Message from the Lieutenant Governor of Saskatchewan
It is my sincere pleasure to extend greetings on behalf of Her Majesty Queen Elizabeth II, Queen of Canada, to
all of the participants in the 105 th Annual Convention of the Saskatchewan Urban Municipalities Association.
We enjoy extraordinary rights and freedoms, and an exceptionally high standard of living thanks to our
effective system of government. Our system relies on generous and capable citizens who are willing to give
an enormous amount of time and energy to provide leadership in our communities. I am grateful to all of you
for your outstanding contributions to our province. Thank you for your willingness to lead.
The Honourable
Dr. Gordon L. Barnhart
Lieutenant Governor
Please accept my very best wishes for a productive and enjoyable convention.
Message from the Premier
On behalf of the Government of Saskatchewan, I would like to thank SUMA and all its member communities
for your continued efforts to build a strong future for the people of our province.
2009 was a challenging year for both the Province and municipal governments, but through the worst of the
recession, Saskatchewan’s economy remained strong and continued to create jobs and opportunities. Our
population grew at its fastest pace in over 50 years and two Saskatchewan towns became cities – the first time
that has happened since 1913.
The Honourable
Brad Wall
Premier of Saskatchewan
Over the past year, the provincial government strengthened our commitment to our municipal partners. We
provided $100 million in per capita infrastructure funding through the Municipal Economic Enhancement
Program (MEEP). We delivered an unprecedented $167.4 million in Municipal Operating Grants (MOG) – an
increase of 34 per cent over our first budget. And we provided $139 million in interest-free borrowing through
the Saskatchewan Infrastructure Growth Initiative (SIGI) to help communities be ready for growth.
Saskatchewan is forecast to lead the nation in economic growth in 2010. Our Government looks forward to
working with our municipal partners as we continue “building momentum” in our province.
Message from the Minister of Municipal Affairs
As Minister of Municipal Affairs, it is my privilege on behalf of the Government of Saskatchewan to bring
greetings to all delegates attending SUMA’s 105 th annual convention.
This year’s theme, “Building Momentum” is a sentiment shared all over Saskatchewan. This past year we have
seen many successes as the government-to-government relationship between the province and the municipal
sector grows.
The Honourable
Jeremy Harrison
Minister of Municipal Affairs
SUMA and its diverse members play an important part in building our province to the benefit of all communities.
As we move forward together, we share a vision of a stronger Saskatchewan and a better life for everyone who
lives here.
Our economy is strong and everywhere we look, construction is underway. New people are making
Saskatchewan their home and others are welcoming the opportunity to move back. This investment is
strengthening rural and urban communities and providing a solid foundation for growth.
Our shared commitment to work together enables both our levels of government to deliver quality services
and ensure the necessary infrastructure is in place for our continued success. We must work together for the
prosperity of our communities and province.
I look forward to meeting new people and renewing acquaintances with many familiar friends and colleagues
here, while continuing our discussions and working to explore opportunities that will benefit all of Saskatchewan.
Best wishes for a successful and productive convention.
Message from the Mayor
On behalf of my colleagues on City Council and the citizens of Regina, I welcome delegates as you return to
attend SUMA’s 105 th Annual Convention, Building Momentum.
The annual convention provides the delegates a chance to put their thoughts and visions together to come up
with new resolutions to deal with the current issues. It takes great co-operation and foresight to find answers
to these issues. By working together, SUMA’s members can identify solutions to reach our common goals.
For those of you visiting Regina, and for residents as well, I encourage you to explore some of the many
attractions the Queen City has to offer, from Casino Regina and the RCMP Heritage Centre, to the Saskatchewan
Science Centre, Royal Saskatchewan Museum and the Saskatchewan Sports Hall of Fame and Museum. We
also have many unique shops and fine restaurants, where you are sure to discover the warm, friendly spirit of
our city. I have no doubt you will see why “I Love Regina”.
Mayor Pat Fiacco
City of Regina
I extend my congratulations and sincere thanks to everyone who worked so hard to put the conference
together again this year. Regina is proud to host such an event. I wish everyone a wonderful stay in our city
and a safe journey home.
Message from the President
Welcome to the first SUMA Convention for the new municipal term. As always, the convention will provide an
excellent opportunity to meet with friends and acquaintances, exchange views, and participate in many events.
