of the source. Not all nondefense Production, however, goes to the<br />

immediate benefit of <strong>in</strong>dividuals; a considerable portion of total output<br />

<strong>in</strong> the <strong>Soviet</strong> Union is devoted to <strong>in</strong>vestment. Estimates of the defens<br />

share of GNP fall <strong>in</strong> the range of 15-17 percent, <strong>and</strong> the shae allocated<br />

to gron fixed <strong>in</strong>vestment is close to one-third of the entire<br />

GNP.4 In the Western <strong>in</strong>dsraie countries, <strong>in</strong> comparison, the<br />

defense share is 1-4 percent <strong>and</strong> <strong>in</strong>vestment about 20 percent of GNP.<br />

Defies plus <strong>in</strong>vestmenit <strong>in</strong> the <strong>Soviet</strong> Union, therefore, absorbs<br />

roqohl 45 percent of the economic output of the counitry versus 20-25<br />

percent <strong>in</strong> the other developed <strong>in</strong>dustrial economies. <strong>The</strong> high <strong>Soviet</strong><br />

share of both of these end uses of economic output is a direct result of<br />

the political determ<strong>in</strong>ation to become a world power <strong>in</strong> economic <strong>and</strong><br />

military terms. Arithmetic logic dictates that, given suich choices, consumiption<br />

must suffer. Private household consumption absorbs less<br />

than 50 percent of GNP (60-65 percent elsewhere), <strong>and</strong> total private<br />

<strong>and</strong> public consumption (which <strong>in</strong>clKue public services suich as transportation<br />

<strong>and</strong> health) st<strong>and</strong>s at 56 percent <strong>in</strong> the <strong>Soviet</strong> Union <strong>and</strong><br />

65-70 percent <strong>in</strong> other countries.<br />

As large as the defese shar of GNP appears to be, it impose an<br />

even larger burdien on specific sectors, especially mach<strong>in</strong>ery output <strong>and</strong><br />

R&D. <strong>The</strong> lion's share of <strong>in</strong>vestment funds allocated to the mach<strong>in</strong>ery<br />

sector has gone to the defense <strong>in</strong>dustrial m<strong>in</strong>istries. Several estimates<br />

place the defense sh~are of total mach<strong>in</strong>e-build<strong>in</strong>g output at the 40 percent<br />

leveL 5 For R&D, total <strong>Soviet</strong> expenditures grew very slowly from<br />

1976 to 1966, essentially flatten<strong>in</strong>g out <strong>in</strong> the latest five year period.<br />

Military R&D, however, cont<strong>in</strong>ued to grow, <strong>and</strong> <strong>in</strong>ce 1976 most of the<br />

growth <strong>in</strong> military expeniditures has been due to the R&D account.<br />

<strong>The</strong>se diffrential growth rates imply that defense R&D has been<br />

crowd<strong>in</strong>g out civilian R&D <strong>in</strong> the decade before 1966& This starv<strong>in</strong>g of<br />

civilian R&D has been occurr<strong>in</strong>g at the very tim that <strong>Soviet</strong> leaders<br />

have been count<strong>in</strong>g on technology, <strong>in</strong>novation, <strong>and</strong> produictivity<br />

<strong>in</strong>crease to move the economy to an <strong>in</strong>tensive growth trajectory.<br />
