<strong>Soviet</strong> weapons acquisition has been an effective enterprise s<strong>in</strong>ce the<br />

1930s. This effectiveness arises from four pr<strong>in</strong>cipal sources: (1) the<br />

allocation of sufficient resources, (2) implementation priority ensur<strong>in</strong>g<br />

that the allocational choices are actually carried out, (3) a buyer's<br />

market <strong>in</strong> which the Defense M<strong>in</strong>istry has been panted the privilege of<br />

not accept<strong>in</strong>g <strong>in</strong>ferior products, <strong>and</strong> (4) an R&D approach that has<br />

dealt with the shortcom<strong>in</strong>gs of the <strong>Soviet</strong> economic system. <strong>Soviet</strong><br />

political choices s<strong>in</strong>ce mid-1987 have radically altered the political<br />

structure of defense, reduc<strong>in</strong>g the resources go<strong>in</strong>g to new weapons <strong>and</strong><br />

dilut<strong>in</strong>g the priority of defense production. A second major change is<br />

the role of weapons technology <strong>and</strong> complexity <strong>in</strong> reduc<strong>in</strong>g the power<br />

of the buyer's market <strong>and</strong> the capabilities of the <strong>Soviet</strong> weapons R&D<br />

style.<br />

For 25 years, <strong>Soviet</strong> leaders have attempted to transfer features of<br />

defense <strong>in</strong>dustry-ma<strong>in</strong>ly managers <strong>and</strong> methods-to the civilian sector<br />

to improve productivity <strong>and</strong> output. On assum<strong>in</strong>g leadership, Mikhail<br />

Gorbachev followed this same approach <strong>in</strong> what turned out to be a first<br />

phase of his effort of enlist<strong>in</strong>g the defense sector <strong>in</strong> the aid of the<br />

economy. However, someth<strong>in</strong>g new is now be<strong>in</strong>g added to past policies:<br />

Two key elements allow<strong>in</strong>g <strong>Soviet</strong> defense <strong>in</strong>dustry to be effective at<br />

develop<strong>in</strong>g <strong>and</strong> produc<strong>in</strong>g military systems--allocational priority <strong>and</strong><br />

implementation priority-are now be<strong>in</strong>g transferred to civilian production.<br />

This reallocation of resources <strong>and</strong> partial reassignment of priority<br />

mark the second phase of an evolv<strong>in</strong>g policy toward defense <strong>in</strong>dustrythe<br />

conversion of defense <strong>in</strong>dustry capacity to civilian purposes.<br />

S<strong>in</strong>ce the beg<strong>in</strong>n<strong>in</strong>g of 1988, the direct consequences for weapons<br />

development <strong>and</strong> procurement of defense <strong>in</strong>dustry conversion to civil-<br />

Jan output have all been negative.<br />

<strong>and</strong> food <strong>in</strong>dustry to the defense complex absorbed defense<br />

managers' attention, diverted defense production capacity, <strong>and</strong><br />

redirected new <strong>in</strong>vestment to food process<strong>in</strong>g equipment.<br />

SImplementation of plans for the defense <strong>in</strong>dustry to make<br />

further contributions to the production of consumer goods <strong>and</strong><br />

ligt <strong>in</strong>dustry equipment drew on additional management <strong>and</strong><br />

production caaite <strong>and</strong> required more diversion of <strong>in</strong>vestmnet.<br />

Defense procurement reductions aris<strong>in</strong>g from Gorbachev's policy<br />

announced <strong>in</strong> December 1988 immediately began to <strong>in</strong>fluence