A warm welcome, as well, to friends, family and guests alike, for it is your presence that makes our event such
a success year after year.
These four days will allow you to shape SUMA’s policy direction for the coming year through resolutions
and the election of your Executive Committee. Many provincial Cabinet Ministers will attend our Bear Pit and
Dialogue Sessions, so be sure to engage and let them know what you think. After all, the province is our
partner in creating economic and social growth – something that benefits everyone in Saskatchewan.
To those of you who are relatively new to leadership positions within the municipal sector, we are confident
that you will find the SUMA Convention to be informative. We certainly work better when everyone contributes
their unique points of view - your ideas and enthusiasm will be a great asset to our organization.
Mayor Allan Earle
SUMA President
As President of SUMA it is indeed an honour and privilege to be part of an organization with such a proud
history and strong membership. In that regard, I would like to single out the Convention Planning Committee
and our capable staff who work so hard to make this organization and annual event such a success.
Enjoy the convention!
Message from the Convention Chair
Welcome to the 2010 SUMA convention, our 105 th annual convention of Saskatchewan’s urban municipal
leaders! The theme of our convention this year is Building Momentum. The theme reflects many of the current
initiatives being pursued in your communities, and speaks also of SUMA’s strategic orientation and current
efforts to promote your interests as effective local governments.
As this is our first convention since the recent municipal elections, I want to offer a special welcome to our
new leaders from across the province.
On behalf of the Board of Directors and the staff of SUMA, I want to thank you for attending what we believe
will be another excellent convention. Our convention is all about gathering together to meet colleagues, to
discuss common issues that bind us as urban municipalities, and to enjoy the many events, sessions, and
seminars so ably put together by our SUMA staff. We have an interesting and full schedule for you. The
seminars and sessions are designed to reflect the priorities of our residents across the province. We hope
you will return to your communities with new ideas, new friendships, to help reinvigorate your communities.
Councillor
Michael Fougere
SUMA Director &
2010 Convention Chair
By attending the four day conference, you will play an important role in shaping our association. This year,
the membership will elect a new SUMA executive, the group who will provide guidance and leadership for our
membership over the next three years. It is important to have your voice heard.
Enjoy the convention!
workshops. The session will be a condensed
version of the October presentation that focused
on the necessary changes from the old system
of financial reporting to the new system. Layne
McFarlane, the lead presenter at the financial
statement workshops, will be on hand to
conduct the session and address any questions
that you may have. It is highly recommended
that all staff responsible for your municipality’s
financial reporting attend. Please note that
this session is not intended for council
members.
E2: Environmental Liability for the Public
Sector: Keeping environmental liabilities
off the ledger.
Kate Dodge, H.B.A., CRM, ERM , Aon Reed
Stenhouse, Inc.
Municipalities manage
a wide spectrum of environmental
exposures,
including risks both common to any other business
or corporation, and others specific to the
public sector. There are very few non-public
organizations that would have responsibility for
the diversity of exposures facing a municipality
including but not limited to, landfills, recycling
facilities, waste/wastewater treatment facilities,
sewer and stormwater systems, underground
and above ground storage tanks. These risks
present obvious environmental consequences
for Saskatchewan’s municipalities and this session
will focus on identifying, reducing, managing
and transferring these risks.
E3: Regional Waste Management: How
are you taking out your garbage?
Blake Nesbitt, Ministry of Environment &
Grant See, ARWMAS
Regional waste management systems involve
several municipalities joining together to achieve
greater results through a central authority than
would be possible on their own. This session
explores regional waste management systems
in Saskatchewan, and why this structure might
be right for you.
E4: Models for Delivering Health Care in
Small Urban Centres
Tom McIntosh, PhD, University of Regina
Many Saskatchewan communities struggle to
keep local health care services at a level that
matches the expectations of citizens. As communities
grasp at ways to recruit and retain
health care professionals, it may be time to look
at how we provide local health services and
what alternatives exist. This session will be an
opportunity for open discussion on a variety of
health care models for small urban centres.
E5: Dealing with Developers: What You
Need to Know
Martino Verhaeghe, Ministry of Municipal
Affairs
Many communities around Saskatchewan are
benefitting from our continued economic growth.
