Technology Problems<br />
<strong>Soviet</strong> military <strong>and</strong> <strong>in</strong>dustry leaders have recently begun to detail<br />
specific technology shortcom<strong>in</strong>gs <strong>in</strong> military systems. <strong>The</strong>se problems<br />
have been discussed earlier by Western analysts <strong>and</strong> will not surprise<br />
knowledgeable foreign analysts. General Shabanov has neatly summarixed<br />
<strong>Soviet</strong> technology deficiencies: "Our science <strong>and</strong> <strong>in</strong>dustry lag<br />
beh<strong>in</strong>d <strong>in</strong> the sphere of develop<strong>in</strong>g radio-electronic weapon systems, thermal<br />
imag<strong>in</strong>g <strong>in</strong>struments <strong>and</strong> night vision <strong>in</strong>struments, <strong>and</strong> communication<br />
<strong>and</strong> control systems. Yet these play a great role <strong>in</strong> ensur<strong>in</strong>g reliable<br />
defense." 3<br />
<strong>The</strong> VPK chairman, <strong>in</strong> accept<strong>in</strong>g his nom<strong>in</strong>ation to cont<strong>in</strong>ue head<strong>in</strong>g<br />
this organization, also listed electronics as one of his ma<strong>in</strong> concerns: "I<br />
consider it essential to support <strong>in</strong> every way, at every stage of work, <strong>and</strong> at<br />
all levels of discussion the development of electronics <strong>and</strong> computer<br />
equipment." 3 And, among the ten troubled areas that dem<strong>and</strong>ed resolution,<br />
he <strong>in</strong>cluded electronics, comput<strong>in</strong>g equipment, <strong>and</strong> communication<br />
equipment.<br />
This too was the view of the m<strong>in</strong>ister of aviation production, A. S. Systoy:<br />
"We should put every effort <strong>in</strong>to develop<strong>in</strong>g microelectronics as<br />
quickly as possible. We are currently lagg<strong>in</strong>g beh<strong>in</strong>d <strong>in</strong> this area. This lag<br />
will later affect aircraft construction. " U<br />
Some examples from recent aircraft give concrete detail to these<br />
concerns. <strong>The</strong> Su-27 fighter aircraft's aerodynamics <strong>and</strong> size were<br />
determ<strong>in</strong>ed by provision for accommodat<strong>in</strong>g the largest radar possible<br />
"as the simplest means of achiev<strong>in</strong>g maximum <strong>in</strong>terception range." 3<br />
Helicopter designer Tishchenko expla<strong>in</strong>ed a metal plate cover<strong>in</strong>g an<br />
open<strong>in</strong>g <strong>in</strong> the Mi-28 at the 1989 Paris Air Show by not<strong>in</strong>g. "We have<br />
encountered delays <strong>in</strong> the development of electro-optical systems on<br />
this program." Additional development problems were be<strong>in</strong>g encountered<br />
with the Mi-28's night vision system, which had been worked on<br />
"for about a decade" <strong>and</strong> was now beh<strong>in</strong>d schedule. <strong>The</strong>se various<br />
equipment development problems were contribut<strong>in</strong>g to a planned heli-<br />
