies, as well as strategies to implement
effective enforcement procedures.
E7: Strategies to Control Rodent Populations
in Your Community
Travis Quirk, Provincial Council of ADD
Boards
Rodents whether they are gophers, mice,
skunks or rats can be a huge problem for
urban municipalities. Quite often it takes only
a few simple steps to ensure these pests don’t
overrun your community. Attendees will have
the opportunity to hear first hand from different
municipalities on experiences they have had
and tools they implemented to eradicate the
problem. In addition, professional pest control
officers will discuss the many options available
to prevent, control and eliminate pests.
E8: Crime Prevention: Tools to Keep Your
Community Safe
Constable Rene Shank, Corporal Mert Malkoske
& Sgt Doug Coleman, Royal Canadian
Mounted Police
Crime is present in all of our communities,
from break and enters to large scale grow
operations. Municipal leaders need to be keenly
aware of the impact that crime can have on
their communities and how they can implement
certain strategies and tools to ensure the safest
environment for their citizens. Attendees at this
session will have the opportunity to interact with
representatives from the RCMP and learn how
municipalities can implement various crime
prevention strategies.
E9: Ready for Change: How adaptable is
your municipality to climate change?
Norm Henderson, University of Regina &
Jeremy Pittman, Saskatchewan Watershed
Authority
Climate change impacts Saskatchewan, and
the pace is expected to accelerate. This will
affect many aspects of municipal management,
especially water-related infrastructure. Winters
will be warmer, summers drier, and severe
weather events more frequent. Are you
prepared?
This education session is jointly presented by
the Prairie Adaptation Research Collaborative
(PARC) and Saskatchewan Watershed
Authority (SWA). The focus will be on the
impacts of climate change on Saskatchewan
municipalities, especially on water issues, and
on management options to deal with climate
change.
E10: Changes to Municipal Financial
Statements*
Layne McFarlane, FCA, Meyers Norris Penny
In preparation for the 2009 financial reporting
period, this session will serve as a review for
administrators of the changes to the financial
statements that were presented at the October
workshops. The session will be a condensed
version of the October presentation that focused
on the necessary changes from the old system