Most noticeable is the increase in housing and
commercial developments. Municipalities are
on the front line of dealing with developers and
should be aware of the responsibilities they have
and what they can request from developers to
ensure due process is followed. Ultimately, this
session will help answer the question, “How do
we get the best deal for our community?”
Education & Breakout Sessions
14
Sunday: Concurrent Sessions
2:30 p.m. – 3:45 p.m.
E6: Tax Collection and Enforcement
Phil Boivin & Brian Sych, Ministry of Municipal
Affairs and Kim Anderson, Robertson
Stromberg Pederson LLP
Many municipalities find it challenging to collect
taxes levied on residents, but failing to collect
taxes creates an unfair burden. This session
will provide municipalities with tax collection
strategies, as well as strategies to implement
effective enforcement procedures.
E7: Strategies to Control Rodent Populations
in Your Community
Travis Quirk, Provincial Council of ADD
Boards
Rodents whether they are gophers, mice,
skunks or rats can be a huge problem for
urban municipalities. Quite often it takes only
a few simple steps to ensure these pests don’t
overrun your community. Attendees will have
the opportunity to hear first hand from different
municipalities on experiences they have had
and tools they implemented to eradicate the
problem. In addition, professional pest control
officers will discuss the many options available
to prevent, control and eliminate pests.
E8: Crime Prevention: Tools to Keep Your
Community Safe
Constable Rene Shank, Corporal Mert Malkoske
& Sgt Doug Coleman, Royal Canadian
Mounted Police
Crime is present in all of our communities,
from break and enters to large scale grow
operations. Municipal leaders need to be keenly
aware of the impact that crime can have on
their communities and how they can implement
certain strategies and tools to ensure the safest
environment for their citizens. Attendees at this
session will have the opportunity to interact with
representatives from the RCMP and learn how
municipalities can implement various crime
prevention strategies.
E9: Ready for Change: How adaptable is
your municipality to climate change?
Norm Henderson, University of Regina &
Jeremy Pittman, Saskatchewan Watershed
Authority
Climate change impacts Saskatchewan, and
the pace is expected to accelerate. This will
affect many aspects of municipal management,
especially water-related infrastructure. Winters
will be warmer, summers drier, and severe
weather events more frequent. Are you
prepared?
This education session is jointly presented by
the Prairie Adaptation Research Collaborative
(PARC) and Saskatchewan Watershed
Authority (SWA). The focus will be on the
impacts of climate change on Saskatchewan
municipalities, especially on water issues, and
on management options to deal with climate
change.
E10: Changes to Municipal Financial
Statements*
Layne McFarlane, FCA, Meyers Norris Penny
In preparation for the 2009 financial reporting
period, this session will serve as a review for
administrators of the changes to the financial
statements that were presented at the October
workshops. The session will be a condensed
version of the October presentation that focused
on the necessary changes from the old system

of financial reporting to the new system. Layne
McFarlane, the lead presenter at the financial
statement workshops, will be on hand to
conduct the session and address any questions
that you may have. It is highly recommended
that all staff responsible for your municipality’s
financial reporting attend. Please note that
this session is not intended for council
members.
(*DELIVERED TWICE)
Monday: Concurrent Sessions
1:30 p.m. – 2:45 p.m.
B1: Roundtable Discussion: Challenges
facing City Fire and Police Services
Cities face very unique challenges in the
operation of their fire and police services. For
many cities, Protective Services account for
a large component of the municipal operating
budget and any changes to provincial legislation
and funding have a significant impact on the
sector. Cities tend to operate full time fire
departments that service their own community
and surrounding region, utilize the services of
the RCMP on a much larger scale than other
communities and in some situations have
their own municipal police force. The breakout
session is intended to provide an opportunity for
the city sector to discuss these challenges with
each other and representatives from provincial
government.
B2: Learning to Govern – Leading Your
Municipality
Sherry Magnuson, BA, MPA, Town of
Kindersley
Many municipal councils struggle with decisions
on how to effectively delegate and oversee the
work of administration. The result is that council
often spends a great deal of time dealing with
operational decisions and ‘putting out fires’.
Adopting effective governance practices allows
council to focus on the long-term implications
of decisions, and plan for the community’s
future. This session will look at examples
in Saskatchewan of municipalities that have
adopted effective governance practices, and
what it has meant for them.
B3: Bylaw Development: Using your
Powers Wisely
Phil Bovin & Brian Sych, Ministry of Municipal
Affairs and Tiffany Paulsen, Robertson
Stromberg Pederson LLP
Provincial legislation provides municipal councils
with the power to pass bylaws in order to govern
the municipality in whatever manner the council
considers appropriate and to enhance the
council’s ability to respond to present and future
issues. Does your municipality have bylaws
that aren’t being enforced? Do you have bylaws
that should be council resolutions instead, or
resolutions that should be bylaws? How do you
know when to use your bylaw powers? How
do you engage your citizens when developing
bylaws? Where do you look for help? This
session will provide answers to these questions
and more.
Resolutions for Consideration
1. Inclusion of Emergency Response and Fire Service Costs in
Development Fees
SUMA Northwest Region
Whereas many urban municipalities in Saskatchewan are experiencing an unprecedented level of
residential and commercial development; and
Whereas with many of these new developments, the municipality may need to construct a new fire
hall or purchase additional fire service equipment to maintain the municipality’s fire service standard
to these new developments; and
Whereas the cost of maintaining this service can reasonably be expected to be collected through a
fee for service or property tax base, urban municipalities have found the additional cost to be quite
significant and have a desire to pursue other opportunities to fund these services;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby the
Government of Saskatchewan to consider the addition of Emergency Response and Fire Service
expenditures as an allowable cost under the Planning and Development Act, 2007.
2. Uniform Compensation Rate for Annexed Lands
East Central Region
Be it resolved that the Saskatchewan Urban Municipalities Association work with the Government of
Saskatchewan to develop a uniform compensation rate that urban municipalities will pay for annexed
lands from a rural municipality proven to be needed for future growth at a rate of seven years for
commercial assessment and seven years for agricultural assessment.
3. Allow Rural Municipalities to convert to an Urban Municipality
District of Katepwa
Whereas some rural municipalities are more resort in nature and have more in common with urban
municipalities; and
Whereas current legislation does not contain provisions for a rural municipality to change its status
to a resort district, or an urban municipality,
Therefore be it resolved that Saskatchewan Urban Municipalities Association request that the
Ministry of Municipal Affairs to make changes to its current legislation to enable rural municipalities to
change their status to that of an urban municipality.
Background
The council of the rural municipality of Lakeland has received a petition from Elk Ridge Resort to
acquire Hamlet status. The RM has approached Municipal Affairs about the possibility of changing
its status to the Resort District of Lakeland and transferring membership to SUMA. They have been
advised that current legislation would not allow this to happen.
Resolutions
4. Authority for Urban Municipalities to Establish Destination
Marketing Fees
City of Moose Jaw
Whereas Destination Marketing Fees on hotel stays are a common practice in many jurisdictions; and
Whereas such fees are an important component in financing tourism marketing activities; and
Whereas provincial legislation does not currently give authority to urban municipalities to levy such fees;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association request that
the provincial government establish a Provincial Destination Marketing Fee on hotel stays or grant
authority to urban municipalities to impose such a fee in their individual jurisdictions.
Background
Destination Marketing Fees, in the form of a percentage on hotel stays, are used in other jurisdictions
as a means for financing the costs of tourism promotion. Under current legislation in Saskatchewan,
municipalities do not have legislative authority to impose such a fee. This resolution seeks to have
either a legislative change done to provide such authority or have the provincial government impose
such a fee with the proceeds disbursed to the respective municipality. Regina and Saskatoon have
applied such a fee on a voluntary basis. Gaining consensus on such a fee in most municipalities,
however, is difficult.
5. Sustainable Water Source for South Central Saskatchewan
South Central Municipal Association / Town of Gravelbourg
Whereas many Urban and Rural Municipalities in the South Central Region of our province are now
facing critical issues with respect to predictable quantity and quality of our water resources; and
Whereas a sustainable supply of quality water is necessary for future human, livestock and continued
economic existence and growth in the region;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association work in
conjunction with the Saskatchewan Association of Rural Municipalities, the Municipal Capacity
Development Program and all other appropriate departments and agencies to assist in developing a
strategy for the implementation of a multi-use pipeline to the region to ensure a viable and sustainable
water supply for our future.
6. Extend Workers’ Compensation Board benefits to Volunteer Firefighters
Town of Kindersley
Whereas there are 7200 firefighters in the Province of Saskatchewan, 6400 of whom are volunteers; and
Resolutions
Whereas full-time active members of an urban fire department are automatically covered for cardiac
injuries under Saskatchewan Workers Compensation Board policies but volunteer firefighters are not; and
Whereas volunteer firefighters are just as vital to their communities as their full time urban counterparts;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby the
Government of Saskatchewan to change Saskatchewan Workers’ Compensation Board policies so
that all benefits available to full-time, active members of an urban fire department are also provided
to volunteer firefighters.
Background
This resolution exactly mirrors the Emergent Resolution sent to the SARM Convention in March 2008
by the R.M. of Caron No.162.
The Volunteer Fire Chief of the R.M. of Caron passed away during the course of employment
(command post in fighting a fire) in January 2008. The WCB initially declined his spouse’s application
for WCB coverage on the following grounds:
The WCB policy applies to full time active members of an urban fire department.
The Fire Chief did not encounter any unusual physical exertion or strain nor was he exposed to any
acute stress during this call.
After a great deal of lobbying by the R.M. of Caron and SARM, this decision was overturned and
coverage was granted.
The Town of Kindersley Fire & Rescue Department expressed concerns to town council and
administration in fall 2008 about the precedent set by this initial WCB ruling. Ron Hope, Kindersley
Fire Chief, is a member of the Saskatchewan Association of Fire Chiefs (SAFC), an organization that
has also identified these concerns.
The Town investigated this further with the Saskatchewan Workers Compensation Board to determine
coverage. There are many “grey” areas.
It is the position of the Town of Kindersley and the Kindersley Fire & Rescue Department that volunteer
firefighters provide valuable service to their communities, and are exposed to stress during every call,
regardless of the position they hold during that incident. All of our volunteer firefighters are paged
on every call, at any time of the day or night. They do not work shift work. They are highly trained
to respond, however, they are exposed to many different types of incidents, including motor vehicle
accidents.
It is recommended that all WCB policies related to full time active members of an urban fire department
be expanded to include volunteer firefighters.
7. Requirement to Register All Terrain Vehicles
City of Melville
Whereas The All Terrain Vehicles Act does not require owners of All Terrain Vehicles to obtain a
certificate of registration or registration permit; and
Whereas without any highly visible identification, it is extremely difficult for municipal personnel and/
or the RCMP to identify the owner of an All Terrain Vehicle; and
Whereas other provinces such as, the Province of Manitoba require owners of All Terrain Vehicles
to obtain a certificate of registration and mount it on the All Terrain Vehicle so that is it highly visible;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association request the
Government of Saskatchewan amend The All Terrain Vehicles Act to require All Terrain Vehicle
operators to obtain a certificate of registration or registration permit.
Background
At recent Police Commission meetings held at the City of Melville concerns were raised regarding use
of ATVs within city limits and causing property damage. The RCMP noted that it is extremely difficult to
determine the owner of an ATV due to the fact that it has no license plate as it is not required as per The All
Terrain Vehicles Act. With a license plate, an owner of an ATV can be identified and charged accordingly.
The Police Commission made a recommendation to City Council to adopt a bylaw to ban the use of ATVs
within the City of Melville. To date, this bylaw has not been adopted by the City of Melville.
Resolutions
8. Support for Maintenance of Museum Facilities
Town of Willow Bunch
Whereas Museums are a vital part of history in Saskatchewan; and
Whereas there is no provincial funding available for the maintenance of museums; and
Whereas the cost of maintaining museum facilities is expensive and without assistance museums
will be forced to close;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby the
Government of Saskatchewan to assist local municipalities in funding the maintenance of municipally
owned museum buildings.
9. Cost Share for Power Upgrades to Regional Parks
Town of Willow Bunch
Whereas Regional Parks are a vital part of tourism in Saskatchewan; and
Whereas Saskatchewan is experiencing an increase in tourism; and
Whereas much of this increase in tourism is being seen at our regional parks; and
Whereas many of the parks are trying to expand to accommodate this growth; and
Whereas much of the costs are related to power expansion;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby the
Government of Saskatchewan to cost share all upgrades for power expansion in regional parks.
10. Additional Funding for Northern Communities to Comply with
Environmental Standards
New North – Saskatchewan Association of Northern Communities
Whereas Northern communities cannot afford the costs associated with the maintenance and
decommissioning of their landfills; and
Whereas Northern communities are experiencing high costs with respect to complying with landfill
and water management regulations; and
Whereas Northern communities are being pressured to comply with all the regulations regarding
landfills;
Resolutions
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby
Saskatchewan Environment for funds to assist Northern communities in complying with these
regulations as well as any other environmental regulations passed down in the near future.
28

11. Information on the Impact of Oil Sands Development to
Saskatchewan’s North
New North – Saskatchewan Association of Northern Communities
Whereas the Saskatchewan Environment Society (SES) recently released a report-Preventing Oil
Sands Fever in Saskatchewan-which raises concerns about the increasing environmental threats to
Saskatchewan’s Northern lakes and forests from acid rain linked to oil sands development in Alberta;
and
Whereas the report states that government data shows that rain and snow fall in the La Loche region
has an average pH of 4.96 and Environment Canada defines acid rain as pH reading below 5.00; and
Whereas the Northern communities want to ensure that development of any oil sands must have an
effective environmental management and monitoring system;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby the
provincial Ministry of the Environment to provide information on the amount of inter-jurisdictional
pollution coming from Alberta’s oil sands and to assist the northern municipalities in developing a
strategy to protect our environment from this pollution.
12. Improved Cellular Phone Coverage for Northern Saskatchewan
New North – Saskatchewan Association of Northern Communities
Whereas many of the Northern communities do not have access to cell phone services; and
Whereas Northern communities that do have cell phone service only can be accessed within the
town limits, leaving the rural areas without service; and
Whereas better communication to promote safety for travelers as well as economic/business
development opportunities is needed;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby
Saskatchewan Telecommunications to upgrade the present service across the north and to provide
cell phone coverage to all Northern communities as well as the surrounding rural areas.
13. Improved High Speed Internet Access in Northern Saskatchewan
New North – Saskatchewan Association of Northern Communities
Whereas many northern communities still do not have high speed Internet access or the service does
not cover new subdivisions; and
Whereas high speed internet is a major factor in addressing building capacity within the community;
and
Whereas northern communities need this access in order to promote business efficiencies, educational
opportunities, and personal development;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby
Saskatchewan Telecommunications to address the need for proper high speed Internet access in all
northern communities.
Resolutions
29

14. Upgrade Highway Network in Northern Saskatchewan
New North – Saskatchewan Association of Northern Communities
Whereas highway traffic coming in and going through many northern communities has increased
drastically over the past few decades, and our highways have outgrown their life expectancy; and
Whereas many northern communities have bridges that are too small not only for the large trucks
carrying various types of dangerous goods, but also for passing local pedestrians and cyclists crossing
the rivers; and
Whereas various ways of upgrading our traffic corridors were recommended in the Traffic Studies
report done more than two years ago for many of the Northern communities, nothing has been done
to alleviate the current dangers outlined in the report;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby the
Ministry of Highways and Infrastructure to address the need for upgrading highway corridors in many
northern communities.
15. Adequate Funding for Municipal Owned Long-Term Care Facilities
Town of Regina Beach
Be it resolved that the Saskatchewan Urban Municipalities Association lobby the Ministry of Health to
ensure adequate funding for the operational costs of municipally owned long-term care facilities so
that operational deficits do not become the financial burden of the municipalities.
16. Additional Funding for Level 1 and 2 Care Homes
Town of Willow Bunch
Whereas there is a need for affordable Level 1 & 2 personal care home facilities in Saskatchewan;
and
Whereas the long term sustainability of personal care homes in Saskatchewan, particularly in rural
Saskatchewan is in jeopardy; and
Whereas without change, the cost to live in existing facilities will soar beyond reach for the majority of
seniors, and the likelihood that new facilities will open in the future will be virtually eliminated;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association lobby the
Government of Saskatchewan for support in funding Level 1 & 2 care home facilities.
17. Provincial Funding for Conventional Bus Transportation
City of Saskatoon
Resolutions
Whereas Saskatchewan communities currently must pay the Provincial Sales Tax on all expenses
including bus purchases;
Therefore be it resolved that the Saskatchewan Urban Municipalities Association support the
key recommendation of the City of Saskatoon to lobby the Government of Saskatchewan to provide
PST exemption for capital purchases including the purchase of buses.
